The Planning Cornmis.sion of the City of Arcadia met in regular session on Tuesday, May 23, 1995 at 7: 15 p.m. in the Council'Chambers of the Arcadia City Hall, 240 West Huntington Drive, wilhChairman Bob Daggett presiding. ROLL ,CALL PRESENT: ABSENT: MOTION Commissioners !3ell, Clark, Huang, Kalemldarian, Kovacic, Daggett Commissioners Murphy , It was moved by Commissioner Clark, seconded by Commissioner Huang.to excuse Commissioner Murphy from tonight's meeting. The motion passed by voice vote with no one dissenting. MINUTES OF 4/25/95 MOTION It was moved by Commissioner Clark, seconded by Commissioner Huang'to approve the Minutes of April 25, 1995 as published. The, motion passed by voice vote with none dissenting. . . PUBLIC HEARINGS 2. PUBLIC HEARING MP 95-001 303 Genoa St Judy Cheng Consideration ofa 25'-0. westerly'street side yard setback for a proposed 2-unit residential projecf in lieu of the 35'-0. special setback required along Third Ave and consideration of Architectural Design Review 95-001. The staff. report was presented. Staff explained there are several developments with a25' setback on the opposite side of the street. Ms. Butler indicated that there is a 10' parkway on this street. Staff showed.a video showing the subject property as it currently exists, the adjacent homes and developments and the surrounding neighborhood. In response to a question by Commissioner Huang, Ms. Butler said the 35' speCial setback dates back to the early 60s and thought it was placed there in case theCily planned to widen the street. There are no plans now or in the future to widen the street The special setback applies to the.front yard setback for homes that face Genoa and in this.case to tt)e side yard setback of the subject site because it is a corner lot II there was no special setback, the project would comply with the current code. The public hearing was opened. ~~ Eddie Wong, 1261 Hacienda Blvd., Hacienda Heights, the architect of the project explained that the property owner intends to occupy both units, that it is being built for his daughters. He indicated that the lot is only 65' wide and if they were .to comply with Code, i~e. 35' special setback and a 10' parkway thal'would leave them only 20'which would not be adequate. In response toCommissioher Kovacic's and Clark's questions, he explained thal'lhe windows would be alumunum and would pop out. approximately 2' and the archways will be two-stories high. There would be one tier of brick veneer'and the roof would be concrete tile. The owner does not intend to either sell orlease the units and itwill be owner occupied. In answer to Commissioner Bell's question, Mr. Wong said, the landscaping will be approximately 65% more than what is currently there and will be. a combination of shrubs, trees and turt Ms. Butler noted that a landscape plan will have to be submiltedwhen plans are.submilted.for plan check. No one else spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Kovacic, seconded by Commissioner Kalemkiarian to close the public hearing. The motion passed by voice vote with none dissenting. Commissioner Kalemkiarian asked what would,happen tothe utility meters if they chose to subdivide at a later date? Stall responded that staff treated this as if it would be individually owned and the, requirements by other departments reflect that scenario, so if they chose to split the. units, meters are already in place for each unit. Ms. Butler added that if they chose to subdivide, they will have to file CC&Rswhich will be reviewed by the City. Commissioner Kovcic said that in his experience as Chairman for the Architectural ReviewBoard (ARB) in the Village area for manY,years, the three most common complaints received by people were two story archways, aluminum windows and the first and second stories having the same plane. He said this development has all three of those Arcadia City Planning CommissioQ 5/23/95 Page 2 , .. . concerns voiced by residents and was concerned with the design ot the project. He felt more should be done to enhance the flat facade. He realized that times might be tough and they might be trying to develop this as economically as possible but he felt an architect:should be able to design a better project than what is presented, especially since this a comer lot. He requested more architectural relief and treatment to breakup the two-story plane <ind felt much more could be done to improve this development. He remarked that there are. no treatments around the windows and thought this resembled a box with a couple of windows. He thought this was an unattractive design. Commissioner Clark agreed and said this is a very basic design. Commissioner Bell also agreed and said this will be a massive building 110' long with a 35' setback from the street. She did not think it would be in keeping with the neighborhood. Chairman Daggett commented that this_ is.a weak design. He felt more. should be done to enhance it. He thought this would be more ofa preliminary type of a design rather than a final one and was disturbed by what was submitted. Ms. Butler suggested continuing this hearing to allow the architect to redesign the development addressing the Commission's concerns. Chairman Daggett asked for larger samples of the materials board instead of pictures. Commisioner Kovacic asked that when this comes back to the Commission, he'd like to see thEiir plans for landscaping and what will remain and what they are proposing to add which might affect their decision. MOTION It was moved by Commissioner Clark"seconded by Commissioner Huang to approve. the 25' special, setback and to continue the hearing to the Planning Commission's June 13th meeting for further review of the design. PLANNING COMMISSION DETERMINATION Determination that the sale of Flood Control Propertyadiacent to 2545 Doolittle AI/e. is consistent with the General Plan. The staff report was presented. Ms. Butler explained that property owners approach the County to purchase the property and as part of the sale the County requires cities to confirm that the sale and use of property is consistent with the General Plan. MOTION It was moved by Commissioner Kalemkiarian, seconded by Commissioner Huang determining, that the sale of Flood Control Property adjacent to 2545 Doolitte IS consistent wiih the General Plan. ROLL CALL: AYES: NOES: ABSENT: Commissioners Bell, Clark, Huang, Kalemkiarian, Kovacic, Murphy None Commissioner Murphy MATTERS FROM CITY COUNCIL CITY COUNCIL REPORTS / ANNOUNCEMENTS / STATEMENTS None MATTERS FROM THE PLANNING COMMISSION REPORTS/ANNOUNCEMENTS/STATEMENTS The Commission inquired about the Santa Anita Realty En!. (SARE) project. II was noted that the way the paper describes the project, it will be constructed rapidly. Mr. Miller cautioned the Commission in discussing this project because it is not on the agenda. He said'they should comply with the Brown Act. In response to Commissioner Huang's question, Ms. Butler explained that FEMA recetly reimbursed the City for the damages that were received during the earthquake. MODIFICATION COMMITTEE MEETING ACTIONS Cpmmissioner Bell recapped the Moditication Committee's actions. MATTERS FROM STAFF 1. CITY COUNCIL ACTIONS Ms. Butler gave a brief summary of the actions takenallhe City Council's last two meetings and the items that were before them for consideration. 2. UPCOMING AGENDA ITEMS Ms. Butler announced the applications that have been filed and will be before the Commission as public hearings.
