PLEDGE OF ALLEGIANCE
The Planning Commission of the City of Arcadia met in regular session on Tuesday, November 25,
1997 at 7:15 p,m. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with
Chairman Murphy presiding,

MOTION
It was moved by Commissioner Sleeter; seconded by Commissioner Kalemkiarian to excuse
Commissioner Bruckner from tonight's meeting, The motion passed by voice vote with none
dissenting,
SUPPLEMENTAL. INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Ms, Butler distributed revised Resolution 1557, letters that were received with regard to the CBD
regulations and a revised page 7 in the same report,
TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE
PLANNING COMMISSION ON NON-PUBLIC HEARING MATTERS (5 MINUTE LIMIT PER
PERSON)

Faye Stabler, 32-34 E. Huntington Dr., urged the Planning Commission to reconsider their
recommendations. She said sOllie of the property owners would like to be able to lease to office uses on
Huntington Dr. She felt that they were under represented, -
In reply to the Planning Commission's questions, Ms. Butler stated that the Planning Commission's
recommendations would be forwarded to the City Council for review, She did not know whether it
would be a public hearing or not If the City Council chooses to move forward with the
recommendations, they will direct staff to prepare the appropriate text amendment She anticipated that
the text amendment and public hearing would come before the Planning Commission at their February
24th meeting. Following the Planning Commission's action, public hearings would be held before the
City Council.
Both property owners and tenants will be notified of the public hearing dates for the above text
amendment.

MOTION
It was moved by Commissioner Kalemkiarian, seconded by Commissioner Sleeter to read all
resolutions by title only and waive reading the full body of the resolution, The motion passed by
voice vote with none dissenting.

Consideration ofa conditional use permit to operate a 4,452 sq, ft, restaurant with an interior
seating capacity for approximately 132 persons, The restaurant will also provide a 1,400 sq, ft.
outdoor dining area with seating for approximately 72 people,
The staff report was presented,
Staff indicated ,that one parking space has been allotted for this business within the parking district,
The public hearing was opened,

Dennis Hartman, 677 W, Monteeito, Sierra Madre, appreeiated all the help that he received from staff
because his el,{perience was quite different from the one that he had ten years ago when he was opening
his other restaurant.
Commissioner Huang suggested installing a gate at the outside dining area because he felt it would
provide a sense of space and tie it into the building,
Mr, Hartman remarked that they would be adding 400 sq: ft. to accommodate a restroom, The exterior
of the building will be painted.
Bob Daggett, 536 N. Old Ranch Rd" spoke in favor of this item. He felt this is a terrific restaurant and a
welcome addition to the community,
No one else spoke in favor of or in opposition to this item,
MOTION
It was moved by Commissioner Sleeter, seconded by Commissioner Bell to close the public
hearing, The motion passed by voice vote with none dissenting,
Commissioner Kalemkiarian agreed with Mr, Daggett and said this would be a welcome addition to the
downtown area, He was not concerned with the parking, He thought that;more parking spaces should
be allotted from the parking district. Hefelt if the parking district would get cleaned up, i,e,; remove the
stagnant cars that people sleep in, additional parking would be created,
Staff remarked that the parking district is shared parking for all the businesses.
Chairman Murphy felt there is plenty of available parking,
COmmissioner Bell liked the project and Commissioner Sleeter agreed,
Commissioner Huang suggested that as part of the review process staff consider the finish and the
texture of the wall. It would be nice if the walls on both sides of the courtyard are of the same material.

Staff replied that the applicant intended to plant a vine that would eventually cover the wall, He
described the colors and finish of the proposed project, This building has been vacant for the past 9
years and has been seismically retrofitted,

It was moved by Commissioner Sleeter, seconded by Commissioner Kalemkiarian approve CUP
97-0Bsubject to the conditions in the staff report,

resolution. The resolution will be adopted on Oeeember 91h, Appeals are to be filed by Tuesday,

3. PUBLIC HEARING CUP 97-014

Bowling Square, Inc,
Consideration of a conditional use permit to amend conditions of approval set forth in City
Council Resolution 3264,grantiilg a zone varianee for the operation of the bowling alley.
Amendment to the conditions of approval includes the serving of alcoholic beverages (other than
beer) on the concourse, the hours of operation and the prohibition of billiard and pool tables.
The proposed changes would be consistent with the existing operation of the bowling alley with
the exception of the service of alcoholic beverages,
The staff report was presented.
Ms. Butler stated that currently only beer is allowed in the concourse area. In cheeking surrounding
cities, it was discovered that this is an unusual condition .that was applied'to both of the bowling alleys in
the City. This is the only bowling alley in the City, the other one has closed, It is not typical to limit
the sale of alcoholic beverages in the toncowse area, The Pollee Department was contacted regarding
this request and they did not have any concerns and felt there was adequate lighting in the parking lot.
The public hearing was opened,
Gary Ford, 603 Ritter, Diamond Bar, said this bowling alley was established in 1960 and two years later
they did an addition. In the past 37 years, there have been many changes in the industry, Arcadia is the
only city in the,San Gabriel Valley to have:these restrictions and this puts them at a disadvantage when
trying to compete with other bowling alleys in the area,
In response to a question by the Commission, Mr,. Ford said Junior Leagues usually play early Saturday
mornings and at that time the bar is closed thus no alcoholic beverages are being served, He indicated
that they would like to amend their hours of operation on Thursday, Friday and Saturdays to be open

