The Planning Commission of the City of Arcadia met in regular session on Tuesday, March 28,1995 at 7:15 p.m. in
the Council Chambers of the Arcadia City HaU, 240 West Huntington Drive, with Chairman Bob Daggettpresiding.

Consideration of a, zone variance to install three roof mounted antennas which will exceed the maximum
height requirement in the C-2 zone.

RESOLUTION NO. 1523
A resolution of the Planning of the City of Arcadia~ Califomia grantingldenying V 95-001 for cellular phone
antennas to exceed the maximum height requirements at 150 N. Santa Anita Ave.
The staff report was presented.
In response to questions by the Commission, staff said the antennas Will not be visible from the street. The overall
height of the existing antennas are approximately 17'-0".
The public hearing was opened.
Dee Earl, 3 Park Plaza, Irvine, said the an.tennas would not be noticeable from the street and will be silver in color.
They are in agreement with'all of the conditions in the staff report.
No one else spoke in favor of or ill opposition to this item.
MOTION
It was moved by Commissioner Clark, seconded by Commissioner Kalemkiarian to close the public hearing.
The motion passed by voice vote with 110ne dissenting.

to the conditions in the staff report.

RESOLUTION NO. 1523
A resolution of the Planning of the City of Arcadia, Calnomia grantir1g V 95-001 for cellular phone antennas to
exceed the maximum height requirements at 150 N, Santa Anita Ave.
Ms. Buller read the title of the resolution.
MOTION
It was moved by Commissioner Clark, seconded by CommissionerMurphy to adopt Resolution 1523 and to
formally affirm the decision of March 28, 1995 and the vote thereon.

Consideration 01 a tentative parcel map lor a 2-unit residenlial condominium project.
The staff report was presented.
Staff indicated that the project complies with all requirements.
The public hearing was opened.
Douglas Abe!l. 140 W. Orange, Covina. the engineer of the project said they are in agreement with all of the
conditions in the staff report.
No one else spoke in favor of or in opposition to t~is item.

It was moved by Commissioner Clark, seconded by Commissioner Kalemkiarian to close the public hearing.
The motion passed'by voice vote with none dissenting.

Commissioner Murphy indicated that he attended the "Planner's Institute" in Monterey and it was very informative.
There were about 200 attendees from all over the State and approximately 17 hours of conferencing and net working.
He felt it was worth the effort and recommended ittb the Commissioners'to attend in theJuture.
Commissioners Clark and Kovacic indicated that they would be absentlrom the Aprllll1h meeting.
Commissioner Huang said hewould absent from both meetings in April.

Due to the above absences, it was the consensus of the Commission to adjourn tonight's meeting to the April 25th
meeting and that T.A. 95-002, establishing a Density Bonus Ordinance be continued to the April 25th meeting.
Commissioner Huang wondered if the SART proposal and'the MTA light rail. project can be linked together. By doing
that, the project would be able to serve moreJhan City residents. He asked if SART has thought about that and if not
he felt it would be,a good idea to include it.
Ms. Butler responded that the City has worked diligently and lobbied to get the request to MTA and to have the light
rail go beyond Pasadena. Uilfortunately, at the present time there is no funding available. This is not a new request
and the project might take place ina few years. The City is interested in bringing the Iighl.railto Arcadia.
Commissioner Kovacic said he read in a newspaper that SART anticipates having their project completed by 1996 and
asked if that time frame is correct?
Mr. Miller explained that th13y will be required to have an EtR which would take into consideration the cumulative impact.
The City is working with .its consultants and staff to begin review of the project. The applicant will reimburse the
consultant and the City will not incur any costs as a result of the proposal.
Ms.. .Butler indicated that they have submitted an application but it has not officially been accepted by the City. A copy
will be forwarded to the Commission when it has been accepted.
Chairman Daggett indicated that in his opinion, small entrepreneurs will be hesitant to make any type of an
improvement or make any sort of a move until SART has clearly stated its intentions and proposal. Hethought
anything that a small store attempted to do, Santa Anita would be able'to outdo. Businesses might be overwhelmed
and might hesitate to ,go forward with any developments until the SART project has been completed.
Mr. Miller advised the Commission not to prejlldge the project, any project. At-the,p,resenttime there are bits and
pieces of information coming in butby the time the Commission has the opportunity to review it, it wiU all be pulled
together. He advised the COmmission not to discuss the project whether they are in favor or in opposition to it. The
Commission has jurisdiction over the land use issues.

Ms. Butler gave a brief summary of the actions taken at the City Council's last two meetings and the items that were
before them for consideration.

Ms. Butler announced the applications ihat have been filed and will be before the Commission as public hearings.
Ms. Butler discussed the General Plan Update and the consultant that has been retained.
