The staff report on the revissd plans was presented.
Commissioner Hedlund asked what decorative block was and where the wall of the south side would be
located? Staff explained decorative block was a split face block; col.ored concrete block is not
acceptabla. The wall would be located within tha one foot trust.lot

Commissioner Hedlund also asked if the drainage from the property on the north had been addressed?
Staff indicated that the drainage plan must be submitted to the Public. Works Department for its review
and approval.
The City Attorney stated that at the last public hearing two of the commissioners who are present this
evening, Commissioner Amato and Commissioner Hedlund were absent; however. in the interim they
have reviewed the record of the past hearing. the minutes and documents presented and they are both
fully prepared to participate in this hea~ng this evening. However; If the applicant or developer has
any objection to their participation, that should be raised when they address the Commission this
evening. However the Commissioners-are familiar with the record and are ready to participate and
vote on this malter.
Commissioner Hedlund asked if the one foof'trust 101 would be deeded to the City, Staff indicated that in
the past that has been the procedure.
Commissioner Hedlund asked If i.t was envisioned that any lots would front on the south side of this
street. Staff answered that It could be done, however, the de.nsity of, development along Lemon Avenue
almos,t precludes that from being done. Many of the lots on Lemon are substandard in width and there is
an existing private road.
Kenneth Huang. engineer for the project spoke in favor. of the project.
George Willetts. 730 West Callita Street questioned the drainage. Staff explained that a drainage plan
has not been submitted a.tthis time, however, this would be reviewed and approved by the Public Works
Department.
Bill Mack, 740 Callita Street thought the traffic would be a problem along Baldwin Avenue. He felt
there would be problems with people making 'U' ,turns and pedestrian .problems. Traffic control should
be considered. He noted this is a residential area and he -asked about the construction hours.
Staff advised from 7:00 a.m. to 7:00 p.m. Monday through Saturday, excluding legal holidays.,
Mr. Mack q~eslioned the square .footage of the buildings. It was indicated that the sizes of the homes
can vary. He felt the depth on Lot 7 was inadequate. He also discussed the 4'-0' easement along 'Lots 7
and 8. Staff explained the background of the 4'-0' strip.
In rebuttal, Mr. Huang noted that Lot 7 is a wide lot and the new home would be designed to comply with
all set back requirements. Regarding the 4'-0' easement. he noted that they are trYing to correct the
illegal transfer of this property,

Mr. Huang responded the homes will be approximately 3,500 sq. ft. They are proposing one-story
homes on lots 7 and 8, the two largest lots, the remaining lots will be developed with two-story homes.
They are also proposing to vary the architecture on each of the homes and they will plant trees along
the back to buffer the properties to the north.
Commissioner Hedlund asked If they had determined to their satisfaction that the water company can
selVice this area.
Mr. Huang said he has talked to the Water Company and they state they can provide the water for both
domestic and fire.

Commissioner Clark commented that he appreciated the applicant changing the lot sizes to conform to
code with the one minor exception. He would like to see some of the homes single-story, he thought it
would break up the street scape. Other than that he thought it was a good subdivision.
Commissioner Szany stated this is the longest one sided cui-de-sac that he has seen and they have
disapproved these in the past. He was concerned about the street scape. He thought building sOme one-
story homes would ease his, concerns with r'i'gards to a one sided cui-de-sac. having a block wall on one
side with a street all the way down it and no landscaping. On a two-sided cul-de-sac you have
landscaping and front yarns on both sides of the street. Having a few one story homes here and there
might help alleviate our concerns regarding a 'one-sided cui-de-sac,
Commissioner Hedlund indicated his main concern was,that the cul-de-sac is longer than aliowed by
code. Being a one-sided cui-de-sac aggravates it all the more. He would like to see the street
shortened 100 feet or so. He did not think there was anything that could be done about the houses. He
could not see any justification for the cuJ'de-sac being that long.
Commissioner Amato indicated he had the same concern about it. being that long. Coming down that
street you are going to be looking atone long wall and that-is his, concern. If they could break up the
look of the long wall that would be helpful.
Chairman Papay said he was concerned about the one-sided cul-de-sac. He was not persuaded that
there would be a significant traffic problem as a result of the development of this property as a cul-de-
sac beCause there are already several homes. on these properties and these people have to make a U
turn to get to thil property. You are looking at 7 houses versus 8 houses. He had no problem with
traffic. His problem was with the extremely long one-sided cul-da-sac.

