It was moved by Commissioner Huang, seconded by Commissioner Mmphy to close the public hearing. The

Consideration of a conditional use permit to oper.ate a school for 30 children from K-8.
The staff rqlOrt was presented
In response to questions from the Commission, staff said that they could have a maximum of 108 students for all 9
classes. Staff did not anticipate a problem with parldng because the children do not drive. If the school decides to
increase the number ofstuderits, they would need another CUP. The play area is located at the southwest portion of
the lot and would bdenced off'and is far from any streets. This would be the easiest location for the playground with
teuqAl1.bj barriers during school hours.
The public hearing was opened
Father Charles WlUlf, Our Lady of Angels Church, HOO W. Duarte Rd., said there would be no summer school and
they would have the traditional school year. The southwest portion of the . lot is utilized oil Sundays. as parldng.
However, on weekdays this.area.is not usee( Unless, there is a special mass such as Good Friday Of. Feast Day the
parldng lot is not lltiIized On occasions where the congregation is present in full capacity, there is no school In the
past 5 years, there has been no actiVity during the weekdays and the only one present at all times bas ,been the parish
secretary. He anticipated that if this was approved, there would' be a maximum of 12 cars per day and he felt there
would .be plenty of room for parking.

Commissioner Mmphy expressed concern with the playground area and wondered what the students conld do during
recess? He felt they needed an appropriate place as a playground and not a parldng lot The kids shonld have
playground toys th3t they can climb on and swings not portable toys.
Father Ward thought the southwest portion of the property was the best place for the playground and said they conld
provide portable games. The teachers wonldhe1p the students recreate with sports equipment that would give them
exercise. He indicated that they could provide snow fencing as temporiuy barrim.
Mr. Nicholson remarlted that staff wonld review the proposed plans for the play area and thought that games such as '
hopscotch and Four Square could be painted on the asphalt
In reply to questions from Commissioners, Father Ward replied that the stair wellS would remain unlocked during
school hours. He relllll1ked that their building is handicap accessible.
Kay Williams, 1221 S. Temple City Blvd, said she was representing the tenants at the condominium units directly
south of the subject property. She stated the overflow of cars from Sunday masses. spills onto the streets and the
parishioners have even blocked off their driveway so they can not get in and .out They enjoy the quite of the church
now. They were concerned with the 8th grade students leaving the school and vandalizing their property.
In rebuttal, FatherWard apologized on behalf of any parishioner that might have blocked off their driveway and said
he wonld bring that to their attention. With regard to the 8th graderS leaving the premises, he replied by saying that
they cbildren would not be able to leave the school withont permission and that wonld be grounds for being expelled.
No one else spoke in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Bell, seconded'by Commissioner Mmphy to close the public hearing. The
motion passed by voice vote with none dissenting.
Commissioner Bellthougilt this was a tine use of the facility. The ratio of 12:1 was wondert'ul. Although she wished
they had a bigger area for the kids to play, she relllll1ked that many kids in elementary schools play on black tOp and
thought that ispeIfect1y acceptable.
Commissioner Huang agreed and suggested that in the future staff ask for a .1aIger and more secured area for parldng
lot and playground area.
Chairman Sleeter, Commissioners Belland Mmphy thought that snow barriers would be a good idea.
Mr. Nicholson thought they could utilize tempoI3l)' fencing and maintain an 'adequate distance from the south property
line.
Commissioner Mmphy thought that condition 4 shonld be amended to read:
"4. That an appropriate portion of the parldng area sha1I be designated as an outdoor play area during weekly
school hours, its location, configmation, play equipment/general design subject to the review and approval of
the Development Services Department"
Staff noted that site. plan shows the existing 1andscaping.

The staff.report was presented.
In response to qnestions by the Commission; staff said that the previous use had asked for seating for 19 persons. The
parldng reqwrem.entsare different for eating establishments vs. restaurants. Eating establishments require 20 parldng
spaces per 1,000 sq. ft. of gross floor area, restawantS require lOparldng spaces per 1,000 sq. ft. of gross floor area.
The public heating was opened.
Elaine Chu. 417 E. Angella Ave., Rosemead"said they are in agreement with all of the conditions in the staff report
They thought this would be a.good nse in this area since lhereare no vegetarian restawants within a S, mile radius.
They do have another restaur.mt in a different state.

motion passed by voice vote with none dissenting.
CommissiOner Mwphy thought this. was a goodlocation for this use, especially since the parldng is never close to
capacity at this comer of the center.

Chainnan Sleeter noted that there is a five worlring day appeal period after the adoption of the resolution. The
resolntion will be adopted on Jnly 8th. Appeals are to be filed by Tuesday, Jnly 15th.

Mr. Nicholson informed the Commission of applications that bave been filed anli schednled for public hearings.
Mr. Miller- announced that the Court of Appeal completely reversed the trail court decision that Arcadia CUP for
filling the Rodeffer Quarry was invalid under CEQA This means that the CUP is valid and thatEI Monte does not get
any attorney fees.
