ARCADIA CITY PlANNING COMMISSION
REGULAR MEETING
Tuesday, May 23, 1989
The Planning Commission of the City of Arcadia met In regular session on Tuesday, May 23,
1989 at 7:30 p.m. in the Council Chambers of the Arcadia City Hall, 240 West Huntington
Drive, with Chairman Larry Papay presiding.

It was moved by Commissioner Szany, seconded by Commissioner Clark to excuse
Commissioner Amato from tonighfs meeting. The motion passed by voice vote with
none dissenting.
Chairman papay noted that on page 8 of the Minutes, Mr; Hermosillo's name was misspelled.
MOTION
It was moved by Commissioner Clark, seconded by Commissioner Szany to approve
the Minutes of May 9, 1989 as amended. The motion passed by voice vote with none
dissenting.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Hedlund to read all
resolutions by tide only and waive reading the full body of the resolution. The motion
passed by voice vote with none dissenting.
Commissioner Amato arrived at 7:35 p.m.

The staff report was presented
Staff noted that units 2 and 3 are attached at the roof.
Consideration of modifICations for a
proposed 5-unit residential condominium
project.
The public hearing was opened.
Mlng-Nang Chen, 404 E. Las Tunas Drive. #205, San Gabriel, the architect of the said that they
are in agreement with all of the conditions in the staff report.
Staff remarked that they would have to preserve as many trees possible and that a tree
preservation plan is required, which Is subject to the review and approval of the Planning
Department. In response to a question from the Commlssion,slaff said that the joining of the
roof eliminated the need for an additional modification.
There were no additional persons desiring to speak in favor or In opposition of the proposal.

It was moved by Commissioner Clark, seconded by Commissioner Amato to close the
public hearing. The motion pessed by voice vote with none dissenting.
Commissioner Hedlund was concerned with the lack of landscaping along the side. the large units
and the number of guest parking. He thought that the guest parking would be absorbed by the
tenants and remarked that the units are very nice but large and the requested modifications are
significant. He felt that the building is too large for the lot.
Commissioner Szany said that although he liked the detached look he was concemed with the size
of the units and no landscaping along the property line. He commented that the guest parking
will be utilized by the tenants. He suggested reducing the size of the units.
Commissioner Amato agreed and felt that the guest parking should not be separated.
Commissioner Clark remarked that he preferred the detached units but the requested
modifications are significant He was also concerned with the separate guest parking spaces.

Chairman Papay noted that there are 5 units with 4.bedrooms each; totalling 20 bedrooms, and
the total available parking space for the tenants are 13 spaces and he thought that If the
occupants have more than 2 cars there would be an overflow of tenant parking Into the guest
parking spaces especially since the guest parking is separated and located between the garages.
Discussion ensued on whether the public hearing should be continued Instead of denied to allow
the applicant to respond to the Commission's concems and Mr. Woolard noted that the changes
suggested by the Commission are not minor and it probably would be best for them to start from
the beginning.
Mr. Miller concurred with Mr. Woolard based on the scope of changes.
The consensus of the Commission was that the approval would not secure an appropriate
improvement, because the development was too intense for the site and that the plans for the

It was moved by Commissioner Hedlund. seconded by Commissioner Amato to deny MP
89'004 based on Findings 0.1 and 0.6.

10th grade) within the existing facilities.
No new construction is being proposed under
this request.
The staff report was presented.
Staff remarked that the occupanCy Is determined by the Fira Department fOf safety purposes and
they would have to comply with them. The permit for an operating license Is obtained from the
State. In 1976 a CUP was obtained for 15 children and since then the owners were changed and
the CUP lapsed. Staffhad.no objections 111 picking up and dropping off the children on Forest
which Is a cul-de-sac.
The public hearing was opened.
Clayton Robinson, 805 N. First Ave., the pastor said ,that they are In agreement with BlI of the
conditions In the staff report. He submitted several pictures of the existing buildings and
condition of the site. He noted that the parking lot is 31,000 sq. ft. and he remarked that they
will utilize half.of that for. the children's playground ,and explained, that reducing the size 01 the_
play area Will give the teachers more control in supervising them. .He anticipated utilizing
temporary barriers in the an eastlWest direction across the parking lot and said that those
barriers would be removed on Sundays to allow for the church parking and on special occasions
to allow for such actlvitles such as jogging and track. The property backs up to the freeway and
the noise from the children would be substantially less than the freeway and irwould not disturb
the adjoining property owners. He commented that there aril14 parking spaces at the north end
which would adequately accommodate the parking for church and school staff. There are only 3
properties to the east which are owned by private citizens and he thought that this would bean
ideal location for a school. He explained the hours that the children would be in school and the
recess hours and noted that the parents would drop off the children between 7:00 and 8:15 a.m.,
and they would be picked up from 4:30 until closing at 6:30pm and during those times they
would be kept inside to reduce any possible noise. He said that at present the building is used 2
evenings a week for religious classes.