Mr. Huang noted that this piece of property has only 165' of frontage along Baldwin Avenue, and Is
600+ feet long. In order to get to the back 'of the property you .must h'!ve a street and the City
requires a 50' dedication. There is not.much room to do something with a 165' lot. He noted that they
were governed by the City's regulailons in regards to the design of the subdivision. They are willing to
have two. one-story'homes.in-the-backof the project. Economically it is .not-feasiblefor the developer
to develop more than a couple, of one-story homes. He noted that many of the properties on Callita are
developed with two story homes. They are willing to plant'tall trees along the rear property lines and
vary the. design of the houses.
Commissioner Szany noted that Mr. Huang mentioned that the last two lots would be one story homes;
he noted that would sure help his concerns. He asked if they would be willing to agree with this as a
condition; it would help in his vote on. this.
Mr. Huang said yes.
Commissioner Szany asked about pUlling a single-story home on Lot 1 also, thus providing single-
family homes on, lots 1, 7 and 81

Commissioner Szany indicated that the developer has'consented to a condition of building single-story
homes on Lots 7 and 8 and planting large trees.
Commissioner Hedlund said building single-story homes is not going to shorten the cul-de,sac.
S!Bff answered in response to a question from Commissioner Szany that the street Itself is 36'.0" in
width .and parking is allowed on both sides of the street. The parkway on the south side of the street is
6'-0" including the 1'.0. trust lot. The area will be paved and there will be some trees, however,the
location of the'trees has not been determined at this lime by the Public Works Department. Street
trees will also be planted along the north side of the street.
Commissioner Hadlund asked if there. were any streets where the City has something other tha.n trees?
Staff'lndicated they were not aware of any because there would be a problem of who maintains the
area? Trees can be watered with the trucks, but vines and bushes require maintenance.
Commissioner Amato said he thought it would be nice to have grass planted in that 6'-0. strip.
There was further discussion regarding the subdivision and what could be done to comply with code.
Commissioner Szany noted that he was not convinced that eliminating one lot would make a difference in
the subdivision and he felt a Iillle beller that the developer's representative was willing to ease some
of the Commission's concerns by building one-story homes on lots 7 and 8 and possibly lot land
planting trees along the north property line. With those kind of things he thought they might be gelling
ihe best development out of-this property. He-thought they have pushed the developer as far as they
could 0 get a good development for this piece of land. It Is a long skinny piece o(land and it would have
been nice to have gOllen some homes on the south side but thalls not feasible at this time.
Staff .noted .there would be. the.exlstlnghous8.on.the.southside of the-street.which fronts on Baldwin
Avenue.
Commissioner Hedlund asked ilthere was any way, without the City being too involved, to have some
sort of an assessmenl'loget' some landscaping along the southerly wall.
The City Allomey said he was not sure at this point without checking Into it; this procedure has not
been done in the past.and there Is no ordinance in place at this time for that type of assessment. We do
not have a landscaping assessment and it would be a mailer of adopting those which must be done by the
City Council. Other cities do this type of thing but they have ordinances already In place.
Commissioner Hedlund said he thought this should be considered.

Commissioner Amato said he would like to see a little bit of grass. something other than concrete on the
south side of the street.
Commissioner Szanysaid the applicant has made. an attempt to meet some o(his concems.

