MINUTES ARCADIA CITY PLANNING COMMISSION REGUlAR MEEnNG Tuesday, June 14, 1988 The Planning Commission of the City of Arcadia meHn regular session on Tuesday, June 14, 1988 at 7:30 p.m. In the Council Chambers of the Arcadia City Hall, 24.0 West Huntington Drive, with Chairman Dave Szany presiding. CALL: PRESENT: ABSENT: OOTION Commissioners Clark, Hedlund, Papay, Szany commissioner Amato II was moved by Commissioner Papay, seconded by Commissioner Clark to excuse Commissioner Amato from tonight's meeting. The motion passed by voice vote with none dissenting. MINUTES M:lT\ON It was moved by Commissioner Clark, seconded by Commissioner Hedlund to approve the Minutes of May 24, 1988 as published. The motion passed by voice vote with none dissenting. MOTION II was moved by Commissioner Papay, seconded by Commissioner Clark to read all resolutions by title only and waive reading the full body 01 the resolutions. PUBUC HEARING C.U.P. 88-012 181 Colorado Place Ray Sibille The staff report was presented. Staff explained that the large area in the back could be utilized for tandem. parking. There were some problems with the overflow o.f parking with the previous restaurant. There are single- family homes within 71' of the property. Consideration of a conditional use permit for the operation of a restaurant with parking modifications. The public hearing was opened. Larry Savoy, 1476 BraebiJrn, Altadena, was there representing the applicant. He stated that they are In agreement with the conditions in the staff report and commented that they will provide valet parking. He couldn't see a problem with parking 50 cars on the back lot. There will be no dancing and the cocktail lounge will be open during the restaurant operating hours only. MCl1lCXII It was moved by Commissioner Clark, seconded by Commissioner Papay to close the public hearing. The motion passed by voice vote with none dissenting. Commissioner Clark fell that 50 carsCC)uld probably be parked on the rear lot and remarked that it is a good use of an existing building. He remarked that he did hear of problems with the previous restaurant and said that it was probably due to the dancing and the bar. Staff commented that the Commission can limit the hours of operation as a condition of approval. Ch.airman Szany asked the applicant what the hours of operation would be. Mr. f:lavoy responded by saying the hours of operation would be from 11 :00 a.m. to 12:00 midnighton weekends. Commissioner Hedlund felt that the hours of operation should be a condition of approval. Commissioner P~ay said that a tandem parking plan for the valet parking should be submitted to the Planning Department for review and approval. MCl1lCXII It was moved by Commissioner Clark, seconded by Commissioner Papay to approve C.U.P. 88-012 subject to the conditions in the staff report with the additional condition a andem parking plan for the valet parking shall be submitted to the. Planning Department for review and approval and the hours of operation for the cocktail lounge and the restaurant shall be limited to 11:00 a.m. to 12:00 midnight. PUBUC HEARING C.U.P. 88-014 200E. Foothill Blvd. Lee Hammond and Gary Barringer Consideration of a conditional use permit to allow outdoor dining in the patio area for 16 persons at Paco's Restaurant". The staff report was presented. Staff said that Mr. Barringer submitted a count of cars and parking spaces available during the peak hours of business and. noted that the easterly parking lot is not heavily used. Staff also did a survey of available parking spaces on the lots and the result confirms Mr. Barringer's survey. Paco's Restaurant has improved the site within the past year. The awnings have.gone through the architectural design review procedure. The public hearing was opened. Gary Barringer, 905 W. EI Dorado, Monrovia, the applicant stated that they are in agreement with all of the conditions in the staff report. Commissioner Clark felt that this would' be a nice addition to the restaurant. Commissioner Papay said that since there Is no opposition from the residential properties to the south he could not see any reason 10 deny the request. PUBLIC HEARING T.P.M. 88-013 11606 Clark St. YIIlQ Chang Consideration of a tentative parcel map for a 4-unlt light Industrial conddomlnium project. The staff report was presented and the public hearing was opened. Engles Shen, 600 W. Main, #205, Alhambra, said that each unit will be individually owned and noted that the shaded areas on the plan are the. landscaped areas. MCl'TIGN It was moved by Commissioner Clark seconded by Commissioner Papay to close the public hearing. The motion passed by voice vote with none,dissenting. In response to questions from the Commission, staff.said that landscaping will comply with the new standards and remarked that one of the. conditions of approval is the review the CC & R'sto ensure maintenance is provided. AI Derenzee, L & 0 Engineering, 106 W. Lime, #205, Monrovia, said that they are in agreement with all of the conditions In the staff report. Arcadia City Planning Commission June 14, 1988 Page 4 . . . . It was noted that this project came before the Commission several weeks ago for approval of some modifications. Commissioner Hedlund commented that he wouldptefer to see two units instead of four. Chairman Szany noted that this is.a English Tudor style project.
