The Planning Commission of the City of Arcadia met in regular session on Tuesday, October 13,
1998 at 7:15 p.m. in the Council Chambers of the City of Arcadia, at 240 W,Huntington Drive with
Chairman Paul Kalemkiarian presiding.

Commissioner Bruckner indicated that he was absent from this meeting and the Roll Call shows him
as being both present and absent.
MOTION
It was moved by Commissioner Sleeter, seconded by Commissioner MUrphy to approve the
Minutes of September 22nd as amended,

Consideration of tentative parcel map to subdivide 2-lots into 5-lots for
industriaVcommercial use,
The staff report was presented,
Ms, Butler explained the street lighting requirements, She said that sewer lines would have to be
installed and the City ofEl Monte had agreed to provide sewer service to the site,
The public hearing was opened,
Russ Pierce, McMahon Development, 380 Stevens Ave" #313, Solana Beach, was concerned with
the lighting requirements but he discussed it with Engineering Division and feh their concerns were
addressed,
In reply to comments by Mr, Pierce, Ms, Butler said that the conditions would have to be complied
with and the City was not concerned with who would pay for the improvements as long as the
improvements were. made,
Mr, Pierce remarked that their uses would have a minimal affect on traffic, They supported a
continuous "left-turn only" lane,
No one else spoke in favor of or in opposition to this item,
Chairman Kalemkiarianclosed the public hearing,
Ms, Butler revised condition 4 to read:
4, That the developer shall replace the existing streetlights on wood poles located on the
north side of Lower Azusa Rd,across from the subject property and instali new
streetlights on concrete poles with underground wiring, The Engineering Division shall
determine the number of light standards'and the location,
MOTION
It was moved by Commissioner Murphy, seconded by Commissioner Huang to approve TPM
98-020 subject to the conditions in the staff report with the amended condition listed above,

Chairman Kalemkiarian noted that there is a ten-day appeal period. Appeals are to be filed by
Friday, October 26th.

Gina's Restaurant (Basement of Bowling Square)
Consideration of conditional use permit to allow "karaoke" and/or "sing-along"
entertainment at an existing restaurant and cocktail lounge.
The.staff report was presented.
In response to Commissioner Sleeter's question, Ms. Butler said that even though the location of the
karaoke is in the basement, the building is visible from the street. She said that there have been no
prolilems reported by other locations in the City that have karaoke. The Police Dept. did not have
any-objections to the use.
Mr. Miller explamed that the intent ofthat condition was for law enrorcement to be able to have
access and to see the site. He also stated that the City Manager spoke with the School
Superintendent and he said that the letter from the President of the PT A is not the position of the
PTA. An actuaJ vote was not taken. This is th.e opinion of the PTA President only. The persons
who did sign the petition are against the proposal.
The public hearing was opened.
Ed Brennan, 1953 Arriba Dr., Monterey Park, spoke on behalf of his nephew who is the applicant.
He commended staff on the staff report and their assistance in pursuing the CUP. Their hours of
operation Will be from 8:00 p.m. to 2:00a.m. which is the same as the restaurant. They are currently
using live music but would like to have karaoke for the benefrts that it offers. A lot of their clients
are older and it is difficult ror them to read the sheet music in dim light but it is much easier to sing
to karaoke because the words are printed on a big screen. They were in agreement with all of the
conditions inthe.staffreport. They do not use cordless.microphones. The singing would be done on
stage. He thought their maximum occupancy was for 99 persons.
Shone Wang, 111 W. Foothill Blvd., spoke against the request. He thought that this location would
be destined to have problems. In his opinion, singing and alcohol did not mix well and there would
eventually be problems. He was aware of shootings and problems at other karaoke establishments in
the neighboring cities and has read of many reports of problems in the Chinese newspapers. A
karaoke business would have an adverse impact on the safety and the image of the city. He admitted
that he has never been to a karaoke establishment. He knew that the City wanted to bring in business
but this is the wrong kind of business to be encouraging. He thought this is a type of an
entertainment that one could have at home and not go out for it. He feh this business would only
cause problems fur the City.
.In rebuttal, Mr. Brennan said that in the past year that they have had karaoke they have never had
any problems. .He indicated the above comments are made by someone who has never been to this
type of an establishment and invited Mr. Wang to their location.

