2. PUBLIC HEARING CUP 97-002

Extended Stay America, Inc.,
Consideration of a conditional.use pencit for a 122-room'hotel.
The staff report was presented.
Staff indicated that the FAR. and site foot print comply with Code requirements. The applicant will landscape and provide
irrigation for the triangular shaped vacant land. The Arcadia Redevelopment Agency (ARA) is in the process of approving and
signing a development agreement ARA has already approved the architeCllmll design review for this project.
ConunissionerHuang.felt that as the Planning Commission thcyshould exercise their right and review the design and asked staff
if that would be appropriate?
Staff responded that the Conunission can add things to the architectmal design review. With regard to the satellite dish, staff
said Code requires it to be screened but the applicant has indicated that they might enclose it which is their prerogative. In April,
the Planning Commission will be considering a tenlative parcel map which will subdivide the subject property and create two
lots.
The public hearing was opened.
Mark Newman. Extended Stay. 8024 Cowan Ave.. Los Angeles, gave a brief history of their company and how it was formed
and managed. Their hotels are not franchise. Currently they have 55 open, 45 under construction and approximately 120 going
through a similar type of a process. They will landscape :the vacant parcel within 4 months after the hotel is completed and
following that. it will be the responsibility of Einkay Development or whoever purchases the property to maintain it. There has
been a discussion of the property being purchased by the relail center or constructing a restaw3nt once the hotel is completed.
He went on to, say that. they worked closely \vith the ARA in designing this project and they feel that once it has been completed,
the City arid Extended Stay will be very proud. In response to a question by Commission, Mr. Newman slated that hotels report
their occupancy and rates.to a centralized agency'and based on those records they feel there is a need for this type of a hotel.in
the area and are confident that it wiII be sUcceSsful. otherwise they would not have proposed this. They conducted a market
study prior to approaching the City. Their rate will be approximately $651or nightly or $299. for weekly rentals.
He indicated that they did not e"pect to have many people loitering in their lObby or too much pedestrian traffic. There will be
no on-site.ieslaurant. They do not. intend to have a security guard but if the need arises they will provide one. The sports court
was the ARA's idea and suggestion and they incorporated it into their plan. They wiII have 7 handicap room and some'rooms
that are slightly Jarger than the regular rooms. The front door will be open all day and a guest key wiU be required to open the
side dOOlS which would be locked at all times. There are two laundry areas; one for the hotel guests that would require a guest
key to unlock and one for hotel staff.
In response to a question by Conunissioner Bruckner Mr, Newman replied' that none of their hotels have been unsuccessful
whereby, they have not had the problem of conversion to a permanent residential use. They are a new company and have not had
that type or an experience but based on similar type uses he felt confident lhalthey would be successful. As part of the CUP
process. they could not change it from its original intended use.

Commissioner Kalemkiarian thought the vacanlparcellooked odd' and the landscaping might create a habitat for more rodents.

Ms. Buller explained thai as a condition of the DDA the Iwo .lols will have to be subdivided into two separale lols. There is a
polential for incoIporating the vacant parcel inlo the 5th Ave. projecl and staff feels that could be achieved.

Ms. Butler replied thai it cooid possibly be utilized as a parking 101 and it could be an inlegral part of the 5h Ave. project. .
Commissioner Huang had several concerns. He thoughl thai the roofline is very long, The facade is very rich but the ridge of
the roof line is very long and straight. He was concerned aboulthe fencing and if the Planning Commission would have another
opportunity to review il because he did nol want 10 have a blank wall around the project. His third concern was the pylon on sign
althe entrance. He thoughl it shOuld complimenlthe existing signs on Huntington Dr.
Staff responded thai along Santa Clara there are no fences. Residence Inn has a pylon sign on Huntington Dr. These type of
signs allow for visibility from the freeway and are limited to a maximum of 25' in height. Signs higher than that are discouraged
because of all the potential signs as a resullof the 5th Ave. project.
Commissioner BeUthought that it was a nice building with clean lines and the roof line was adequately articulated, and should
not picked apart. Sheliked the landscaping concept and,thought ilwas a good use of that parcel. She liked the sport court area
Commissioner Murphy agreed.

conditions in the staff report.

Chairman Sleeter noted that there isa five worldngday appeal period after the adoption of the resolution. The resolution wil\ be
adopted on Tuesday. April 8th. Appeals are to be filed by Wednesday. April 16th.

The staff report was presented and the public hearing was opened.
Tom Cao, Tritech Assoc., 735 W. Emerson, Monterey Park, said he was the engineer of the project and was in agreement with all
of the conditions in the staff report.
No one else spoke in favor of or in opposition to this ,item.

It was moved by Commissioner Huang, seconded by Commissioner Bell to close the public hearing. The motion passed
by voice vote with none dissenting.

The staff report was presented and the public hearing was opened.
Tom Cao, Tritech Assoc., 735 W. Emerson, Monl~rey Park, said he was the engineer of the project and was in agreement with all
of the conditions in the. staff report.
Messrs. Frank BIZowwskiand Steve Butler, 5733 S. Baldwin and 5727 S. Baldwin, respectively, spoke against the project. The
trend in the area. is to remodel and not to tear down and rebuild more units. They indicated that they did not need any more
people in this area which is already congested. Their water pressure is very poor and they could not see how this lot could be
developed with currenrconditions. The telephone lines and power. poles are very old and utilities are in poor shape. This project
will increase foot aJld vehicular traffic which is not needed. Parking is a problem and there have been numerous accidents
because it is difficult to back-out of driveways. They could ,not understand how or why this side of Baldwin was pennitted to
have multi-family units and asked if it is because it borders Temple City. Why these type of projecKare not permitted on the
east side of Baldwin?
In rebuttal. Mr. Cao said they would resolve the utility issues, The property is zoned R-land the project is in compliance with
the Genernl Plan thal'was recently adopted. There are currently 2 hoiues on the property and'they will be increasing that to 4 and
he did not think that would have an adverse impact.
No one else spoke in favor of or in opposition to this item,

It was moved by Commissioner Bruckner, seconded by Commissioner Huang to close the public hearing. The motion
passed by voice vote with none dissenting,
Staff explained the density requirements and the memos from the various City departments.
Ms. Butler indicated that by Code they could construct up to 8-units. Access will be onto Worlanan Ave. and not on Baldwin.
The east side of Baldwin is zoned R-I which is single'family but the,west side is zoned R-3- multiple family. The Genem! Plan
designation for this area is multiple-family. She did not think that adding 2 more units would have a significant volume of
pedestrian or vehicular traffic.
Commissioner Mwphy remarked that the property is zoned R-3, access will be from Workman Ave. and a traffic study was
conducted by the City's consultant when the General Plan was updated that did notindicaie a traffic problem on Baldwin Ave.

Consideration of a tentative parcel map creating two lots from one. One lot will front on Santa Anita Ave, and the
second lot on Las Flore,S Ave; The lots will contain 12. 151 sq; ft. and 10,023 sp. ft., respectively.
The staff report was presented and the public hearing was opened.
Eric Friedman, 9490 Telstar,El Monte, was in agreement with all of the conditions in the staff report.
No one else spoke infavor of or in opposition to this item.
