Tuesday, October 24, 1989
The Planning Commission of the City of Arcadia met in regular session on Tuesday, October 24, 198\
at 7:30 p.rn. in the Council Chambers of the Arcadia City Hall. 240 West Huntington Drive, with
Chairman Larry Papay presiding.

It was moved by Commissioner Clark, seconded by Commissioner Hedlund to approve the
Minutes of October 10, 1989 as published. The motion passed by voice vote with none
dissenting.

resolutions by title only and waive reading the full body of the resolution. The motion passed
by voice vote with none dissenting.

Consideration of a modification for the deletion
of a 5'-0. wide planting buffer between the
property line and between the guest parking
space and the property line for two detachecl
units on an R-2 lot.
The staff report was presented and the public hearing was opened.
Michael Chiu. 1812 Olive, Pasadena, the project meets all code requirements with the exception of the
requested modification whictl is due to the 45'-0. width of the property. The property would require
the same modification even if only one unit would be built.
There were no additional persons desiring to speak In favor of or in opposition to the proposed use.

It was moved by Commissioner Szany, seconded by Commissioner Amato to close the public
hearing. The motion passed by voice, vote with none dissenting.
Chairman Papay said that he has reviewed all the Information which was submitted to him.
Commissioner Hedlund said that there are many R-2 and R-3 lots In the qlty that may not be
Individually suitable for which they are zoned and without consolidating them with other properties
or creating larger parCels a deveiopmem may not fit well. He suggested having minimum lot sizes for
R-2 and R,3 property.

It was moved by Commissioner Clark. seconded by Commissioner Szany to approve MP 89-013
subject to the conditions in the staff report.

The staff report was presented and the public hearing was opened.
Consideration of a tentative percel map for a
3-unit residential condominium project.
Ed Eckert. 3820 E. Colorado Blvd.. Pasadena. said that they are In agreement with all of the conditions
in the staff report. He noted that there would be Joint maintenance of the driveway between the
apartment building and the new condominium.

PUBUC HEARING CUP 89-017

Consideration of a c::ondltlonal Lise permit for the
expansion of an existing automobile service
station.
The staff report was presented.
In response to a question from the Commission, staff said there will be an 8'-0. wide landscape area
on the west side of the property and Public Works condition will have to be complied with .
WIlliam Woolard, Planning Director. stated that the A.M.C. specifies the type of work that is permitted
on the site.
The pooRe hearing was opened.
Armando Morales, 2322 W. Third, LDs Angeles. said that they are In agreement with all of the
conditions.
Roy Gasper, 4 W. Foothill, said that no heavy engine work or body work Is done on the site. As far as
Inoperative vehicles he stated that they might be stored for 8 c::ouple of days until parts are received
from the dealer. The hours of operation will be from 7:00 a.m. - 5:00 p.m. and gas is 8.Vailableuntil
10:00. p.m. In response,to-a question, 'Mr.-Gaspter said that some-people- have-requestedto park there
while they carpool but they have been denied because the service station needs the parking.
Mr. Woolard said that at the present the cars are being par1led on an area which is not in good repair
but is paved.
There were no additional persons desiring to speak in favor of or In opposition to the proposed use.

Commissioner Clark stated that this would be an Improvement, over the existing situation.

Commissioner Amato said that this would be a substanilal improvement.
Chairman Papay noted that since this a CUP if the hours otoperatlon become a problem, the
Commission can review It. He said that he would like to see sufficient landscaping on the west side of
the property.

Consideration of an &ppealto the Planning
Departmenfs Architectural Design Review
denial of a proposed wall sign.
The staff report was presanted and the public hearing was opened.
Orlando Cossari, 2101 S. Third Ave., said that the sign is' attractive and Is paid for and saIcI that he
cannot afford another sign which will cost approximately $10,000. The sign is energy efficient. Is
color coordinated with the building and will add to the comer. He said,that when they Inquired about
slgnage itwas notstated in Code that they could not have "can" signs. He asked the Commission to
reconsider and to approve the appeal.
There were no additfonal persons desiring to speak In favor of or In opposition to the appeal.

hearing. The motion passed by voice vote with none dissenting.
Commissioner Clark said that although he Is sympathetic he would not want to set a precedent. He
agreed with Planning Departmenfs recommendation and was not in favor of the appeal and
Commissioner Szany agreed.
In response to Commissioner Hedlund's question, staff said that It is not specified within the
Architectural Design Review regulations that no "can" signs will be allowed. However, it has been
recommended for new shopping centers to have channel'ellerS Instead of can signs. The can signs in
the area were already existing. All the signs on the subject building have channellellers and a can
sign would not be in harmony with other signs.

of ADR 89-091 to uphold Planning Departmenfs denial of the proposed sign.

RESOWTION 1423
A resolution sustaining an appeal and
overturning the Modflflcation Committee's
conditional approval of MC 89-074 for 6'-0"
high masonry pillars and 5'-6" high wrought
iron fencing in lieu of the 4'-0" height limit, at
1150 Fallen Leaf Road.
RESOLUTION 1424
A resolution granting CUP 89-016 to operate
a restaurant at 713 W. Duarte Rd., Suite H.
Mr. Woolard read the title of the resolution.

Resolution 1423 and to formally affirm the decision of Ocotober 10, 1989, reflecting the
findings of the CommisSion and the votes thereon.

Commissioner Clark was concerned about the activities taking place above Foothill Jr. High and Mr.
Woolard explained that they were doing the grading for the extensin of the Whispering Pines Tract.
MATTERS FROM STAFF
Response to a letter from Mr. Robert Petri
regarding the new single-family dwelling at
1110 S. Second Avenue.
In response to a question from Commissioner Hedlund, staff said that a grading plan is required for all
new development and staff reviews the actual pad elevation and how the new grading/drainage impacts
a neighbor. Before concrete is placed on the site, a Rough Grading CertifICate is required and a Final
Grading Certificate prior to final Inspection. Staff is concerned with elevation and building height.
The height is taken from the average of the lowest and the highest of the existing grade that is cOvered
with a building.
