The Planning Commission of the City of Arcadia met in regular session on Tuesday, September 27, 1994 at 7:15 p:m.in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chairman BobDaggett presiding. PLEDGE OF, ALLEGIANCE ROLL CALL PRESENT: ABSENT: Commissioners Bell, Ciark, Huang, Kalemkiarian, Kovacic, Murphy, Daggett None SUPPLEMENTAL INFORMATION FROM STAFF REQAR!)ING AGENDA ITEMS Mr. Nicholson distributed a revised agenda. QUESTIONS FROM PLANNING COMMISSION CLARIFICATION OF AGENDA ITEMS None TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE pLANNING COMMISSION ON NON-PUBLIC HEARING MATTERS - (FIVE MINUTE TIME LIMIT PER PERSON) None 1 . MINUTES OF 9/13/94 MOTION It was moved by Commissioner Clark, seconded by Commission.er Kalemkiarianto approve the Minutes as published. The motion passed by voice vote with none dissenting. PUBLIC HEARINGS 2 . PUBLIC HEARING TPM 94.003 805 S. Second Ave. Sung Sum Chan Consideration of tentative parcel map for a three-unit residential condominium project. The staff reportw~s presented. In response to a question from Commissioner Murphy. staff said that the project complies with Code. Commissioner Huang asked what would happen.~ staff. approved the architectural design review (ADR) of a multiple- family project and the Commission denied the subdivision.request? Staff explained that th.e Planning Division will not approve an ADR ~ it does not comply with CfJde. This subdivision is a separate issue from the design aspect. The applicant can build this development as an apartment building which does not require a public hearing oithe Planning Commission's review but.because,he wants.to sell the project as condominium 'units, he must go through this procedure to subdivide. The City.does not have tWo separate regulations for condominium and apartments. The public hearing was opened. Tom Cao, 735 W. Emerson, Monterey Park, the engineer of the project, said they are in agreement with all of the conditions in the staff report. No one else spoke 'in favor or in opposition to this item. MOTION It was moved by Commissioner Clark, seconded by Commissioner Huang to close the public hearing. The motion passed by voice vote with none dissenting. Commissioner Clark felt that there,should be no reason .to deny the request and indicatedthalit complies with.both ihezoning and the General Plan. He tt)ought it wouid he a good improvement. MOTION It was. moved by'Commissioner Murphy. seconded by Commissioner Huang.to approve TPM 94-003, subject to the conditions in the staff report. MATTERS FROM CITY COUNCIL CITY COUNCIL REPORTS / ANNOUNCEMENTS I STATEMENTS Council Member.Kuhn indlcated.thatshe would like. to be included in the Commission's training which is being organized by the Planning Division. MATTERS FROM THE PLANNING COMMISSION REPORTS/ANNOUNCEMENTS/STATEMENTS None MODIFICATION COMMITTEE MEETING ACTIONS There was no Modification Committee meeting. Just for a matter information, Commissioner Kovacic ihdicated thateven though there will not be a Planning Commission meeting on October 11 . there will bea Modification Committee meeting. MATTERS FROM STAFF 1 . CITY COUNCIL ACTIONS 2. UPCOMING AGENDA ITEMS Mr. Nicholson announced the applications that have been filed and will be before the Commission as public hearings. Mr. Nicholson indicated that Goldstein's Bagel Bakery opened last Saturday. He said that they had a tremendous turn out. and that they had to bring in staff from their Pasadena store. As per the CUP approval, a report will be forthcoming to the Commission after they have been in operation for three months to discuss any problems that staff has noticed. Sincethe curb southoflhis location, has been painted red, there has not been aptoblem withparked cars; whereas, there existed a problem prior to finalizing the project. People seem to park dirElcllyin front of the bakery f.or quick stops, and staff will be keeping an eye out for any problems that might occur, !twas also noted thallhe.they have posted signs in the employee lunch room, encouraging carpools. Commissioner Kalemkiarianstated that when hewent there no parking.spaces were available. Commissiqner Kovacic pointed out thaqhe neighbor to the.south was concerell.ed during the public hearing, and Mr..
