Development Agreement with the Agency, The public hearing was opened, No one spoke in favor of orin opposition to this item, MOTION It was moved by Commissioner Bruckner, seconded by Commissioner Bell to close the public, hearing, The motion passed by voice vote with none dissenting, MOTION It was moved by Commissioner Kalemkiarian, seconded by Commissioner. First Ave, Mur-Sol CoJl5\rUction,lnc, Consideration of modifications fot a proposed 4-unit residential condominium project" The staff report was presented, ChainnanSleeter said the staff report discusses a balcony but he could not see it in the plans, Staff said that was in error, DurIDg,the ADR procedure they contemplated having a balcony but the applicant revised the plans and now-it isa window seal. . Ms, Butler indicated that they have proposed 4 guest paiking spaces but only 2 spaces are required, Slie remarl<ed that code rcquiresa decorative block wall to be constructed on all multi-family residential properties even though it may nol be sbown on the plans, It is a desirable feature and a mandatory requirementin.tlie side yards butnot necessary in the front yari1 area, Commissioner Huang asked whatlypes of easements are included as part of the squarefootage? Ms, Butler replied that utility easements along the perimeter of the property generally are not usable area, however, they are considered in the total square footage, The 10' setback is required from the property lineaild the fence-is on the property line, Staff said there are,other properties that abut the wash with 6' high walls and he did not think that landscaping would be a problem nor could heforesee a problem with persons climbing the w,all, The public hearing was opened, Robert Tong, Sanyao Internationa1, 141 W, Naomi. spoke in favor of the project and said they will be providing 4 guest parking spaces, Commissioner MurpbY asked if they would be willing to relocate unit #4 to the north part of the property to mitigate a long driveway, Discussion ensued with regard to Commissioner Murphy's suggestion and ,staff said that even if they were ,to relocate they would still need modifications, This had been.considered during the ADR procedUre, Ms, Butler added that shifting it wo\J1daffect the 30' batkout requirement from the garnge, COmmissioner Bruckllet suggested planting of trees to address Commissioner Murphy's concerns, Josh Grohs, 132 La Porte, said they are in agreement with all of the conditions in the staffreport, Arcadia City Planning Commission Page 3 4f22197 . . Paul Massier, 1000 N, First, said he had no objections to the proposed improvement. Bob Gamer, 910 B N, First Ave" President of the Homeowner's;.Association at~910-916 N, First, said they did not have any problems with the property being developed but thought they shoUld build 3 instead of4 units, This is a residential area, This development would block their view which they enjoy, Wayne Rog. 916N, First, said his backyard will abut this development. His unit is located on the south side of this project, lhis is not a dense neighborhood. He thought 4 units on an R-3 zoned property is too much. He asked if two cars can Pass each o,ther on a 20' wide driveway? He did not think they should ask for the relief of the side yard buffer for the landscaping. They should only be allowed to construct 3 units on an R-3 zoned lot. Ms, Butier explained tlu1t code allows driveways in developments of l2-units or less to be 12'-{j" wide with an approved modification, lhis is collSidered to be a,small pioject, The 12'-{j" driveway is more than adequak Staff looks at a project based on the merits of the project. Commissioner Huang asked Mr, Roghow this development would affect his view? Mr,. Rog.responded that he had not seen the plans, Staff showed him the plallS, After reviewing the plans, he still remained. opposed to the project and felt that it would block his view, He was concerned about the density and the traffic and noise generated by the development. He,thought that only 3 units should be constructed on an R-3 property, The public hearing notice indicated that this property IVas zoned R-3, They should not be granted the density modification, Ms, Butler explained that this property is'zoned R-2 not R-3, The density requirement for the R-2 zone is one unit for 3,750 sq, It, of lot area, The density in'the R-3 zone is 1 unit per 2,000 sq, It, of lot area, These units are 8 sq, ft, shy orthe 3,750 requirement. Iftheeasenlent could be included as part of the area, they would not-require this modification. JeffHamano, 910 eN, First, was opposed to the development which would block his view, The.re is only ,one house.on this lot with one car but this development would.have the poteniia1 for having 16 people, He cited ,the project atlO06N, First which is similar to this and said that property has virtually no yard area. and seerils.vexy congested, He asked how the Fire Dept. would be able to go down the 12;..6" wide driveway. especially if cars would be paIkedin the driveway, Il,could create a hazardous situation, In rebultal,Mr, Grohs stated that cars would not be pennilted to be paIked on the driveway and would be,towed, No one else spoke in favor of or in opposition to this item, MOTION 11 was moved by CommissionC!' Huang. seconded by Commissioner Kalemkiarian to close the public hearing, The motion passed by voice vote with none dissenting, Ms, Butler indicated that the 10' setback complies with Code, Commissioner Kalemkiarian was concerned with the right of the property owner and his desire to develop the property, Staff feels comfortable with the driveway width. lhis is not aiarge project and the modifications seem reasonilble, He thought this would enhance the neighborhood and the. City, ChaimIan Sleeter and Commissioner Mmphy agreed, Commissioner.Beil stated ted that it is a nice design, Arcadia City PlanningConunission Page 4 4(22/97 . . Sleeter None There is a five worldng day appeal period, Appeals are to be flied by Wednesday, Apri\30th, MATTERS FROM CITY COUNCIL CITY COUNCIL REPORTS/ANNOUNCEMENTS/STATEMENTS Chainnan Sleeter welcomed Mayor HllIbicht. Mayor Harbicht gave a brief history'of his experience as a past PlaDning Commissioner and ,Council Member, He said that he will be hosting a new educational progIll1ll which will be,aired on TV, Channel 20 called "Speaking of Arcadia", He will have guests on the show'(Council Members; staff) , answer questions from residents and even hold tours, Citizens can forward their questions to him and hewil\ respondlo th~m, Heaskedforfeedback and'saidhewas open to suggestions, He remarked that he ,attended the ABA meeting which discussed the Fanner's Market. They had a large turn out and,he was happy to see that They had a representative froin the City of Santa Monica who has three farmers markets. in their city, He was hoping these t)-pe of activities would revitalize the downtown area, He went on to say iliat as Pasadena isgradnally l!ecoming a business center, people are looking at Arcadia and surrounding cities for a place to stay, The City is trying to ben,efit from that He discussed the Santa Anita property and what type of proposal they will be submitting to the City; They anticipate the new project to be approximately 500.000 sq, ft, which is half of what is permitted .by the General Plan, On March 18th, the City Council was presented with a reimbursement agreement for processing the project but now they are waiting for Santa Anita to sign the agreemiIDt. He explained that the reason Santa Anita withdrew their first proposal, was because it was too large of a project financially for them to handle themselves, Consequently, they ' would need investors who wanted to'have a say in what would take place, The present proposal seems'to,be small enough that they can handle without the need ofadditional' investors, With regard to the Arcadia Lumber site, Ms, Butler.said she had heard rumors ,that the property was in escrow but that has not been comumed, Mayor HllIbicht said he had heard rumors of Bristol Farms being interested in. the Arcadia Lumber site but they were also interested in the Santa Anita property, Ms, Butler stated developers have expressed interest with the Foulger Ford site as well as the Arcadia Lumber but most are waiting to see what will happen on the Santa Anita property, MATTERS FROM THE PLANNING COMMISSION None Arcadia City Planning Commission Page 5 4122/97 . .
