The Planning Commission of the City of Arcadia met in regular session on Tuesday, April 8. 1997at,7:15 p:m, in the Council
ChambelS of the Arcadia City Hall. 240 W, Huntington Drive, with Cbainnan John Sleeter presiding,

CITY'COUNCIL REPORTS/ ANNOUNCEMENTS/STATEMENTS
Council Member Young stated that several hotels seem to be interested in developing the northwest comer of Second and
Huntington Dr, and the Council hoped that the City would be ilble to developit soon.
Commissioner Bruckner arrived at 7:25 p,m
MA T,TERS FROM THE PLANNING COMMISSION
Commissioner Murphy attended the Mayor's Prayer Breakfast and said that it was a very nice event. He indicated that the choir was
excellent.
Commissioner Murphy expreSsed interest in being involved with the development of the Santa Anita project. possibly during the
study sessions, He 3sked what the process would be?
Ms, Butler eX'Plained that Santa Anita would.fUe a formal application for the Specific Plan with the City in early sunimer, Public
hearings were anticipated to be held in October but due. to delays those hearings may be pushed back, Once. they file the Specific
Plan, it would be distributed immediately to the City Council and the Planning Commission, Staff and the consultants have been
working together so the Specific Plan that is filed will be more complete and thorough than the previous one:
Commissioner Murphy asked if the Planning Commission can,be involved with the meetings that Ms, Butler was speaking about.

Mr, Miller indicated that the Planning Commission will play an important role in the decision making process of the development of
the, Santa Anita property, All the materials will be forwarded to the Planning Commission for their review and are'public
infonnation, The Planning'Commission willhave an opponunity to play an active role during the public hearing process,
Commissioner Murphyrernaiked that he has'been aware of Commissioners from other cities being involved with the development of
major projects; where they get together along with the conSultants, developers in an iilformal type of a meeting.
Mr, Miller responded'that if all the Planning Commissioners would be involved, that 'meeting would have to be noticed and deemed
as a hearing, This would be out of the ordinary from the routine'role of the Planning Commission, The role of the Planning
Commission is specific and they will be able to review the project during the public hearing process, They are and should be the
absolute,neutra1 and unbiased land use Commission of the City, therefore any significant prior role would affront that process and
thought that is important when they begin the public hearing process,
Commissioner Bruckner said he is. also concerned and thought what Commissioner Murphy was requesting would be that they be
involved during,the EIR SO they do not receive all the infonnation all at once and they will have the time to absorl> the infonnation
little by little,
Ms, Butler indicated that at the present time, no study sessions have been scheduled. She would discuss Commissioner Murphy's
request with the City Manager, The Planning Commission will have the opportunity to review and address their concerns once the
SpecificPlan has been med and distributed,
Council Member Young remmked that it seemed to. her what Commissioner Murphy was requesting cOuld have been done prior to
the Brown Act but since the Brown Act changed, you cannot meet without a noticed meeting,
Mr, Miller statedthat,the Brown Act Is very specific and if the PlanningCoounission,got together, had a dialogue or an interaction
as a groUP. without that meeting being noticed, it could create substantial problems,

Commissioner Mmphy asked if the Conunission could receive as part of the packet what staff receives in the interest of
convenience,so that they do not receive a stack of papers all at once, which ,is unfair to the applicant as well,
Chainnan Sleeter requested that public hearings to receive public testimony be scheduled on consecutive evenings instead of being
spread over a few weeks period,
Ms, BuUer said staff would attempt to do that but there are many issues to consider. such as the location, The Community Center
might not be available on co~ecutive evenings, Also. when the Commlssion requests information, staff or the consultants may need
more than one day to provide them with a response.,