Motion was made by Commissioner Szany, seconded by Commissioner Clark to approve
Tentative Map 47234 subject to the following additional conditions: that lots 1, 7 and 8 be
developed with one'story homes; that mature trees be planted along the north property line;
and that a decorative block wall be constructed along the perimeter of the property, subject to
findings A-1 through A-4.
The Planning Dir.ector asked for clarification; it was his understanding that the applicant had agreed to
single-story homes on lots 7 and 8, but he was not sure that the applicant had agreed toa.single story
o'n lot 1.
Commissioner Szany said that the applicant had indic.ated that It was.a possibility.
Cha.irman f'apay noted ,that this condition has to be agreed to and the dsveloper has only agreed that
lots 7 and 8 be single-story homes and. ha has not agreed to a single-story home on lot 1. In terms of
the conditions he did not think the motion could Include lot.1 because the developer has not agreed to
that. Would you clarify your motion to that extent.
Commissioner Szany withdrew his motion and Commissioner Clark withdrew his second..
Commissioner Amato suggested asking the applicant If they were willing to build a single-story home. on
lOt 1 also.
The City Attorney said if they are talking about conditions that are' a matter of'developer consent you
can just call the applicant up and ask him the question, He asked clarification if the developer said he
would agree to single-family homes on lots 7 and,8 and maybe on lot t?
Mr. Huang said he would need to check with the 'developers. Economicaliy he did not think they would
like to do this.
Chairman Papay explained the options: (1) that If the engineer did not have an answer in regards to a
single-story home on lot l,the Commission could take a vote and if the vote is affirmative it is
approved. If the vote Is negative they can appeal the decision t~ the City Council or go back and work It
over again, but then you must .start the process again; (2) continue the public hearing; or (3) take a
few minutes to talk,to the,daveloperand,SQQ what.he wants. to-do.
Mr. Huang asked if the developer was willing to design a house which was a combination of two story
and one .stoiy would this be acceptable? Commissioner Amato said It was still two-story.
Chairman Papay declared a two-minute recess.
Mr. Huang said he had talked to the developer and they. were proposing five bedroom. homes with three
car garages. The price is high and in order to Sell those houses they WOuld like two story houses. They
would be willing to build single story homes on lot 1 and lot 8 and build a two story on lot 7. They
agreed to plant mature trees in the back yard.
Commissioner Amato said he liked the concept of a one-story home on lot 1 and lot 8 and swap 7 for
number 1; he thought it would make a better project.

Commissioner Clark commented that this has more of an impact on the street seepe, doing it this way.
CommisSioner Szany said he just hopes that this does not leave a bad taste In their mouths in a few
years and that they do a good job in mixing up the fronts. Economically it is more advantageous to
make them look like custom homes, so hopefully they will take advantage of tha\.
Commissioner Hedlund felt it was too long a cul-de-sac.. He felt more thought should be given to the
treatment of the street with respect to the south property line. Just shortening the cul-de-sac would
nol alleviate the problems, It'is way too long for a one-sided cul-de-sac, He did not think the cul-de-
sac should be approved.
Chairman Papay said he had some concerns."
Commissioner Szany'sald he agreed but he did not know what the solution was.

Robert Parada, owner of the property, 11920 Goldring Road agreed with all the conditions of approval
in the staff report. .
Commissioner Hedlund asked if this was going to be a three-owner condominium.

Mr. Parada indicated that at: the time It is a two owner condominium, however, there are a total of
seven available units.

The staff report was presented
Bruce Halferty, 7760 Paseo del Rey in Playa Del Rey, architect representing the applicant spoke in
favor of the proposal. They agreed to all the conditions set forth in the. staff report.
Commissioner Clark asked what type of trees they would be planting at the rear of the property?
Mr. Halferty indicated they would be carrotwood trees. They are green all year around. When planted
they will be approximately 16 feet and they reach maturity in about ten years. These trees were
chosen because they would block the view into the second story windows of the house to the noril1.
Ed Storely, 2620 EI Capitan Avenue, lives north of the subject site. He thought that the second story
of the building is going to look right down into his back yard and he would not like ,that. He noted that he
has a 5'-0" wa!Ll!'ld ~skedJf t!!e exi~lng fence was going t~ be taken down and a !lew one built? . He
thought there would be a 10Mf people walking back and forth on the walkway which laads to the toilet.
He objected to the open walkway because il faced onto his backyard. He'indicated he had looked althe
elevations and commented that the building was nigh tech and wondered if the building was really suited
for Arcadia. More parking is going to be rilquired on the street, people will be parking there. He did not
think that the building was something that they needed there.
Mr. Nunez, 2619 EI Capitan. Avenue, spoke in, opposition. He was concerned with the additional traffic
as a result of this building; He commented that Ihe employees from Crocker Bank park on his street and
the beauty shop customers cause traffic on the street. He did not want additional traffic on the street.
He thoughlthe driveway should be further south towards Live Oak Avenue.
Mr. Halferty spoke in rebuttal. He stated in regards to the wall, they would be willing to Increase the
height to 6'-0". There would be a lot of landscaping along the perimeter of the property. The walkway
in the back is 'not only access to the toilet on the second floor but is also the main !Valkway for access

