MINUTES ARCADIA CITY PLANNING COMMISSION REGULAR MEETI NG Tuesday, January 12, 1988 The Planning Commission of the City of Arcadia met in regular session on Tuesday, January 12, 1988 at 7:30 p,m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman Dave Szany presiding. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Amato, Clark, Papay, Szany A8SENT: Commissioner Hedlund MOTION It was moved by Commissioner Clark, seconded by Commissioner Amato to excuse Commissioner Hedlund from tonight's meeting. The motion passed with voice vote with none dissenting. MINUTES MOTION It was moved by Commissioner Clark, seconded by Commissioner Papay to approve the Minutes of December 8, 1987 as published. The motion passed by voice vote with none dissenting. , . PRESENTATION to former Planning Commissioner, John Fee. A presentation was made by Chairman Szany on behalf of the Planning Department to Mr. John Fee, a former Planning Commissioner. Consideration of a zone change to add an "H" (high rise) overlay to the proposed site for the Hampton Inn Hotel to allow four stories in lieu of three stories allowed in the underlying zone. The staff report was presented. Staff indicated that the zone change will be invalid if the c,u.p, is not approved. The zone change is specifically for this project. The public hearing was opened. Richard Smith, area representative for Emkay Development, 1500 Quail, Newport Beach was present to answer any questions. MOTION It was move-d- by- Commi ssioner Clark, seconde.dby-Cornmissioner-Papay to c-1ose the public hearing. The motion passed by voice vote with none di ssent i ng. The consensus of the Commission was favorable. Huntington Drive Hampton Inns, Inc. Consideration .of a conditional use permit to construct a 132 room, four story hotel (Hampton Inn) and modification for 140 parking spaces in lieu of 159 required (1.06 spaces per guest room in lieu .of 1.2 required) . The staff report was presented. Staff commented that there will be no restaurant or meeting room, A hospitality room will be available for the guests only, however, there will be no food or beverage services in the hotel. Staff thought that the parking is more that adequate to accommodate the facilities. The public hearing was opened. Richard Smith, area representative for Emkay Development., 1500 Quail, Newport Beach was present to answer any questions. He commented that they are in agreement with all the conditions in the staff report. Jim Fry, Hampton Inn, Wichita, Kansas, was present. He explained that the hospitality room is for guests only and can be converted into a meeting room in the day and a sleeping room at night. The room has a bed and a sleeping area, there is plenty of room for a meeting table. This room will be for guests only and not for outside use. MOTION It was moved by Commissioner Papay, seconded by Commissioner Amato to close the publ ic heari ng. The motion passed by voice vote with none di ssenting, Commissioner Clark commented that the project looks like a good development and is consistent with the new projects in the area. PUBLIC HEARING C.U.P. 88-001 321 E. Huntington Drive Residence Inn by Marriott, Inc. Consideration of a conditional use permit to construct a 120 suite hotel and modification request for 130 parking spaces in lieu of 144 spaces required (1.08 spaces in lieu of 1.2 spaces requi red per guest room) . The staff report was presented. Staff stated that there is a sports court proposed for the hotel, It was mentioned that staff would prefer an alternative to the wood fence and commented that the fence is not required in the commercial zone. The public hearing was opened. Richard Smith, area representative for Emkay Development, 1500 Quail, Newport Beach was present to answer any questions. He commented that they are in agreement with all of the conditions in the staff report. Don Marvi n, V. P. of Const ruct ion for Resi dence Inn was present. He remarked that they have not had any problems in the past with the upkeep and maintenance of the fence in any of their other fac.i1ities. He clarified that the reason they chose the wood fence was to be in harmony with all of their other hotels. He noted that they prefer wood fence but woul d accept another type of fence such as wrought iron or aluminum anodized fence. Staff noted that although maintenance of the fence was a consideration more importantly they didn't feel a wood fence was appropriate in the commercial zone. Chairman Szany asked the average length of stay for the guests, Commissioner Clark asked if they would be in agreement with the additional