until 3 ;00 a,m, due to the large number of persons who like to bowl late into the evening, They would
like their opening hour changed on Sundays to 8:00 a,m,
With regard to the sale of alcoholic beverages he indicated that they have a type 47 license allowing
tlJem to serve all alcoholic type beverages. It is their responsibility to check identification, He asked
that they be allowed to keep the billiard tables, Alcoholic beverages are served from 5:30 p.m, to 2:00
a,m,
Mr. Miller said that a type 47 license preempts any other restrictions,

public hearing, The motion passed by voice vote with none dissenting,
Commissioner Kalernk:iarian was in agreement with the request since it was mostly clean up work.
Commissioner BelUiked Bowling_Square and said it is a great place for a family,
The consensus of the Commissioner was favorable,

CUP 97-014 subject to the conditions in the staff report,

Consideration of modifications for a proposed 14-unit residential condominium project,
:The staff report was presented,

Staff distributed photos and a material sample board, He indicated that wrought iron fencing would be
utilized for the b8Jconies, There will be an electric gate at the front. Only two of the bay windows will
encroach into the'side yard setback. He explained the density requirements. He noted thatthe density is
one unit per 3,600 sq. ft. per unit. Code allows one unit per 2,000 .sq. ft. per unit. ft. The density is
significantly lower than what is allowed by Code. The building separation is due to the irregular shape
of the lot. If this were a rectangular shaped lot, they would comply with Code, Trash enclosure is
located in the middle of the .lot.
Ms, Butler expanded on the density and said that they could build up to 25 units due to the lot size.
The public hearing was opened,
Homer Yen, 815 W, Duarte Rd" the architect of the project was in agreement with all of the conditions
in the staff report. They will be providing lighting in the trash enclosure and storage area, In reply to a

question by Commissioner Kalemkiarian, Mr, Yen said they would take into consideration the location
of windows for privacy purposes on the sides of the buildings,

MOTION
It was moved by Commissioner Sleeter, seconded by Commissioner Huang to close the public
hearing, The motion passed by voice vote with none dissenting,
Commissioner Sleeter was in favor of this project. He liked the open space, the visual break up and the
design elements,
Commissioner Kalemkiarian liked the way the gUest parking was designed,
Chairman Murphy agreed and liked the elevations,
Commissioner Huang wondered if the guest parking requirements could be amended so that the spaces
do not have to be in one location,
Mr. Nicholson said that in large projects it is more desirable when the guest parking spaces are separated
and disbursed throughout the project. In the past, the Planning Commission had expressed concerns
over individual guest 'parking spaces, He noted that staff is looking into revising the multiple-family
regulations: '

It was moved by Commissioner Huang, seconded by Commissioner Sleeter to approve MP 97-
008 subject to the conditions in the staff report.

6. dm REVISIONS
PURPOSE: To ratify.staffs summation of the Plannmg Commission's proposed CBD revisions
to be forwarded to the City Council.
The staff report was presented,
Ms, Butler explained that the Planning Commission's recommendations would be forwarded to the City
Council at their December 16th meeting. She did not know whether that would be a public hearing or
not. At that meeting, they would decide whether to proceed with a text amendment and should they
choose to proceed, they will direct staff to prepare the appropriate text amendment. Testimony will be
taken at public hearings that will.be held before both the Planning Commission and the City Council.
In reply to a question by' Commissioner Sleeter, Ms. Butler said classifying the photo studio as a service
use would not have an affect on the existing studio, A photography store would be considered retail.
Mylar balioons were prohibited because of problems with electrical wires, She explained that the phOto
studio was not considered a retail business because they generally do not generate a lot of walk-in
traffic. Most business is by appointment only,

Commissioner Kalemkiarian said a photography studio, such as Expressly Photos, would be a good
business in the downtown area, The.customer walks in, has their pictures taken, walks around in the
downtown area for one hour and then returnS for his photos. This type of a business would generate a
lot:of pedestrian traffic.
Ms, Butler said that wording is included to allow the Planning Commission to review a business such as
Expressly Photos to detennine ifit is an appropriate use,
Ms, Butler said that based on previous conversations, outdoor displays should be allowed in the public
right-of-way or on private property provided that a certain clearance is provided, For ADA
requirements as well as to provide adequate public access, On First Ave, most buildings have a 4'
,setback'from the property line where outdoor displays can be placed. But on Huntington Dr. most
buildings are on the property line, Staff can review portable signs over the counter without a fee, There
would be a fee if a time elCtension. were requested on temporary banners.

Commissioner Kalemkiarian liked the insurance requirements for display signs in the public right-of-
way,
Chairman Murphy thought it would be difficult to please everyone but noted that the majority of the
ABA is in favor of the way the amendment has been drafted, It is very important to have another public
hearing process,

It was moved by Commissioner Sleeter, seconded by Commissioner Kalemkiarian to approve the
revised text and direet staff to forward the proposed changes to the City Council for their review,
