Arcadia City Planning Commission
Tuesday; September 12, 1995
6:30 P.M. in the Council Chambers

The Planning Commission of the City of Arcadiamel'in regular session on Tuesday, September 12, 1995 at 6:30
p.m. in the Council Chambers of Ihe Arcadia City Hall; 240 West Huntington Drive, with Chairman Bbb Daggell
presiding.

1. MINUTES OF 8/22/95
Commissioner Kovacic said the word "because" should be changed to "despite" on page 3 of the Minutes, under
"Modification Committee Updates".
MOTION
It was moved by Commissioner Kovacic, seconded by Commissioner Huang to approve the Minutes of August
22, 1995 as amended.

2. PUBLIC HEARING CUP 95-006/ADR 95-008

Sergio Gonzales for DD's Cafe
Consideration of 'a conditional use permit and architectural design review for a proposed restaurant with a
seating capacity for 160 persons (previously Sizzler).
The stall report was presented and the public hearing was opened.
Sergio Gonzales, 6 N. First, Arcadia, representing the appliCant said they ate in agreement with all of the conditions in
the stall report. He said their other restaurant which is located in Alhambra and has been open since 1993. It is open
24 hours a day. He noted that neither they nor the City of Alhambra have received any complaints stemming from
their hours of operation. In fact, the City'is very pleased to have them, They will be serving European and Asian
foods.
In response to questions by the Commission, Mr. Gonzales said they do not have outdoor seating and since the
windows will be double glazed. he did notlhink there would be any noise problems. He stated that'they will not be
altering,the exterior lights and said they would be applying for a beer and wine license.
No oneelse,spoke in favoror in opposition to this item.
MOTION
It was moved by Commissioner Kovacic, seconded by Commissioner Huang to close the public hearing. The
motion passed by voice vote with none dissenting.
Commissioner Kovacic liked the design and thoughUt was a good project.
Commissioner Huang'agreed and said he has dined at DD's Cafe in Alhambra before and remarked that they provide
good food,and a nice,atmosphere. He feltit was a good use for the site,

It was moved by Commissioner Kovacic, seconded by Commissioner Huang to approve CUP 95-006 and
ADR 95-008 subject lathe conditions in the stall report.

Chairman Daggett noted there isa five working day appeal period after the adoption of the resolution. The resolution
will be adopted on September 26th. Appeals are to be filed by Wednesday, October 4.
3. PUBLIC HEARING CUP 84-019
601 Sunset Blvd.
Wellington Court
Consideration 01 an amendment to Section 3.3 01 Resolution 1271 requesting 38 parking spaces in lieu of 40
for an existing storage unit built without permits in the Wellington Court Retirement Hotel.
The staff report was presented and the public hearing was opened.

Erica Lloyd, 601 Sunset Blvd., representing Wellington Court said the~storage area is a need driven situation to
continue to provide the best care for their seniors. They are at '1 00% occupancy and remarked that they have never
experienced a parking problem.
No one else spoke in favor or ,in opposition to thisnem.
MOTION
It was moved by Commissioner Hell, seconded by Commissioner Sleeter to close the public hearing, The
motion passed by voice vote with none dissenting.
MOTION
It was moved by Commissioner Kovacic, seconded by Commissioner Bell to approve the amendment to
Resolution 1271; Section 3.3, to reduce the number 01 parking spaces from 40 to 38 with the condition that
the existing storage unit must compiy with all building code requirements.