shrubs and ground cover and Commissioner Papay questioned the sports court. Mr. Marvin replied by saying that the average stay is 12.9 days, however, in some cases guests only stay for a few nights and in. other cases they stay for about 2-3 months. He said that parking has not been a problem for them in the past and the majority of guests stay 5 days. He stated that they would have no problems with the additional landscaping required by the City and explained that the sports court is for the use of the guests so they can play paddle ball, basketball, voll eyball and several other different uses. He noted that the sports court is l1ghted and i.s an exercise area for the guests. MOTION It was moved by Commissioner Clark, seconded by Commissioner Amato to close the public hearing. The motion passed by voice vote with none di ssent i ng. Commissioner Papay commented that it is consistent with the new development in the area and is an appropriate use. Commissioner Clark liked the .color scheme and said that it looks like good development. Consideration of a zone change to add an "H" (high rise) overlay to a portion of the Arcadi a -Gateway Centre -site for the purpose of constructing a four-story office building, and a three story office building which exceeds 40' in height. The staff report was presented and the public hearing was opened. George Grosso, Stanley W. Gribble & Associates, 18401 Von Karmen, Irvine, was present. Huntington Drive Souplantation, Brooke and Mack, Inc. Consideration of a conditional use permit to construct a 7,500 sq. ft. restaurant (Souplantation) and modification request for 71 parking spaces in lieu of 75 requi red. The staff report was presented. Staff indicated that the new colors are acceptable and would be consistent with the design guidelines and be compatible with the other buildings in the area. PUBLIC HEARING C.U.P, 87-23 758 W. Anoakia Lane Anoakia School Consideration of a conditional use permit for the expansion of school enrollment to 400 students (Anoakia School). It was noted that staff has requested more information from the applicant and subsequently has asked that the public hearing be continued to the Commission's January 26, 1988 meeting. Mike Miller said that testimony will be taken at tonight's meeting from anybody who .will be unable to attend the. second meeting in January. MOTION It was moved by Commissioner elark, seconded by Commissioner Amato to continue the public hearing to January 26, 1988. Staff commented that he was not sure of the specific location of the the solarium. Arcadia City Planning Commission 1/12/88 Page 7 . . The public hearing was opened. Bob Marvin, Carlson Design, P.O. Box 819, Anaheim, 92805, was present. He said that they are in agreement with all of the conditions in the staff report. MOTION It was moved by Commissioner Clark, seconded by Commissioner Amato to close the public hearing. The motion passed by voice vote with none dissenting. Chainman Szany commented that he drove past the existing establishment and noted that there waS adequate parking on site and didn't think that parking would pose a problem. Ba.ldwin, Units F & G Pritiki n Programs, Inc. Consideration of a conditional use penmit for a diet center with group counseling, The staff report was presented. Staff explained that the center complies with the parking regulations. The existing eating establishment has a restriction' on the number of seats. The public hearing was opened. Kevin Weiser, President, Pritikin Programs., Inc., 1910 Oceanfront Walk, Santa Monica, was present. He commented that they are in agreement with the conditions in the staff report. He stated that the majority of the use would be in the evening and didn't foresee. any problems with the parking. Arcadia City Planning Commission 1112/88 Page 8 . . Commissioner Clark felt that it would bea good use of the site. Commissioner Papay thought that since the primary hours of operation would be in the evening, there would be no problems with parking and the other establishments in the center. Staff remarked that the applicant has requested that the approval of the c.u.p, be for 40 students and commented that the business preceeding the proposed use at the subject location was a. dry cleaners. The public hearing was opened. Thomas Anthony Rami rez, 9915 Alesia, El 110nte, was present. He said that heis in agreel1lE!nt with all of the conditions in the staff report. He said that most of the classes would be in the late afternoon and early evening hours. He didn't anticipate any problems with parking and said that most