In response to a question from the Commission, Mr. Robinson said thanhey were not going 10
use gates.
Hazel Silcott, 711 N. First. said that she was also speaking on behalf of her neighbor Mr.
Anderson who is 85 years old and can not attend and said that they are both against the proposed
use and said that First Avenue is a very busy street and slated that the American Legion usually
has events 3-4 evenings a week and parking Is a problem and If the church holds classes a
couple of nights during the week that would increase the noise. She said that on many occasions
she has found baseballs, footbails and rocks In her yard from the play ground and was concemed
with any possible noise. She was not against preschool children but felt that the older children
would be harder to control.
Marion Tomich, 45 E. Forest. said that Arcadia has the one of the best school distrlcls and could
not see any reason for another private school. He was concemed about parking, noise and any
possible signs that would be posted on Forest at a later date to prevent residents from parking
b6C8use of the school using Forest to drop-off and pick-up the children.
In rebuttal, Mr. Robinson said that he didn't anticipate any problems with the children and said
that the previous problems that Mrs. Silcott encountered were probably from the neighbortlood
children and reiterated that during the recess hours there will be teachers supervising the
children.
There were no additional persons desiring to speak In favor or In opposition of the proposal;

It was moved by Commissioner Szany, seconded by Commissioner Amato to close the
public hearing. The motion' passed by volca vote with none dissenting.

Commissioner Szany thought that even though this Is a residential zone this would be an Ideal
location for a school since it is next to the freeway and it.only backs tip to a few residences. He
suggested an 8' high wall to help from anything being thrown Into the neighbors' yards and that
the children be dropped-off and picked-up from, the parking lot.
Staff commented that it Is unclear who owns the wall and it seems that with the exception of one
wall the rest were constructed by the church and noted that In some places the grade Is different.
Chairman Papay was concemed with the temporary barriers and felt that if they were to change
them to a north-south direction then that would reduce the noise level and the children would be
kept awayJromthe homes..
Commissioner Hedlund commented that this is similar to another-case that came before the
Commission and said that In that Instance the church was required to keep the children away
from the homes abutting the church. He thought that the play ground should be kept at least
100' away from the homes on First and stated that bringing it any closer would be infringing on
the neighbors' privacy. He thought that the area behind the residents should be used for
parking.
CommiSSioner Clark sald that If the play area was near the residents It would adversly Impact
them and fell that the play ground should be 50' from the properties facing First. He felt that
there should be a permanent gate and was against temporary barriers.
Mr. Woolard suggested that the parking lot be used as an area to pick-up and droP-off the
children.

Chalnnan Papay said that the gate across the driveway would control bothvehlcular and
pedestrian traffic.
The consensus of the Commission was that:
A An 8 foot high barrier be provided and maintained behind the residences along First
Avenue.
B. Any play areas be 50 feet away from the residences along First Avenue, with the
exception of the church owned property.
C. An 8 foot high gate, which can be locked. be prnvided and utilized between the freeway
fencing and the southwest comer of the masonry wall behind the residence at 701 N.
First Avenue.
D. All drop-offs and pick-ups of children be conducted on-site at the northerly portion of
the parking lots, and none are to occur along the public righ~f-way.

recommend approval of CUP 89-006 subject to the conditions in the staff report and the
addition of the above conditions.

Diego Sanchez, 1816 S..San Gabriel Blvd., San Gabriel. spoke about the request to remove the
trees at 2329 S. Santa Anlla. He justmed the reason for the request and commented that the
lreesdo notgocarchlteclurally'well with-the deslgn'of the new homes. they are unhealthy trees
and have rats and It would be very costly to prune the trees and clear them of rats.

Commissioner Szaoy said that he didn't mind the removal of the palm trees but they should be
replaced wlth a 36" box tree and not 15 gallon tree. They should try to have as IltIIe impact on

In replacing them with 36" box trees and Commissioner Amato agreed.
Commissioner Hedlund felt that they should detennlne the reason for the removal of the trees Is
that they are unhealthy trees.

trees.

Resolutions 1408 and 1409 to formally affirm the decision of May 9, 1989, reflecting
the findings of the Commission and the votes thereon.
