The evaluation was documented on Department of Parks and Recreation (DPR) 523A (Primary Record) and 5238 (Building, Structure, and Object Record) forms and the property was identified on a DPR Location Map. As a result of that evaluation, which included archival research and an intensive -level field survey, it was determined that the 1939 altered Minimal Ranch style residence does not appear to be eligible for listing in the California Register of Historical Resources or for designation under the City's local ordinance under any criteria. It has sustained alterations (modern windows and additions) that have compromised its integrity, it is not the work of a master or associated with any historically significant people, and is not individually significant for its association with residential development in Arcadia from 1936-1945. In addition, it is not listed in the National Register of Historic Places or the California Register of Historical Resources and it is not iconic. Include design, materials, condition, alterations, size, setting, and boundaries) This one-story Minimal Ranch style residence is situated on the north side of Coronado Drive in a residential neighborhood. It is irregular in plan and surmounted by a moderately -pitched, multi-level, cross -gable roof sheathed with wood shakes and has narrow eaves and a brick chimney. The exterior walls are covered with stucco, but there are horizontal boards in the gable end. The south - facing, asymmetrical fagade includes a projecting wing with a single -hung window flanked by decorative wooden shutters, a vinyl - framed sliding window, a recessed front door, and a vinyl -framed, single -hung window flanked by decorative wood shutters. The front porch appears to have been partially enclosed and features two south -facing, diminished arches supported by narrow wood posts. The east elevation has four vinyl windows and the west elevation has five vinyl windows. A detached garage with stucco walls and a gable roof is visible northeast of the house. Three large liquid amber trees are located in front of the house. The property appears to be in good condition, but alterations (modem windows and additions) have compromised its integrity. *P3b. Historic Context: Originally owned by the San Gabriel Mission and then a part of Rancho Santa Anita, the land that includes present-day Arcadia was also owned by Scottish immigrant Hugo Reid (Architectural Resources Group 2016). Reid was the first to make a modern impact on the land, raising cattle and building the first structure (ibid.). After a succession of owners, in 1875 Elias J. "Lucky" Baldwin purchased the land, along with much of the surrounding area and named it Arcadia (Ibid.). In 1885, the main line of the Santa Fe Railroad, in which Baldwin was a stockholder, was opened through Baldwin's property, making it practical to subdivide part of the land into a town site. By 1887, Baldwin was actively attempting to draw residents to the area, but sales were slow and the densest development occurred in the core of the town near the intersection of the railroads (Architectural Resources Group 2016:33). Residential development in this part of town was on small lots, while development further south was on multi -acre parcels (ibid.). As late as 1903, when a census was taken to ascertain the population of the proposed City of Arcadia, the area only had 642 residents and many lived and worked on the Baldwin Ranch or were temporary residents working for the railroads (Ibid.). Regardless, with a booming economy increasingly based on entertainment, sporting, hospitality, and gambling, Arcadia was incorporated in 1903, with Baldwin as its first mayor (Arcadia Historical Society 2021). Moving into the 1910s, Arcadia's growth remained slow and steady (Architectural Resources Group 2016). However, the City began shifting away from "its sporting days to more respectable pursuits, as it outlawed liquor licensing in 1912 and embarked on a series of civic improvements" (Architectural Resources Group 2016:44). By 1915, electric streetlights had been installed in some areas and streets were graded and oiled (ibid.). Residential development in the 1910s saw the subdivision of larger parcels into smaller ones (2.5 to 5 acres) that attracted a wider variety of buyers who were interested in a more suburban lifestyle with room for some agricultural pursuits (Architectural Resources Group 2016:49). Most of the 1910s subdivisions followed a grid pattern with graded and sometimes paved roads without curbs or sidewalks (Architectural Resources Group 2016). After World War I, the region thrived and the 1920s were a transformative period in Arcadia's development (ibid.). Residential subdivision accelerated with tracts designed in grid patterns like those of the 1910s, but with smaller lots (Architectural Resources Group 2016:36). Single-family residential construction dominated the period (ibid.). Most of these were modest in size and the earliest were constructed in the Craftsman style, with Period Revival styles becoming dominant in the mid -1920s and into the 1930s (ibid.). The smaller lot subdivisions were located closer to the original town center, Pacific Electric lines, and the commercial district at Huntington Drive and First Avenue, while the larger multi -acre lots were in what was then the southern part of town (ibid.). The 1936 to 1945 period was characterized nationally by massive unemployment and economic uncertainty, but Arcadia was one of the few places that did not experience a near cessation of construction (Architectural Resources Group 2016:65). The major factors for this were Anita Baldwin selling off the remaining approximately 1,300 acres of the Baldwin Ranch; establishment of military facilities and the related increase in demand for commercial businesses; and construction of a County park, which was a large Works Progress Administration (WPA) project (ibid.). The Baldwin acreage was parceled out into a number of residential subdivisions, including the Rancho Santa Anita subdivisions developed by Raymond A. Dorn Company, which included the subject property (Architectural Resources Group 2016:B-2). These subdivisions jumpstarted construction between 1936 and 1941 (Architectural Resources Group 2016:65). With the end of World War II (WWII) and the return of thousands of veterans, Arcadia and the greater Los Angeles area saw an enormous explosion in the development of affordable housing. Much of this development took the architectural vocabulary of the pre- war years and combined it into simplified styles suitable for mass developments and small-scale apartments (City of Los Angeles 2011). Development during the 1945-1970 period transformed the city from semi -rural to suburban earning it the nickname a "Community of Homes" (Architectural Resources Group 2016). People Associated with this Residence. This residence was built for Laurette S. McCausland by the Raymond A. Dorn Company in 1939 (City of Arcadia var.). The Raymond A. Dorn Company was responsible for the construction of many residences and structures in the Greater Los Angeles area. Raymond Andrew Dorn was born in 1905 to Andrew and Hester Dorn (Ancestry.com var.). In 1920, the Dorns were living in Pasadena and Andrew Dorn, who was from Canada, was working as a day laborer on a ranch (ibid.). By 1925, 20 year-old Raymond was employed as an advertising manager for Blankenhom Realty Company in Pasadena (Ibid.). In 1929, he was listed as a salesman with the William Peters Company and two years later, in 1931, he was listed as the vice president of the company (ibid.). In 1932, Dorn made the newspapers for his part in the sale of the Mullen & Bluett Building in Pasadena and as one of the directors of the Pasadena Realty Board (Los Angeles Times 1932a and 1932b). By 1935, advertisements reveal that he was president of the Raymond A. Dorn Company and the developer of a 200 -acre oak grove known as Santa Anita Oaks, formerly part of the Clara Baldwin Stocker property (Los Angeles Times 1935). Numerous news articles from 1936 through 1942 mention Mr. Dorn and/or his company in conjunction with the Santa Anita Oaks and Rancho Santa Anita land developments. (As noted above, the subject property is within the Rancho Santa Anita area.) Despite the challenging economic times, lots in the subdivisions appear to have sold quickly and a 1939 article noted that an unusually high percentage of the sales were to couples under 40 years of age (Los Angeles Times 1939a). In fact, Dorn himself was only 34 at that time. By 1943, the news articles about Dorn and the developments tapered off, but a multitude of new home advertisements continued into the late 1950s. In the 1950s, Dorn was in the news in connection with his volunteer efforts as part of the Pasadena Tournament of Roses and other civic activities. In 1959, Dorn was elected President of the Tournament of Roses and presided over the 1960 parade (Pasadena Independent 1959). The first owner of the residence was Mrs. Laurette S. McCausland (City of Arcadia var.). A 1939 news article featured a drawing of a French Normandy style house being built for Mrs. L. A rendering of another home on the same page is much more similar to the subject residence, although it included wood siding, three diminished arches across the front porch, and a very large picture window (ibid.). Research indicates that Laurette (nee Scott) was born in Pennsylvania around 1900 and in 1940 was a widow working as a dental assistant (Ancestry.com var.). She had two children: Nicholas and Linda (Ibid.). In 1945, newspaper advertisements from June into September indicate the family was leaving town and selling their "six room bungalow" on Coronado Drive (Pasadena Star -News 1945). By 1946, voter registration records list Lewis J. Ashby at 937 Coronado Drive (Ancestry.com