Huntington Drive with Chairman Paul Kalemkiarian presiding. Consideration ofrnodilications for a 7-unit residential condominium project. The staff report was presented. Commissioner Murphy was concerned with the long narrow driveway. Staff explained that when a project has less than 12-units or the driveway-is less than 125' long, a 12'-6" driveway is allowed. In this case, the driveway exceeds the 125', therefore, they are required to have a 20' wide driveway, The public hearing was opened. Eric Friedman, 20E. Foothill Blvd. representing Waken Development, said they were in agreement with all of the conditions in the staff report. . RobertTong, Sanyao Int'l, 141 E.DuarteRd" said the landscape area can be moved on either side of the driveway. No one else spoke in favor of or in opposition to this item. Chairman Kalemkiarian c10sedthe public hearing. Commissioner Murphy was concerned with the aesthetic of a 13' wide driveway and how it would appear'from the street. He wondered if there were other alternatives? He asked that staff work with the:architect to soften the appearance of the walL Staff suggested bow-outs and planting of creeping vines which would mitigate the appearance of the block wall. Ms. Butler saiCI that method was used on the Albertson's on Live Oak and it has worked well and enhanced the area. It softens the look of the wall. It is always desirable to consolidate lots for developments butthat.is not always possible, Chairman Kalemkiarian suggested moving two of the trees to the front of the driveway to mitigate the view. Commissioner Sleeter inquired about the security gate, which was called out on the plans and asked if staff has reviewed the design? He wanied to see it and Commissioner Murphy remarked that it was depicted on the rendering that was presented. Commissioner Bruckner rema-rked they could also introduce diffen:nt types of concrete pattern into the ariveway. .:'\tcadiiCity PI.mning Conuniuiori 2 p.:SB MOTION . . It was moved by Commissioner Bruckner, seconded by Commissioner Sleeter to approve MP 9&-014 & ADR 9&-037 subject to the conditions in the staff report with the amended conditions listed below: 1, Bow-outs be implemented into the plans along the easterly wall to help soften the appearance of the wall. 2. Two trees be planted at the entrance of the driveway to mitigate the long. narrow driveway. 3. The design and material of the wrought iron gate be reviewed by staff. The staff report was presented, Staff explained the landscape would be around the driveway. The public hearing was opened. Robert Tong, Sanyao In!'l, 141 E. Duarte Rd., said they are in agreement with all of the conditions inthe staff report. No one else spoke in favor of or inopposiiion to thisitem, Chairman Kalemkiarian.c\osed the public hearing. Commissioner Bruckner remarked that although this is a.nice project, and.he did take notice that the front doors are facing the street, he would like to see different designs. It seemed that they just looked at this design at the previous meeting. He suggested that the designer try to vary the design so they do not end up with similar type homes around the city, MOTION It was moved by Commissioner Murphy, seconded by Commissioner Sleeter to approve MP 98-016 & ADR 98-040 subject to the.conditions in the staff report. Appeals are to be filed by'Tuesday, December 15th. 4. PUBLIC HEARING GP 98-003 324 N. Second Ave, (the vacant parcel located on the east side of Second Ave. north of the City water tanks and south of the 21 0 Freeway) Donald & Robert Johnson Consideration of a general plan amendment to change the General Plan designation from Mixed Use CommerciallMuitiple~Family (MU-CIMF) to Mixed Use CommerciallIndustrial (MU-CI), The staff report was presented, Ms. Butler explained the water tanks would not be moved, One of the water tanks is very old and it will be rebuilt. The Edison substation will remain, During the past year,the applicant has discussed developing the'sitewiih a public storage facility butan application has not been filed. In response to a question by Commissioner Sleeter, Ms. Butler stated that it would be difficult impossible to develop this site with housing units. Staff has met with several consultants for developing housing units and all indicated that this site would not be suitable for that type of a development because it is not close to services and,does not meet the criteria set by the State. The City will be reviewing potential sites and if itis deemed that a site cannot be developed with housing units then it will be taken off of the list. lfthey decide to develop the site with a public storage facility, a zone change from CPD-] to C-M would be necessary which requires a public hearing and review before both the Planning Commission and City CounciL Commissioner Bruckner did not want to permit them by right to develop the site with a public storagefaci!ity and Ms. Butler responded that this would be a "transition site". The public hearing was opened, Don Johnson, 2280 University Dr., Newport Beach, said they have not made a decision to develop this site with a public storage facility, that they need to conduct a market study. The market analysis that was Performed last year is not up to date and would need to researched again. No one else spoke in favor of or. in opposition to this item. Commissioner MUiphyremarkJltat this is a difficult property to devel!onsidering its odd shape and the surrounding land uses. . , Commissioner Kalemkiarian thought this a great site for a public storage facility. MOTION It was moved by Commissioner Sleeter, seconded by Commissioner Huang to recommend approval of GP 98-003 to the City Council. ROLL CALL: AYES: NOES: Commissioners Bruckner,Huang, Murphy, Sleeter, Kalemkiarian None MATTERS FROM CITY COUNCIL None MATIERSFROM PLANNINGCOMMISSON It was announced that the group in the audience was students from Arcadia High School who are taking an Environmental Science class. Chainnan Kalemkiarian remarked that recently he attended the Monrovia Planning Commission meeting and noticed that their staff used "Power .Point" in their presentations and suggested staff try thanoo!. He asked if anyone has noticed the cell site in San Dimas that was designed to resemble a windmill? He also discussed the presentation before the City Council's last meeting regarding the home in the Highland Homeowner's Association. This project vias before the Modification Committee and they approved it based on the presented documents. He anticipated that the HOA would appeal the Modification Committee's approval tothe Planning Commission. Commissioner Murphy expressed concerns over various signs and banners around the City, srecifically, theEl Polio Loco and several of the other shops in the shopping center at the comer of Duarte Rd, and Santa Anita. Ms. Butlerresponded that the City Council approved an increase in fines for businesses that violate the sign codes and staff has been citing businesses. Unfortunately, due to lack of staffing these signs are going up much faster than staff can respond. I. CITY COl,JNClL ACTIONS 2. UPCOMING AGENDA ITEMS Ms. Buder recapped the upcoming projects before the Planning Commission and recent actions taken by the City Council. She also remarked that a developer has contacted the City regarding developing the Anoakia site with 31 single"family homes. This is in the Upper Rancho area and all homes will need their review and approval. They would need to obtain a tentative map and a CUP, both requiring public hearings before the Planning Commission. Mr. Miller gave a brief history of the City's adult entertainment ordinance. The City is. in the process of updating its ordinance and has obtained the assistance of Debra Fox who is experienced in this matter. The intent is to develop standards and make certain findings based on land use impacts.
