ARCADIA CITY PlANNING COMMISSION
REGULAR MEETING
Tuesday, April 25, 1989
The Planning Commission of the City of Arcadia met in regular session on Tuesday, April 25,
1989 at 7:30 p.m. In the Council Chambers of the Arcadia City Hall, 240 West Huntington
Drive, with Chairman Larry Papay presiding.

It was moved by Commissioner Szany, seconded by Commissioner Amato to excuse
Commissioner Clark from tonight's meeting. The motion passed by voice vote with
none dissenting.
Commissioner Hedlund noted that page 6. third to the last paragraph of the Minutes, should be
corrected to read ....meeting the Code is not an issue..... Also the last paragraph should be
changed so it doesn't Imply'that the City Attorney is recommending denial but just advising the
Commission of the process.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to approve
the Minutes of Aprlll1, 1989 as amended. The motion passed by voice vote with none
dissenting. .
MOTION

resolutions by title only and waive reading the full body of the resolution. The motion
passed by voice vote with none dissenting.

The City Attorney announced that the City Charter requires that for any action to be adopted or
approved a majority of the entire membership must vote in favor of the particular motion. If
the required three votes are not obtained the motion wolild fail. If the required three votes are
not obtained (1) an applicant may request continuance and itis up to the Commission to decide
whether or not they want to grant It; (2) the matter could be heard and ihen deferred for final
decision pending participation of the absent members as long as they review the records of this
proceedings which would be made available to them or (3) the matter could simply go forward
to the City Council.

Consideration of a conditional use permit
and related parking modifications for a
proposed eating establishment with tables
and seating for 6 persons.
The staff report was presented.
In response to Commissioner Hedlund's quesiion, staff said that when the parking survey was
conducted it was noted that the property owner was selling cars on the lot which Is againstthe
approved CUP and he was notified of that problem.
The public hearing was opened.
Robert and Christina Jenkins, 529 E.. Live Oak, #B, the applicants stated that they are in
agreement with all of the condliions In the staff report.
Nerses Aroyan. 529 E. Uve Oak, the property owner remarked that he was unaware that he
couldn't sell cars and when he was informed of thathe immediately discontinued the sale.
Presently there are 3 other business on the lot; gas station, mechanic shop and"the dry cleaners
and the market which will be coming soon, He didn't think that the proposed business with 3
tables and 6 chairs would cause a problem and said that.the customers for the proposed Ice
cream shop would not siay long at the shop.
MOTION
ltwas moved by Commissioner Szany, seconded by Commissioner Amato to close the
public hearing. The motion passed by voice vote with none dissenting.
Commissioner Szany said that he didn't have any 'problems with- this application and the parking'
modification will not hurt anybody. He commented that,any time this type of center is built the
parking never exceeds code and nobody anticipates an eating establishment. He remarked that
the surveys were conducted during the week and Saturday afternoons are usually hectic for a
center.
Commissioner Amato was concerned about the parking on the lot and said that 8 deficient parking
spaces would be detrimental and would have a significant impact. He didn't think that the
Commission should approve this type of modification and felt that they should be more
restrictive.
Commissioner Hedlund agreed with Commissioner Amato in regard to reducing the !lumber of
parking spaces In a commercial establishment. He noted that this situation has existed and
hasn't hurt anybody but the bushlesses there.

Chairman Papay said that this project displays how to maximize retail space which puts a limit
on the number of eating establishments that can go In the center. He said that he shares the
concerns in regard to the minimal parking spaces on the lot. He felt that 6 chairs should be the
maximum allowed and didn't think that it would cause a problem.

lot
The staff report was presented and the public hearing was opened.
Ron Severa, 1816 San Gabriel Blvd., San Gabriel, said that the landscaping would meet all
regulations and remarked that they are in agreement with all of the conditions in the staff
report.
No one else desired to speak;!n favor or in opposition to the lot split.
MOTION
It was moved by Commissioner Szany, seconded by Commissioner Amato to close the
public hearing. The motion passed by voice vote with none dissenting.
Commissioner Szany said that the lot split will create large lots that exceed Code requirement.
Lot 1 can accommodateJhe establis!1ed setback on $l!n!a Anita.
Commissioner Hedlund was In favor of the lot split.

