Tuesday, February 23, 1988
The Planning Commission of the City of Arcadia met in regular session on Tuesday,
February 23, 1988 at 7:3D p.m. in the Council Chambers of the Arcadia City Hall,
240 West Hunt i ngton Drive, wi th Chatnnan Dave Szany pres idi ng.

MOTION
It was moved by Commissioner Clark, seconded by Comniissioner Papay to
approve the Minutes of February 9, 1988 as published. The motion passed by
voice vote with none dissenting.

all resolutions by title only and waive reading the full body of the
resolution.

The staff report was presented and the public heari ng was opened.
Engles Shen, 600 W. Main St., Alhambra, representing the applicant commented that
the Architectural Design Revi ew for the subject project has al ready been
approved. The site is nonconforming and the proposed development will improve
the site. They are in agreement with all of the conditions in the staff report.
MOTION
It was moved by Commissioner Clark, seconded by Commissioner Hedlund to
close the public hearing. The motion passed by voice vote with none
di ssent ing.
Commissioner Hedlund felt that condition 6 pertaining to the notification of the
Gas Co. should be deleted and Commissioner Papay agreed.
MOTION
It was moved by Commissioner Clark, seconded by Commissioner Amato to
approve T.M. 46087 subject to the conditions in the staff report with the
deletion of condition 6 in the staff report.

. Staff said that an "unsaeto enter" sign prohibits the ueOf the building.
The public hearing was opened.
John Maynard, 62 N. Mar Vista, was present. He commented that when they
purchased the property they assumed that it was utilized as a church for
approximately ten years. Since they were unaware that a c.u.p. was needed to
conduct a church, they purchased the property without conditioni ng the escrow
with the approval of the c.u.p. He explained their religious background and said
that they are a non profi t organi zat ion. He sa i d that the parsonage is where the
pastor resides and that it was built in 1913. There is no kitchen in the
sanctuary and the nursery area. Plans have been submitted to the Building
Department for renovation. This chapel will be very beautiful and unique and a
large sum of money has been spent on cleaning up the site. The neighbors are
pleased with the improvements on the site since it was an eye soar for many
years. He canmented that they will demolish most of the little house that was
used as a kitchen and a maids room and have plans to put a 2-3 bedroan parsonage.
He remarked that at the present their meetings are held outside the City but they
would like to begin holding them in the sanctur~ and use the nursery when
permi tted.
John Safi, 911 S. Fourth, asked staff to explain the "Negative Declaration".
Staff explained that a Negative Declaration means that the proposed church will
not have a sifnificant affect.
Jai Kyung Kim, 303 E. Duarte, was against the project. He was concerned with the
impact that a church would have in the area.
Venice Safi, 911 S. Fourth, objected to the proposed use and said she was
concerned about the increased traffic.
In rebuttal, Mr. Maynard explained the hours of usage - (9:45 a.m.-12:00 p.m. on
Sundays and 6:00-7:00 p.m. Sunday evenings and 7:00-8:00 p.m. on Wednesdays).
Mr. Woolard commented that the plans that were submitted don't reflect the
changes proposed by Mr. Maynard.
In an answer to Mr. Woolard's question, Mr. Maynard remarked that the south
section of the maid's quarters will be demolished and a new foundation installed
that coul d accommodate a two-story structure.

to the building. He commented that the changes are basically floor plan changes.
The plans that have been submitted do reflect the size and the shape of the

. Commhsioner Hedlund askAwhen Mr. Maynard would be abl. submit a full plan
that would reflect all t~proposed changes and the new b~dings. He suggested
continuing the hearing to the next Commission meeting and thereby give the
applicant sufficient time to submit new plans that would reflect all the proposed
changes.
Staff commented that up to 14 parki ng spaces coul d fi t on the lot with a 25' wide
driveway and explained the requirements for the landscape buffer.
The applicants agreed to the continuance of the public hearing.

It was moved by Commissioner Papay, seconded by Commissioner Amato to
contiue the public hearing to March 8, 1988.

Consideration of modifications for a
proposed 16-unit multiple-family dwelling
The staff report was presented.
Staff remarked that the driveway does meet Code. The width of the patio areas do
meet or exceed t.he 10' requirement.
The public hearing was opened.
Ray Spehar, Pal International, was present. In his opinion all the requested
modifications are mi.nor and would be for the best interest of the property. He
commented that they are in agreement with the conditions in the staff report.
Staff commented that by reduci ng the size of the walkways, they were able to
increase the size of the indtvidual patio areas.
Rosemari,e Sabouchi an, 329 Diamond, asked 'about the exten's i on and the I ength (if
the building.
Chai nnan Szany remarked that even though the buil di ngs are attached, by making
the entrances going in and out that it would appear as if it isn'l attached.

the public hearing. The motion passed by voice vote with none

Commissioner Clark commented that it seems like a good development.
Commissioner Papay said that there is a lot of open space.
Commissioner Hedlund said that it is a very nice development.
Chairman Szany noted that there is a lot of turn around area in the driveway~.

public hearing for MC 88-014, 1619 Oakhaven, was to be at tonight's meeting.

Resolutions 1361 and 1362 and to formally affi rm the decisions of January
26, and February 9, 1988 reflecting the findings of the Commission and the
votes thereon.

MATTERS FROM COUNCIL
Councilman Lojeski summarized the developments in the community center.
MATTERS FROM COMMISSION
Commissioner Hedlund cOOlmended the builder and the designer who developed the
southwest corner of Duarte and El Monte. He said that that is a very hard lot to
develop and the builder was able to make the best use of the lot.
MATTERS FROM STAFF
Mr. Woolard commented that the Commission cannot hold its April 12, meeting on
the above. date due to the election.
The Commission felt that unless there is a very important matter than needs to be
heard by the Commission, everything can be cOntinued to the Commission's April
22, 198a meeting.
