The Planning Commission of the City of Arcadia'met in regular session on Tuesday, January 11, 1994
a\ 7:30 p;m, in the Council Chambers of the Arcadia City Hall, 240 West Huntington Drive, with
Chairman Tom Clark presiding,

It was moved by Commissioner Daggett, seconded by Commissioner Hedlund, to excuse

and regulations,
The staff report was presented to advise the Commission that the property o>yner is near completion
of a tentatiVe,subdivision, but has requested a further continuance and agreed with staffto
investigate the potential advantages of a specific plan; and the City Council approved a 9-month
extension of the City's agreement with the property owner which enables a fourth continuance,
Staff recommended. that the public hearing TA 92-006 be continued to October 25, 1994,

The public hearing was opened,

Scott Stark, 969 Volante Or" Arcadia, said that he agrees to the conditions set forth by staff, Mr;
Stark also said that he wiIJ be using the existing interior space and is asking to raise the height of
the roof:approximately three feet on the back side of the garage,
Jerome Govits, 976 Volante Or" Arcadia; said the previous ownl:!r had let the property deteriorate
and since Mr, Stark has bought the property he, has done a lot of improvements on the. property. He
also feels that the proposed project on the property would greatly enhance the property,
No one spoke in opposition,

It was moved by Commissioner Hedlund, seconded by Commissioner Daggett to close the
public hearing, The.motion passed byvoice vote with none dissenting.

Commissioner Clark noted that there is a five day appeal period,

Ted Parker,25QO South Third Ave" Arcadia, said he is concerned about the Conditional Use Permit
thaUs coming up conCerning the Albertsons market. In the notice he received itsaid that there was
a negative declaration availableJor'review, When he went to the office he said it was incomplete,
Staff advised Mr, Parker that the responsible Planner/or the project is on vacation, and that he
should rnake'an appointment with that individual at which time his questions could be addressed,
Louise Parker, 2500 South Third Ave" Arcadia, was concerned thaI notifying only the residents that
live within 300 feelofa comniercial development is not enough. Mrs, Parker was also concerned
that some of the.residents in, this area.are on county property and wanted to know if they had beeil
sent a notice also,

Commissioner Oark.replied yes, everyone in the radius received notice, and explained to Mrs.
Parker that the notice is also inthe local papers which isrequirect of the Planning Division by law,

COmmissioner Hedlund is very concerned about all the window signs that,are currently gracing the
windows atsome'ofour local establishmentS,
Staffnoted that window signs are not to exceed 25 percent of the glazed area"and that the Code
Enforcement Officers would be advised oHhis matter,
MATIERS FROM STAFF
Staff advised the Commission that the City Council ,has directed staff to'initiate a Text
Amendment for the consideration of minor conversion of existing attic space,to go before the
Modification Committee instead of the Planning Commission, The Council's direction was due to Mr,
Starks complaining to the City Manager of the time that was:involved to process his,modification
application for such a minor improvement.
