The Planning Commission of the City of Arcadia met in regular session on Tuesday, May 23, 1989
at 7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with
Chairman Larry Papay presiding.

George Wiegand, 9288 E. Las Tunas, Temple City, the applicant sll.id that the new homes would
improve the neighborhood. II the proposed lot was next to lots 3 & 4 then the setback woLild
comply and no modilication would be required.
John Gaffey, 1647 Perkins Dr., said that his lot is the adjacent lot with the large front setback and
commented that lie was in favor of the setback modilicatlon. .
Martin. Velan, 26 W. Sierra Madre Blvd., said that the new homes will add and enhance the
neighborhood.
There were no additlonal persons desiring to speak in favor or in opposition 01 the proposal.

public hearing. The motion passed by voice vote with none dissenting.
Commissioner Amato remarked that a 16' difference issubstantlal.
Commissioner Szany wondered.why the applicant was asking for the setback modification and asked
il there is a pool in the back yard which prohibits the developer Irom placing the house further
back on at least one of the lots.

Mr. Wiegand explained that there is a pool on one of the lots which is located very close to the
prcposed house and he didn't want to remove the pool. He commented that he also bLiilt the 2 homes
scrossthe street and remarked that the reason those homes were setback far was because he chose
to do so. He also explained that if he moved the homes back he would be blocking Mr. GaffeY's view
of the mountains and noted that he would like to save as many trees as possible.

Mr. Gaffey, commented that he was in favor of the setback modification and noted that he would. like
to preserve his view of the mountains. which he would not be able to see if the homes were to be
moved back. With the exception 01 his lot, a 34'setback would be in line with most 01 the setbacks
in.the area.

public hearing. The motion passed by voice vote with none dissenting.
Chairman Papay said that most of the homes are in a straight line and a slight variation would not
matter.
Mr. Woolard commented that the reason for the averaging of the two adjacent lots are to provide.for
a good transition and to eliminate the saw-tooth effect. The R-1 7,SOO zone usually has a 2S'
Iront yard setback requirements.
Commissioner Szany said that he was not in favor of removing the pool.
Commissioner Hedlund was in favor of the modification.

Consideration of a conditional use pennit for
continuation of outdoor repair and maintenance
of driving school activities.
The staff report was presented.
It was noted that the applicant had not paved because of plans for phase II of the Industrial building
and he had commented that he would pave when construction begins. The existing CUP didn't have a
restriction on the time or the hours of operation of the school.

The public hearing was opened.
Richard Dootson, 1 j 625 Clark Street, read 10 letters from different groups declaring him to be a
good employer.
Dean Evans, 1550 Clark, said that he has had many problems with Mr. Dootson's property. He said
that there is a rock pile behind his property and whenever the wind picks up he gets little rock
particles in his shop which is very dangerous to his equipment. Mr. Edwards has a property
behind Mr. Dootson and uses Mr. COotson's parking lot to get to his property and each time he does
so he tracks dust in the summer and mud and dirt in the winter on to the street. He suggested
placing a fenes so Mr. Edwards would not be able lo'drive through. The trucks drive wiry slow and
stop withOut a warning. On occasions when the trucks are stopped cars have to go around them
which can be very dangerous sines another vehicle might be coming from the other direction and it
is almost impossible to see the oncoming traffic. He asked that there be a time limit set on the CUP
so that it Is not in effect indefinitely.
Anna Maria Evans, 1550 Clark, s~id that on a couple of occasions she has had close calls with the
trucks stopping suddenly without warning. The cars pass the trucks because the trucks go very
slow. The parking situaticn is very bad on Clark and sometimes there is no parking for the
customers, visitors or themselves.
In rebuttal, Mr. Dootson said that he has informed Mr; Edwards to discontinue the use of his
parking lot to get to Clark. He said that they can put a fence to resolve that problem, He noted that
they aVerage 60 students at anyone time and the school operates 7 days a week. He said that most
of the students don't drive and get to the school via public transportation. He remarked that they
have no control over dirt on the street and noted that the paving would comply with Public Works
Department requirements. School starts at 7:00 a.m.-10:00 p.m. and usually after 5:00 p,m.
there Is no traffic. They will be adding 58 parking spaess which would take care of the parking
problem.

Commissioner Hedlund was conesmed with Mr. Edwards utilization of the parking lot.

Commissioner Amato said that only Mr. Dootson's school should be using his property.
Chairman Papay said that It is to Mr. Dootson's best interest not to have Mr. Edwards use the
property.
Staff recoinmendedlimiting the number of students to a maximum of 76 students at anyone time
and if the trucks are nolbeing used they should be parked on,.the property so they don't take up
parking spaces on the street. If the trucks are on the street without a student then they are in
violation ofthe C.U.P.
Commissioner Clsrk was conesrned with the dust and dirt problem but felt that the additional 58
parking spaess would diminish the parking problem.

