MINUTES ARCADIA CITY PLANNlNG COMMISSION REGULAR MEETING Tuesday, March 22, 1994 The Planning,Commission of the City of Arcadia met in reguIar seSsion on Tuesday, March22, 1994 at 7:30 p,m. in the Council Chambers ofthe Arcadia City Hall, 240 West Huntington Drive, with 0Iairman Tom Oark presiding. PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: ABSENT: Commissioners, Daggett, Hedlund, HUang, I<ovacic, Clark None MINUTES MOTION It was moved by Commissioner Kovacic, seconded by Commissioner Daggett to approve the.minutes of March 8,1994 as published, The motion passed by voice vote withnorie dissenting. MOTION It was moved. by Commissioner. Daggett, seconded by Commissioner Kovacic to read all resoIutions,by liUe only and waive reading the f1iIl body of the resolution. OTHERS A'ITENDING: Councilman Lojeski City Attorney Mike Miller AsSistant Community Development Director-l'lanniilg Donna Butler Senior Planner CorkranNkhoIson Secretary Silva Vergel PUBliC HEARING TA 94-001 Consideration of a proposed text amendment. to pennit the Modification Committee to consider modification requests for converting existing attic space into second-story living space within single-farniIyresidences. CurrenUy such.requests are required to gO,before the Planning Commission. The staff report was presented. In answer to a question by the Commission, staff remarked that the City Council felt these type of requests could be handled'by the Modification Committee as long as there are no exterior alterations. This text amendment will shorten the process. If the project is in a homeowners association (HOA), their approval would only be necessary if there are exterior alterations. If there are no exterior alterations but the attic Arcadia City Planning Commission 3122194 Page 1 J} . . \ " conversion is within the setback area, noHOA review and approval would be needed but property owners within 100' would be notified of the modificaton public hearing. The public hearing was opened. No one spoke in favor or in opposition to this item. MOTION It was moved by Commissioner Hedlund, seconded by Commlssioner Huang to close the public hearing. The motion passed by voice vote with none dissenting. Chairman Oark remarked that it seems that the modification process will make it easier to handle requests. Commlssioner Kovacic remarked that as long as neighbors are advised and have the opportunity to be heard, he could not see a reason for denial. MOTION It was moved by Commlssioner Kovacic, seconded by Commissioner Huang to recommend approval of T A 94-001 to the Oty Council. ROLL CALL: AYES: NOES: Commissioners Daggett, Hedlund, Huang, Kovacic, Clark None AUDIENCE PARTICIPATION None PLANNING COMMISSION DETERMINATION That the proposed sale, of Flood Control property adjacent to 1291 Oakglen is consistent with the General Plan. The staff report was presented. Commissioner Hedlund stated that by selling these properties, the County is,reuevedofthe maintenance responsibilities. MOTION It was moved by Commissioner Hedlund,.seconded by Commissioner Daggett, that the proposed sale conforms with the Arcadia General Plan. RESOLUTION Isfl A resolution of the Planning Commission of the Oty of Arcadia granting CUP 94-004 for a bagel bakery and restaurant with a drive-through service window at 412 N. Santa Anita Ave. Ms. Butler read the title of the resolution. MOTION It was moved by CommissionerKovacic. seconded by Commissioner Daggett to adopt Resolution 1511 and to fonnally affirm the decision of March 8, 1994 and the vote thereOn. ROLL CALL: AYES: NOES: Commissioners Daggett,Hedlund, Huang, Kovacic, Clark None Chairman Clark noted there isa five working day appeal period. ----------------------.-------- -- - -, MATI'ERS FROM COUNCIL Councilman Lojeski recapped the Council's last meeting. He commended staff for an excellent staff report, for the Rodeffer projel:t, and said the report was very well written and put together. He felt "justice WaB' well served" and remarked the meeting went smoothly. . Councilman Lojeski invited the Commissioners to the Mayors Prayer Breakfast scheduled for Friday, April 1st; He announced that Friday, April 8th, Flre'Station 2 will be dedicated and he invited the CommissioJlers. He went on to say, that Tuesday, ApriL12th is election,and said that he has enjoyed serving the Commission as Council'Liaison, --------------------~-----~---- MATI'ERS FROM COMMISSION In response to Col1UnissionerHedlunci's questions, Ms. Butler remarked !!>at security bars are subject to the review and approval of the Fire Department and have to meet certain criteria. Security bars can.not be on the outside of a building, MATIERS FROM STAFF Mr. Millet said that both he and Margaret Sohagi, the Counsel for the Gtyobtained for the Rodeffer case, were very pleased with the documentation of the proceedings for the Rodeffer case. Both the City Council and the P1anning Col1Unission made good findings, Ms, Sohagi, who is an environmental attorney and deals with many different cities was very pleased with the "sustainable record" and felt' that the City Council handled the proceedings in an above average manner.