Chairman Kalemkiarian closed the public hearing.
Ms. Butler said that nothing was filed with the ABC and reiterated that the Police Dept. did not
object to the proposed use. She said there is a bar area but there are no private rooms with closed
doors.
Commissioner Murphy did not think that this would be a problem. He could not see how adding
singing to a business that already has live music and dancing would create an adverse impact.
Commissioner Sleeter was in favor of the project as long as the Police Dept. did not have any
objections to it.
Commissioner Huang said that he has done karaoke both'in restaurants and in the home. He did not
think karaoke would create an unsafe situation. He was not afraid of going to a karaoke bar.

It was moved by Commissioner Bruckner; seconded by Commissioner Sleeter to approve
CUP 98-019 subject to the conditions in the staff report.

Consideration of coriditional use permit for the operation of an 1,100 sq. ft.inartial arts
instruction and tutorial center. in an existing shopping center. There will be a maximum of 1 5
students at anyone time. The hours of operation will be 10:00 am. to 10:00 p.m., 7-days a
week.
The staff report was presented.
Ms. Butler said that the Planning Commission can put a Iimit.on the number of students but that is
very difficult to police. She did not think that is necessary. She felt the limited space would in
effect limit the number of students.
The public hearing was opened.

Fu Hang Ng, 2047 Workman St., Los Angeles and KC. MUll, 9 Ralph St. Rosemead were
present. Mr. MUll, one of Mr. Ng's student spoke on behalf of Mr. Ng. They would be offering
marital arts classes inthe evenings from 5:00 p,m. to 9:00 p.m. On Saturday momings, they would
offer SAT prepatory classes. He did not think they could accommodate more than 15 students. The
parking in the back of the building is rarely used; thus they would not have any parking problems.
This use would be compatible with what is existing at the center.
After reviewing the conditions of approval and Ms. Butler's response to their questions, they were in
agreement with all of the conditions ofapprovaI.
No one else spoke in favor of or in opposition to this item.

Consideration of conditional use permit to operate a235-seat restaurant.
The staff report was presented and the public hearing was opened.
Alain Bally, 4510 E. Pacific Coast Hwy, Long Beach, said they were in agreement with all of the
conditions in the staff report. He thanked stafffur'their assistance and said they would like to open
as soon as possible. He invited the Planning Commission to their location by the Brea Mall. There
will be an on-site microbrewery. The silo will be decorative and used ror storage of grain,only.
No one else spoke in favor of or in opposition to this item.
Chairman Kalemkiarian closed the public hearing.
Ms. Butler said that the ARA did not provide any financial assistance.
Conimissioner Sleeter thought that it would be nice to have an occupant at this location.

to accommodate seating for 20 additional people.
The staff report was presented and the public hearing waS opened.
Alfred Wu, 308 E. Huntington Dr., said he was in agreement with all of the conditions in the staff
report.
No one else, spoke in favor of or in opposition to this item.
Chairman Kalemkiarian closed the public hearing.
Commissioner Sleeter thought it would be a good improvement.

Council Member Roncelli said that it appears to hinJ that Santa Anita's parent company is looking
for ways to increase their funds.
He had heard that the new owners of the. mall were interested in expanding and thought it would be a
great idea if the race track and,the mall would come together fur a joint venture. He felt everyone
would benefrt if that happened. He feared that if any development would take place on the Santa
Anita property, the City would eventually lose the race track as a result.
Commissioner Huang thought that ajoint venture would be a good idea.

Commissioner Murphy was excited about having REI come to the City.
Ms. Butler said that this project complies with Code and would not require Planning Commission
approval, although they might need a modification for their sign which would be reviewed by the
Modification COmmittee. The Agency will review the design of the project. For their information,
staffwill rorward their plans to the Planning Commission once it is submitted.