Commissioner Amato said that the number of students should be limited to the number of available
parking spaces.
Chairman Papay said that even If the Commission restricts the number of students it doesn't
preclude him from asking for more but it allows the Planning Department to review any change.
He suggested placing a time limit on the C.U.P. and staff can review It and if there are any problems
the C.U.P. can be revoked.

at anyone time the maximum number of students for the school shall be seventy-six (76)

(including a new street).
The staff report was presented.
Mr. Woolard commented that Condition 2 oHhe Public Works Report was changed to read:
Submit grading and drainage plan prepared by a registered civil engineer subject to the
approval of the Director of Public works. Provide calculation for gravity drainage system.
Compuiationsshould show hydrology, hydraulics and elevations.
The following condition should be added:
That the maximum finished grade of each new lot (not including pad area) shall not exceed
1.5' above the finished grade of any existing adjoining lots.
The public hearing was opened.
Chris Bade, 909 S. Santa Anits, the developer commented that'allthe lots will comply.
Anne Steinmeier, 2117 EI Sereno Drive"was concerned about the density and traffic and asked
whether the homes would be two-story.
In rebuttal, Mr. Bade said that all the lots will comply are very Isrge and there will not be a
density problem.

an art school with a maximum of ten students
at any one. time. Monday through Friday 2:00
pm to 6:00 pm.
The staff report was presented and the public hearing was opened.
Kyungml Ha, 4239 Via Arbolada, Los Angeles, said that she is in agreement wiih all of'the
conditions in the staff report. The classes will be at least 1 1/2 hour but no more than 2 hours
and there is a maximum of 10 students for each class

Chairman Papay noted that there was one letter submitted in opposition.
Commissioner Clark said that the conditions in the staff report control all concerns.
Chairman Papay said that he preferred this type of a use where it required a C.U.P. VS. a use that
didn't require one.
Commissioner Hedlund was concerned about the parking during .the beginning and the end of the
sessions.and thought that II might be very congested at those times.
Mr. Woolard remarked that they can review the casein one year and impose any additional
conditions if necessary at the end of that time.

CUP 89-010 subject to the conditions in the staff report with the additional condition that
the Planning Commission shsll retain jurisdiction in so far as that if there are parking
and/or circulation problems resulting from this use which are found by the Planning
Department, at any time during the first twelve months, .a public hearing shall be
scheduled for the purpose of determining the extent of the parking and/or circulation

Consideration of a tentative parcel map to
create a one-sided cul-de-sac with 4 new
lots.
The staff reporlwas presented and the public hearing was opened.
Edmond Cheng, 1108 S. Garfield, Alhambra, said thatlhey are in agreement with all of the
conditions in the staff report. He commented that they tried to purchase the property to the east
but their attempts were unsuccessful.
Dorcas AiJnger, 646 W. Camino Real. was concerned about the grading and drainage of the new
homss. She asked whether a waJrwould be required and explained that she has geese and when Mr.
Rittenhouse was developing his property she had a very hard time trying to keep the geese in the
fenced area when they were building the existing wall. She was concerned with the feeling 01 being
walled after this development is completed.
Staff commented that the new street will flow to Camino Real (lot 1 & 2 will drsin to the new
street, lot 3 will grade to the southeast and lot 4 will grade to the south).
David Fung, 731 S. Garfield, Alhambra, commented that they were advised against a double-sided
cul-de-sac since all the lots would be substandard. He noted that if Ms. Aungerchose to she can
sell the rear of her lot to the new owners of lot 3 and use that money to build a very nice home for
the property on the front.
There were no additional persons desiring to speak In favor or in opposition of the proposal.

IIwas moved by Commissioner Szany, seconded by Commissioner Amato. to close the
public hearing. The motion passed by voice vote with none dissenting.
Commissioner Hedlund was concerned about the drainage and the slope of the lots. He commented
that Camino Real isa very heavily traveled street with traffic coming cff of Baldwin and has many
little cul-de-sacs.
Commissioner Amato felt that this was no different than what was proposed on Longden Avenue.
Chairman Papay said that the separation between Christine Lane and Melanie is over 200' and
remarked that the development would create an island.
Commissioner Clark was concerned about ttie' densItY 'but fah that itiis was \tie best development --- ,
for the lot.
Mr. Woolard that there is presently 3 units on the lot and the with the increase of one more unit
there would not be significant change.
Commissioner Szany noted that the area is in transition. He iiked the development to the west with
the detached units and felt that 4-units would not create much traffic over the existing condition.
Chairman Papay remarked that the back portion of the 101 to the east could be sold to lot 3 of the
development which would create a better situation for the property at 646 Camino Real.

Commissioner Hedlund brought up the problem of the abandoned homes.
Mr. Woolard commented that usually the problem takes care of i1selfafterthe new owner has
purchased the property and when plans are submitted to the City, usually the owner is very
cooperative and will take care of problems.