students would probably be dropped off, since most of them will not be of driving age. Second Ave. Joyce O'Rourke Consideration of a tentative parcel map to create a four lot single-family subdivision on a one-sided cul-de-sac, The staff report was presented. Staff indicated that the difference between this proposal and the previous one is that the cul-de-sac has been reversed. All the other characteristics are the same, Two letters have been submitted from the residents to the rear requesting that the tree in back be removed. The public hearing was opened. Rick Scianni, CSL Engineering, Corona, was there to represent the applicant, He stated that by reversing the cul-de-sac the peninsula which would have been created by the previous plan has been eliminated. He commented that the existing 5 rentals would be removed and 4 new attractive homes would be built. He said that this would be the best development of the lot. He explained the drainage to the COO1mission, Joyce O'Rourke, 1224 S.SecOr\d, the applna'ht spoke for the development. She said that the existing 5 rentals are not kept up and are an eye soar. The new hOO1es would enhance t~e area and increase property values, Raymond Casey, 1221 S. Third, was for the project and said it would be an asset to the City. He asked that the COO1mission requi re the removal cif the tree in the back. Lee Haberlein, 213 Ilene, was present. He cOO1mented that he was in opposition to the previous plan but was in favor o.f the project as proposed. Arcadia City Planning Commission 1/12/88 Page 10 . . Margaret Lundstrom, 215 Ilene, spoke for the project. She said that even though she was in favor of the development as proposed, she was unhappy with the proposal of two-story homes. She feared that they would lose their privacy. Lillian Tipton, 1225 S. Second was in favor of the development. Richard Carlson, 153 Ilene, was in favor of the revised plan. Dorothy Pink, 1212 S. Second, was concerned about the existing trees on the lot and aSked that they remain. Vickie Wong, 1218 S. Second, spoke against the project. She said that their property is immediately to the north of the proposed project. She said that the project would increase noise and traffic, She was concerned with the cul-de-sac which would abut their property. In rebuttal, Ms. O'Rourke said that she didn't think that the traffic would increase and said that it would decrease due to the loss of one existing house. The motion passed by voice vote with none di ssenting, In answer to questions fran the Commission, staff said that the street lights would be subject to the approval of the Director of Public Works. Staff noted that the cul-de-sac does provide a full width street and large, oversized lots ranging from 8,680 sq. ft. to 11,955 sq. ft. Commissioner Clark was not in favor of the project the fact that there are 1 imitat ions with the lot. cul-de-sac and said that even though under certain de-sacs have been permitted, he didn't want to set and said that he recognizes He didn't like the one-sided circumstances one-sided cul- a precedent. Commissioner Papay agreed and s.aid that he als.o didn't want to set a precedent. He commented that in some cases there may be mitigating reasons to approve it because of what may be on the other side of the one-sided cul-de-sac. However, in this case there ;-s ail exiSt,i-ng re-sidential' p-roperty which would be abutting the proposed one-sided cul-de-sac that would be substantially affected by the development to the south. Commissioner Amato said that he also didn't like one-sided cul-de-sac and thought that if this project is approved, it might set a precedent. Chairman Szany felt that the project would not increase density, trafftc or the congestion in the area. He said that the new lots would be big and that it would be a great improvement to the area. He thought that the proposal would be a great improvement to the existing condition of the lot. He said that the only problem he had was being 6' away from the one house. The staff report was presented and the public hearing was opened. Engles Shen, 600 W. Main, Alahmbra, the architect of the project was present. He said that they have read the conditions in the staff report and are in agreement with them. Fonda Mitchell, 940 Fai rview, #4, was present. She ,was concerned about the parking and asked if the parking would be adequate. She commented that most of condomi niums in the City seem to be rented out instead of the owners 1 i vi ng on the premises and it seems that many people live in one unit. Mr. Woolard read the title of the resolution.