into the building. Part of tha reason for having the walkway there was to break up the rather austere
facade on the back olthe building. They tried to break up the project into two buildings and use various
types of materials; materials which are consistent with the nature of office buildings and to create a
court yard to see through the buildings so that there is a view of the parking lot for people on the street
so they are not driving around looking for.a place to park and that the buildings do not'create too
massive an appearance from Live Oak Avenue. They tried to mitigate some,of the problems that offiCe
buildings sometimes impoSe on adjacent residents by the design and layout of the buildings.
Commissioner Szany asked .if he knew who the tenants would be.
Mr. Halferty indicated that they had no tenants at this time. It was going to be smaller, community
oriented office tenants. It should not be a high traffic volume tenant.

hearing. Motion passed by voice vote with none dissenting.
Commissioner Hedlund. liked the way the building was broken up into two buildings. It certainly is as far
away from the residential as it is going to get and II is the proper zoning for this use. He did not see
how anything else in this zoning could be less objectionable.
Commissioner Clark agreed with Commissioner Hedlund. His biggest concern was the impact on Mr.
Storely, but he felt the planting of trees along the north property line would obscure the view of Mr.
Storely's back yard and the requirement of translucent windows on the north side of the building
mitigates his concerns.
Commissioner Szany stated you cannot get any further south on the property than the proposed design,
He did not think ,you would get a high Intensity use becauseol-the:size of the buildings. He would like to
see a minimum 6 foot high wall along.the back,
Chairman Papay noted that,there was a comment in the staff report about the walkway and perhaps
closing the railing and making it higher.
Commissioner Hedlund noted that if you have trees planted along the north property line and you have
translucent windows on the north side of the building that is adequate.
Staff commented that this was not included as a condition of approval because it would not be
aesthetically pleasing and stan did not think that people would be loitering in the walkway.

Modification 89'001 with the finding that II would secure an appropriale improvement,
promote uniformity of development and find lhat lhe design concepl plans are in compliance
wllh the ADR criteria and move for approval subject to the conditions of approval outlined in
the staff report with the additional condition that a 6'.0. wall be placed along the north
property line.

AI Derenzl, L 8< D Engineering, ,06 West Lil)le Avenue; Suite 205, Monrovia, engineer for the project
spoke in favor of the proposal and indicated that the applicant agrees with aWthe conditions oulllned in
the staff report.
Bob Jorgensen, 764 West Naomi, Treasurer of the Condo association next door to this lot indicated they
were not opposed to this, they were curious as to how large -the condos would be and where they were
located on the 101.
Staff Indicated thaI at this time they do not have plans for the units but they will be coming back to the
Planning Commission.
Mr. Derenzi answered some of Mr. Jorgensen's questions.

Staff indicated this is a code enforcement issue and they have been notified regarding the problem.
Edmund Lowe. owner of Chow to Go spoke in favor of this proposal. He agreed to the conditions set
forth in the staff report. He noted that his business was located on the south side of Live Oak. and they
will be relocating in this center.

number of times things comes up does not seem to be that frequent to warrant having someone from

There was further discussion regarding architectural design. on developments containing three or. more
singleifamily lots.
The City Attorney stated the question is do you want to extend design review to other types of
developments? The underlying issue here and the gist of the memo is that at this time neither the
Council nor the law allows that.
Planning Director.polnted out that the person gelling the. subdivision does not have to build the houses,
he can sell the whole project off to someone.,.else to build the houses or he can sell off each individual lot
for development by It different developer on each lot.
Commissioner Hedlund said if you are. going to do design review you beller be prepared to do it for
every individual house.
The Planning Director stated that you have to have some direction when you impose design review; it
sounds like you are saying you want'to look atthem but there is not.going to be any real sense of
direction.,
The City Allorney suggested that if the Commission wished 'to commUnicate with the City Council they
should. formulate a letter or something to that affect and communicate to them as a body some
recommendation or thought they might have,