var.). Lewis was born in Chicago in 1897, but was living in Los Angeles with his family by 1910 (Ancestry.com var.). He and his wife Harriet, who died in 1971, lived in the Coronado house until at least 1956 (City of Arcadia var.). Herbert William Brisley, a buyer for Bullocks Pasadena, and his wife Beverly lived in the house from at least 1958 to 1963 (City of Arcadia var.; Ancestry.com var.). Various news articles reveal that the Brisleys were active in the local community, but no additional relevant information about them was found. Real estate advertisements for the residence from January 1965 to May 1966, state that it had three bedrooms, two bathrooms, a kitchen with built-ins, and a family room. A birth announcement indicates that the house was occupied by the Griffins in 1968 and in 1969, city directories list Jerry A. Griffin, an engineer at ITT, and his wife Jean as the residents (Daily News -Post 1968; Ancestry.com var.). No additional relevant information was found for the Griffins or any subsequent owners during the historic period. Significance Evaluation. In compliance with CEQA, this property is being evaluated under the California Register criteria and the City of Arcadia criteria for Landmarks (Chapter 1, Section 9103.17.060 of the City's Municipal Code). The State criteria and 1 through 4 of the local criteria are identical, therefore, they have been grouped together to avoid redundancy. The additional local criteria (5 and 6) are addressed separately. Criterion 1: Associated with events that have made a significant contribution to the broad patterns of local or regional history or the cultural heritage of California or the United States. This residence is associated with residential development in Arcadia from 1936 to 1945. "Due to the nature of Arcadia's development patterns in the late 1930s and early 1940s, residential tracts tend to be more representative of residential development during this pattern than individual houses" (Architectural Resources Group 2016:71). A collection of residences from this period could be significant as a historic district "if they are excellent and intact examples of residential development representing the growth of the city during this period" (Architectural Resources Group 2016:72). This residence is not an excellent intact example of the Minimal Ranch style and several of the houses on this block are either altered or modem and would not contribute to a potential historic district associated with this theme. Criterion 2: Associated with the lives of persons important to local, California or national history. Based on the research discussed above, the residence does not appear to be associated with persons important in history. Criterion 3: Embodies the distinctive characteristics of a type, period, region or method of construction or represents the work of a master or possesses high artistic values. This residence is not the work of a master and does not possess high artistic values. It has sustained alterations (windows and additions) and is not a distinctive example of a style, period, region, or method of construction. Criterion 4: Has yielded, or has the potential to yield, information important to the prehistory or history of the local area, California or the nation. This residence was built in 1939 using common materials and construction practices. It does not have the potential to yield information important to the history or prehistory of the local area, California, or the nation. Local Criterion 5: Is listed on the National Register of Historic Places and/or California Register of Historical Resources. The online National Register database (current through 2012) and the National Register weekly lists from 2013 through the present, were searched, but no listings for this property were found (National Park Service n.d.a and n.d.b). In addition, a variety of sources were consulted including the California Office of Historic Preservation's (OHP) Built Environment Resource Directory (BERD), the 2016 Citywide Historic Resources Survey Report, and the Los Angeles Conservancy website to determine whether this property is listed in or is eligible for listing in either the National Register or California Register (California Office of Historic Preservation 2021). No listing for this property was found. Local Criterion 6: Is an iconic property. According to the City's ordinance, iconic means a property that "exhibits the City's unique character, history, or identity and/or has been visited and photographed so often by residents and visitors to the city that it has become inextricably associated with Arcadia" (9103.17.160 Definitions). This altered residence is a common type and style; it does not exhibit the City's unique character, history, or identity. Although there are some photographs of the property online, they are associated with recent real estate advertisements for the sale of the house.
