PJ;{nning Commission proceedings are tape recorded and on file in the offiO! of the Planning Division, MINUTES ARCADIA CITY PLANNING COMMISSION REGULAR MEETING Tuesday, Febniary 8,1994 The Planning Commission of the City of Arcadia met in regular session on Tuesday, February 8, 1994 at 7:30 p.ril.in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with Chainnan ProTem Harold Hedlund presiding. PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: ABSENT: Commissioners Daggett, Huang. Kovacic, Hedlund .Commissioner Oark. MOTION It was moved by Commissioner, Daggett, Seconded by Commissioner Kovacic to excuse Commissioner Oark from tonight's meeting. The motion paSsed by voice vote with none dissenting. MINUTES Commissioner Kovacic remarked that he did not recall making the statement on the second to the last paragTaph from the bottom on page 7. He. thought Commissioner Oark made that remark. It was moved by Commissioner Kovacic, seconded by Commissioner Daggett to.approve the minutes of January 25,1994 as amended. The motion passed by voice vote with none dissentfug. Requesting approval to the following items for a propoposed 6-unit residential condominium project: A, A rru:>dification requestfor a minimum distance of 10'-{)" between the proposed buildings in lieu of providing 20'-{)"per Municipal Code Section 9253.2,14; and B . Architectural design review. The staff r~ort was presented. In respollS\! to a question by Commissioner Kovacic, staff said that if the buildings were attached, then the above modification would not be required,however, the density ciluld increase. This is the type of a project that the Planning,Di vision. encourages. ..- . . Commissioner Hedlund stated the Commission has encouraged on-grade parking and has wanted to getaway from tuck-under parking. The public hearing was opened. Erick Vanwecher, 6579 Issac, Chino, the architect representing the applicant was present. He said t!1ey are in agreement with all of the conditions in the staff report and pOinted out the advantageS of having detached units. He felt they meet the Oty's intent and that 6-units would be best for the property. Their design is most effective. Chloe Perdue, 610 S. Third, asked if she rouJd.see.he design? Staff showed the renderings, explained the design imd invited the neighbors to the Planning Division for a more detailed explanation. No one else spoke in favor or opposition. MOTION It was movi!d by Commissioner Kovacic, seconded by Commissioner Daggett to close the public hearing. The motion passed by voice vote with none.dissenting. Commissioner Kovacic was pleased with the plan and Commissioner Huang agreed and remarked that.the separation offers privacy to ihe residents. MOTION It Was moved by Commissioner Huang. seconded by Commissioner Kovacic to approve MP.94-001 subject to the conditions in the staff report. . Commissioner Hedlund abstained from this item. Commissioner Daggett was the Chairperson. PUBLIC HEARING CUP 94-001 921 S. Baldwin Ave. Victor Garcia for the wing .Kwong Chen property Consideration of a conditional use permit fora take-out restaurant with seating for eight. The staff report was presented, Commissioner Kovacic said:he does not.like lhedesign of this rommercia1 center and inquired. about the signs? Staff explained that since Commissioner Kovacic's last term as a Commissioner, the.Oty adopted architectural design review (ADR) regulations for all rommercial and multiple-family buildings, and signs. This center was built'prior to the above mentioned regu1ations. All new signs have to go through ADR, regardless of the location. The public hearing was opened. Huntington Dr., #7, representing the applicant, spoke in favor of the proposal He said this use would be a good source of revenue to the City. This establishment was successful in Monrovia and they are pleased they could solicit them to move to the City. Most people do not realize where the parking for the center is located. Staff said it would be a good idea to have.a use at this site that will draw business because the center needs it. No one else spol<ein favor or opposition. MOTION It was moved by Commissioner Kovacic. seconded by Commissioner Huang to close the public hearing. The motion passed by voice vole with none dissenting. AUDIENCE PARTICIPATION None RESOLUTION 1507 A Resolution ofthe Planning Commission'ofthe.City of Arcadia, GaJifomia, granting CUP 93-008 to construct a 50,547 square foot Albertson's IJUlfket Within 100 feet of residentially zOned property and a 2,800 square foot restaurant with outdoor seating 'located withi" a 5,934 square foot, multi-tenant building at232 and3oo.E. Live Oak. Ms. Butler read the title of the resolution. MOTION It was moved by Commissiol\Sf Kovacic, seconded by Commissioner Daggett to adopt Resolution 1507 and to formally affirm the decision of January 25, 1994 and the vote thereon. Arcadia City Planning COmmission 2/8/94 Page 3 ~. . MAITERS FROM COUNOL . Councilman Lojeski discussed the upcoming City budget and predicted a $2 million deficit. The City will be looking into cutbaclcs andlor increa,sing revenues, hopefully without any layoffs. The City has lost sales revenues due.to the closure of Buffums, May Co., Hinshaws and Foulger Ford and.the decline in race track revenues. He said the City has extended its contract with Newco for another two years. In addition the Council is working on an ordinance addressing unfinished construction projects and people who are unable to complete the project. Subsequently the site isleft unsightly and the neighbors suffer. In response to a question by the Commission, Ms. Butler said the CDBG funds are for special projects. MATIERS FROM COMMISSION Commissioner Kovacic asked what would-happen if all the multiple-family zoned properties in the City were developed and'howwouldthe City's resources be affected? The reason for his inquiry is because he has noticed that the school, where his children attend, are very full and overcrowded and wondered what would happen if all developable land in the <::ity was to be built. Ms. Butler said that.scenario'was addressed in the original General Plan. When the General Plan was updated in 1990, this issue was looked into but since then many,changes havetilken place. She deduced that the City is in a fairly good condition and the system which was set up is workingwell. . . < . ------------------------------- MATIERS FROMSTAFF Ms. Butler adVised the CommiSsion of the, upcoming projectS and ,said that Mr. and Mrs. Parker had appealed the Commission's decision regarding A1bertsons to the City Council. The public hearing is scheduled for Miirch 1st. Mr. Miller discussed the Brown Act and said in April it will be 'amended. From 'that time, any item that the Council or Commission would like to discuss must be on ,the agenda. ADJOURNMENT Adjourn at 8:20 p.rn.
