Consideration of a lentative parcel map for a 4-unit residential condominium project. The staff report was presented and the public hearing was opened. pcminw/6J 097 ~ . . . Tom Cao, Tritech Assoc., 735 W. Emerson Ave., Monterey PaIk, said they are in agreement with all of the conditions in the sta1J report. No one else spoke in favor or in opposition to this item. MOTION It was moved by Commissioner Bmckner, seconded by Commissioner Huang 10 close the public hearing. The motion passed by voice vote with'none dissenting. Commissioner Bmckoer remarked that this project wasthorougbly disClissed during the ADR and modification process MOTION It was moved by Commissioner Bmckner, seconded by Commissioner Huang to approve TPM 97'()()4 subject to the conditions in the staff report. PUBLIC nARlNG 1M 52338 900 Arcadia Ave. Arcadia Ritz Dev. Consideration of a tentative map for a 14-unilcondominium project. The staff report was presented and the public hearing was opened. Vic Mardian, 416 N. Glendale Ave., #C, Glendale, said they are in agreement with all of the conditions in the staff report. He showed a rendering of the project to the Planning Commission. No one else spoke in favor of or in opposition III this item. MOTION It was moved by Commissioner KaIemkiarian, seconded by Commissioner Bmckner to close the public hearing. The motion passed by voice vote with none dissenting. In response toa C01IlJl1ent by the Commission, Ms. Butlerlndicated that the chain link fence is eXisting and will be replaced with decorntive block wall which is a requirement. This project did not need any modifications. Commissioner KaIemkiarian thought it was a nice project. Commissioner Huang said the roof line on this project is very simple. He suggested that in the future staff work with the developer to aeate a variation and to make it.more interesting. This is a large scale project for Arcadia and he suggested that future items be a little bit more Creative. Arcadia City Planning Commission Page 2 6/10/97 . . MOTION It was moVed by Commissioner Mmphy, seconded by Commissioner Bell to approve TM 52338 subject to the conditions in the staff report. Appeals are to be med by Friday, June 20th. 4. PUBLIC HEARING Z 97-001 Northwest comer of Huntington Dr. and Second Av.e. Consideration of a zone change adding a high rise (lIS) overlay to the existing C-2 property. The staff report was presented. Ms. Butler responded to questions from the Commission by saying that since no plans have been submitted she did not. know whether the()ak tree would n:main or not There are a number of H8 sites in the City. Some are developed such as the Towne Center building (ISO No Santa Anita) and the6l2 medical building (612 Duarte Rd.) There are different types of high rise zones in the City, some have a 4-story limitation and some 8-story. Approximately 5 yearngo, the high rise regulations were amended and height limitations were imposed on various sites. She went on to say that the City is taking a pro-active approsch by adding the "H" overlay at this time. By going through this zone change now, staff is ,son of>"jumping ahead" which she thought.was a better approach. The City COImcil would like to encourage development and the zone change is pan of that process. The zone change process.takes about 5 months. As pan of the Freedman plan, it was recommended that this site, as well as others in the downtown area, be 3II1ended to H8 and they are implementing that suggestion. She noted that not all of the recommendations .by Freedman are being implemented. Staff will come back to the Commission with more zone changes on other sites. Staff has talked to some. interested .developers. Genernlly, hotels surround themselves with landscaping and parking, therefore, she did not think there would be. setback problems. A high rise zoning does not change the F.A.R for the property. If someone wanted to provide a residential use, it would need a CUP. The public hearing was opened. No one spoke in favor of or in opposition to this.item. MOTION It was moved by Commissioner Kalemkiarian, seconded by Commissioner Huang to close the public hearing. The motion passed by voice vote with none dissenting. MOTION It was moved by Commissioner Kalemkiarian, seconded by Commissioner Huang to recommend approval of Z 97-001 to the City Council. PUBLIC HEARING CUP 96-002 181 Colomdo PI. Gary I3arringer ., Consideration ora 3-month reeValuation; as stipulated by Planning Commission Resolution No. 1534, of CUP 96:002 which grants the addition of a new patio dining area. The staffrepon was presented and the public hearing was opened. Gary Barringer, 181 C;olorado Pl., was present to answer any questions from the Commission. No one else spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Huang, seconded by Commissioner Mmphy to close the public hearing. The motion passed by voice vote with none dissenting. Chairman Sleeterremarl<ed that hestiII notices that the green cwb.isalways full. It is difficult to make a.right turn onto San Juan and.he considers that a traffic barrier. .The restaW'3llt has improved and Mr. Barringer has done a nice job. The left turn from San Juan to Colorado is no longer a problem when it is crowded. MOTION It was moved by Chairman Sleeter, seconded by Commissioner Kalemkiarian that no further action is necessary on CUP 96'{)02. PLANNING COMMISSION DETERMINATION Determination that the proposed Capitallmprovement Program for 1997-98 is in confonnance with the City's General PI3Il Ms. Butler pre$ented the staff report. Ms. Butler indicated that thesma1ler water tank on St Joseph is not seismically sound and will need to be rebuilt Commissioner Mmphy thought that they should vote in items that are in the General Plan for conformity and not approve the whoIeCIP because some of the items on the list are not listed as General Plan items. Ms. Butler responded that not everything on the CIPis in the General Plan. The wording for the staff'report was taken from State Code which has broad wording. These are general statements and are not specific to the General Plan. Chairman Sleeterremarlced that the City Hall remodel is not listed as a specific item in the General Plan but in the General Plan the improvement of public facilities is listed as an item. ROLL CALL: AYES: NOES: Commissioners Bell, Bruckner, Huang, Kalemkiarian, Mmphy, Sleeter None MAlTERS FROM CITY COUNCIL CITY COUNCIL REPORTS/ANNOUNCEMENTS/ST ATEMENTS I I Since Mayor Hatbicbl was attending a City Council meeting, Ms. Butler recapped the recent actions taken by the City Council. I I She indicated that as of August 1st, the City's Code SeIVices Officers would have the ability to issue citations to help enforce the Code. MAlTERS FROM THE PLANNING COMMISSION Commissioner Mmphy expressed concerns over window signs that cover more than 25% of,the window and was pleased that the City's CodeSeIVices Officers would be able to issue citations. Staff stated thaUt is very frustrating for staff when offenders repeatedly ignore the Code and do not comply. I " Ms. 13utler asked the Commission to report any violations and staff will follow-up. , Commissioner 1\.{mphy asked that staff look at the following temporary signs . EI Pollo Loco on Duarte and Santa Anita, the cigar store at FiIst and Foothill and.Sav-on at Foothill and First. It was noted that Commissioner Bruckner wouid be absent from the June 24th meeting and Commissioner Bell volunteered to Chair the Modification Committee meeting. Cbainnan Sleeter indicated that he would be unable to Chair the Modification Committee meeting on July 8th and CommissionerHuang volunteered for it Commissioners Bruckner and Kalemkiarian will be absent from the.June 24th meeting. MODIFICATION COMMuTEE MEETING ACTIONS Staff recapped the actions taken by the Committee. MA'ITERS FROM STAFF 1. CITY COUNCIL ACTIONS 2.
