The Planning Commission of the City of Arcadia met in regular session on Tuesday, September 8,
1998 at 7:15 p.m. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with
Chairman Paul Kalemkiarianpresiding.

Consideration of tentative parcelmap to create two lots from one.
The staff report was presented.
Staff noted that there are a number oflots in the area that are less'than 75' wide.
The public hearing was opened.
Engles Shen, 11] 1 Corporate Center Dr., Monterey Park, said there are IS lots on this street and
several on Logaririta that are under75' wide. This subdivision would create. a desirable situation.
Joe Shalabi, 1324 S. Tenth, owner of the property spoke in favor of the subdivision. He remarked
that,they would construct two new homes, which would bring in more property taxes for the City.
No one else spoke in favor of orin opposition to this item.
Chairman Kalemkiarian closed the public hearing.
The consensus of the Planning Commission was favorable.
MOTION
It was moved by Commissioner Murphy, seconded by Commissioner Sleeter to approve
TPM 9S-017 subject to the conditions in the staffreport.

Consideration of tentative parcel map for a 2-unit condominium project.
The staff report was presented and the public hearing was opened.
Richard Tipping, representing Bowden Development, 425 E. Huntington Dr., Monrovia, said they
are in agreement with all of the conditions in the staff report.

3. PUBLlC.HEARING Z 98-003
South side of Lower Azusa Rd.
McMahon Development Group, LLC
Consideration of a zone change from M-2 (Heavy Manufacturing) to M.I (planned Industrial
District).
The staff report was presented.
Staff indicated that outdoor storage is permitted in the M-lzone with an approved CUP. Any use
would need to comply with all the development standards even if a CUP is reqUired. Each and every
use would be reviewed. Signs would require architectural design.review. The design review process
would be done administratively unless modifications are required,
The public hearing was opened.
Russell Pierce, 380 Stevens Ave., #313, Solana Beach, said they would like to develop the property
and that they filed the tentative parcel map application today, to subdivide the lot. The property is
adjacent to residential property and this'woidd be the best development of the site because it would
provide a buffer. As. additional buffer to the residential properties, they will construct an 8' high
concrete block wall and a 10' landscapearea;a1ong the south side of the property. In addition, they
have added 26'-30' of drive area and redesigned the project so the loading docks would not be
facing the residential properties. They are proposing an office use for more than half of the south
side of the property, which would be less intrusive to the residential properties. Parlcing is 2/1,000
sq. ft. of building area for the industrial use and 4/1,000 sq. ft. for office use.
One of the elements that helped the economics of this project was that they were proposing to "build
to suit". They are currently negotiating for other uses. He thought a distribution use would occupy
the space, which is very non-intrusive. They have designed the project so there will be no windows
on the side of the building facing the homes. The warehouses will range from 13,000-45,000 sq. ft.

The Planning Commission was surprised thatthere were no EI Monte residents at tOnight's meeting.
Notices were mailed to all property owners within 300' radius of the subject property.
Commissioner Murphy thought the zone change would be a good move.

approval ofZ-98-003to the City Council.

4. PUBLIC HEARING TA 98-003
McMahon Development Group, LLC
Consideration of a ~xtamendment amending Section 9266.1.4 of the Arcadia Municipal
Code to allow local offices for City, County, Stateandlor. Federal government officialS
and/or agencies in the.M-l zone.
The staff report was presented,
Mr. Nicholson explained that in the M-l zone there could be up to 25% of office space with a
parking requirement of 2/1,000 sq. ft. and if.it exceeds that the parlcing would change to 4/1,000 sq.
ft. The office use must be less than 50"/0.
Chairman Kalemkiarianremarked that an office use would bring in more people to the City.
Mr. Nicholson indicated that only 3% of the City is for. industrial use.
The public hearing was opened.

on the south side of the property fronting Lower Azusa Rd. An office use would be a good
transitional use between the industrial zoned properties and the residential properties in EI Monte. It
made more of an economical sense to. develop a portion.of the property with a "build to suit" type of
a development The proposed uses will be non-intrusive and they are in negotiations with two
different county agencies that would like to relocate from EI Monte. Both are typical office uses and
one ofthejdeas they are contemplating is to avoid putting any glass onthe side of the building that
abuts the residentially zoned properties. They will be proposing an innocuous use.