2329 S. Santa Anita
Rosemead Construction Co.
Consideration of a modification for a 30'-6'
to 32'-6' street side setback along Santa
Anita Avenue in lieu of 50'-0' required for
a. two-story dwelling.
The staff report was presented and the public hearing was opened.
Ron Severa, 1816 San Gabriel Blvd., San Gabriel, said that if they were to comply with the 50'
setback off of Santa Anita, they would only have a 45' deep buildlg envelope. The requested
modification will help achieve the same amount of buildable space as an interior lot. The
proposed two-storY house will have a low profile with the minimum square footage on the
second-floor so there is a lot of first floor roof showing from Santa.,Anita.,..By,complying with
the'50'setback-off of Santa Anita and the 25'setbackfrom'the :rear property IIne:the rear yard
would be approximately 1250 sq. ft., whereas, their proposal to build an L-shape house Would
provide a 2200 sq..ft. usable space in the rear yard. He compared the proposed house to the one
proposed at 1305 Santa Anita and said that the houses are not similar and noted that-that house
is a two-story home that goes straight up on Santa Anita. The house would be an improvement
over the existing situation and .he didn't think .that they could build as attractive and low profile
house with a large back yard without the modification. He said that they have read and are in
agreement. with all of the conditions in the staff report.

C_ommissioller Sz_any.sl!ic! \l!at the project looks similar. He remarked that Santa Anita has a lot
of traffic and most of the older homes an -the street are sefback fromtha street; 'He commented
that he liked the landscaping and noted that he was not thrilled about the elevation of the home
that would face Palm. He was against having all concrete (the garage and thedrlveway)on Santa
Anita.
Commissioner Hedlund said that even though some homes on Santa Anita encroach into the
setback area he thought that the setback should be maintained.
Commissioner Amato thought that they should try and comply with the 50' setback off of Santa
Anita.
Chairman Papay said that a reverse comer lot breaks up the overall theme of the.Il!T!let. He
thought that a 40% encroachmenUnto the setback was too excessive and that it wouid be an
intrusion.

Consideration of modifications for a 7-unit
residential condominium project.
The staff report was presented.
In response to questions from the Commission, staff sald.that.the.seibackfor theR.2.zone is 5'
from the property line.
The public hearing was opened.
Jackson Walter, 590 E. Sierra Madre, Glendora, the architect of the project said that they have
read and are in agreement with all of the conditions In the staff report. He remarked that they
will design the project such that the windows will not face the bedrooms of the adjacent lots.
John Stacey, 10324 Daines Drive, Temple City, spoke against the modification. He noted that if
this was approved then both the properties to either side Of the proposed project would be left
and they couldn't be developed and that would reduce the value of those properties. The
properties io the west of the project have already been developed and that would leave the one lot
immediately to the west of the project undevelopable and the corner lot to the east of the project
is not large enough for development. He thought that the developers should try and consolidate
and remarked that they had tried to purchase the property but the deal didn't go through. He was
against atwa-story building looking down on the properties to either side.

In rebuttal, Mr. Walters said that they attempted to purchase the adjoining properties but they
were unable to acquire them. He didn't thl.nk that theapplicantshould be penalized because the
two parties couldn't reach an agreement. He said thatthe project stands on its own and in
response to a question from the Commission, he noted thatthe building would have tile roof.

the publiC hearing. The motion passed by voice vote with none dissenting.
Commissioner Hedlund said that this is a reasonable development for the lot. He thought that It
was a shame that they could not consolidate the lots and remarked that the main problem is the
distance between, buildings.

Commissioner Szany agreed and remarked that he liked the detached concept. He thought that 6'
is a little tight between buildings. He noted that R-2 is not a dense zone and thought that the
modification is minor,
Commissioner Amato also liked the project and r.emarked that having the units detached is a
much better alternative than the attached units.
Chairman Papay remarked thatthe developer has tried to put together what he can and said that
the density would be much more with 4 lots.

Commissioner Hedlund felt that there should be some way of dealing with abandoned homes in the
City like the one at 57 W. Palm and talked about the trash problem.
Mr. Woolard said that usually the property is in the process of changing ownerships. After the
sale of the homes plans are submitted by the developers who are usually very cooperative with
the City. In regard to weed abatement, he said that this program only applies to properties with
no structures on them.
