PLEDGE OF ALLEGIANCE The Planning Commission of the City of Arcadia met in regular session on Tuesday, August 11, .1998 at 7:15 p.m. in the Council Chambers of the City of Arcadia, at240 W. Huntington Drive with Chairman Pro Tern Richard.Bruckner presiding. ROLL CALL: PRESENT: Commissioners Huang, MUrphy, Sleeter, Bruckner ABSENT: Commissioner Kalemkiarian MOTION It was moved by Commissioner Huang, seconded by Commissioner Sleeter to read the resolutions by title only and waive reading the full body of the. resolutions. The motion passed by voice vote. OTHERS ATTENDING City Attorney Michael Miller Community Development Administrator Donna Butler Associate Planner Jim Kasama Assistant Planner Candyce Burnett Secretary Silva Vergel SUPPLEMENTAL INFORMATION FROM ST AFFREGARDING AGENDA ITEMS Ms. Butler distributed a letter of opposition from Mr. Rob Roy regarding TM 52653. He was concerned with parking and the loss of his view. She indicated that a revised Resolution 1576 was also distributed and noted that the title was the only thing that was revised. TIME RESERVED FOR THOSE IN 1HE AUDIENCE WHO WISH TO ADDRESS TIffi PLANNING COMMISSION ON NON-PUBLIC HEARING MAITERS (5 MINUTE LIMIT PER PERSON) None PRESENTATION TO OUTGOING MEMBER CAROLYN BELL Chairman Pro Tent Bruckner presented a resolution to Carolyn Bell who served on the Planning Commission for four years. He indicated that he would miss her guidance and expertise regarding landscaping issues. ,. . . Ms. Bell introduced her family. She said that she enjoyed serving on the Planning Commission and commended them on doing a fantastic job. She suggested having a "Tree Committee" and hopefully she could participate in that at a later date. Commissioner Murphy remarked that she provided a wonderful dimension to the Planning Commission and he enjoyed working with her. Commissioner Sleeter said he would miss her views on landscaping issues. Her eye for de1ai1 was very beneficial to them. He remarked that she would see and point out things that he would never see. Commissioner Huang agreed and hoped that one day they would getanotherIandscape architect on the Planning Commission, which would help balance out their expertise. He felt they would be short handed without Ms, Bell. 1. MINUTES of 7/28/98 MOTION It was moved by Commissioner Murphy, seconded by Commissioner Sleeter to approve the Minutes of July 28th as published. ROLL CALL: AYES: NOES: ABSENT: Commissioner Huang, Murphy, Sleeter, Bruckner None Commissioner Kalemkiarian 2. PUBLIC HEARING CUP 98-016 & ADR 98-018 12340 Lower Azusa Rd. Airtouch Cellular Consideration of a conditional USe permit for a cellular telecommunications facility and a 45' tall monopole antennae structure. The staff report was presented and the public hearing was opened. Nad Pendleton, Air Touch, 3 Park Plaza, Irvine, was in agreement with all the .conditions in the staff report. He asked that condition no. 1 be revised because they found that it. is better to use a galvanized pole which in amatter of a few short months begins to blend in better instead of painting the pole. No one else spoke in favor of or in opposition to this item. Chairman Pro Tem Bruckner declared the public hearing closed. He recalled another antenna that was approved in the same vicinity within the last year and thought that they required them to paint the pole blue or similar and felt they need to be consistent and require the.same from this applicant. Commissioner Murphy did not want to amend condition no. I and felt confident staff could review and approved the color of the pole. Commissioner Huang thought that a light blue would match the existmgpole best. MOTION It was moved by Commissioner Sleeter, seconded by Commissioner Bruckner to approve CUP 98-016 & ADR 98-018 subject to the conditions in the staff report with the modification to condition no. I that the color be consistent With the previously approved pole in the area. ROLL CALL: AYES: NOES: ABSENT: Commissioner Hilali& Murphy, Sleeter, Bruckner None Commissioner Kalemkiarian Chairman Pro Tem Bruckner noted that there is a five working day appeal period after adoption of the resolution. The resolution Will be adopted on August 25th. AppealS are to be .filed by Wednesday, September 2nd. 3. PUBLICHEARINGTM 52653 22-26Fano St. NCK Development, LLC Consideration of a tentative map for an 8~unit condominium project. The staff report was presented and the public hearing was opened. Engles Shell, 1111 Corporate Center, Monterey Park, was in agreement with all of the conditions in the staff report. He did not think there would be a parking problem and explained the number of available parking spaces including guest parking. No one else spoke in favor of or in opposition to this item, Chairman Pro Tem Bruckner declared the public hearing closed and said that it appears that the project is in full compliance With Code. Appeals are to be filed by Friday, August 2181. NON PUBLIC HEARING ITEMS 4. RESOLUTION NO. 1575 A resolution of the Planning Conunission of the City of Arcadia, California, granting CUP 98-016 to operate:a child care center at 2612 S. Baldwin Ave. RESOLUTION NO. 1576 A resolution of the Planning Commission of the City of Arcadia, Califomia, recommending to the City Council approval ofGP 98-001 and amending Appendix A and the Community Development elernentofthe Arcadia General Plan addressing statutory requirements relating to the City's Housing Elernent Ms. Butler read the titles of the resolutions. MOTION It was moved by Commissioner Murphy, seconded by Commissioner Bruckner to adopt Resolutions No. 1575 and 1576 and to formally affirm the decision ofJuly 2 8th and the votes thereon. MODIFICATION COMMITTEE MEETING ACTIONS ~ Commissioner Huang recapped the actions taken by the Modification Committee, Staff expanded on the actions that were taken. MATTERS FROM STAFF 1, Discussion regarding Santa Anita Commercial Center Schedule Don Penman, Deputy City Manger/DeveIopment Services Director was present He remarked that it has been a tight schedule. from the beginning of this project. Santa .Anita would like entitlement by the end of the year, There are a few times in the year that theaters like to open and Santa Anita would like to be open by Thanksgiving of 1999. He recommended one joint meeting with the City Council where the applicant and his architect would present the project. At this meeting, they will discuss the circulation and general information about the project. They could ask them questions and discuss issues at this time, From there separate study sessions would be,held by the Planning Commission, where they would be able to reView the project. These meetings'wouId be open to the public, The audience would be able 'to speak under time reserved from the audience. Noticed public hearings would then be scheduled at a later date before the Planning Commission and City Council to review the EIR and Specific Plan. It is hoped that the public hearings before the Planning Commission would be held at their October 27111 or November 10111 meeting and before the City Council on November 17111 or December 1st. The Planning Commission can hold as many public meetings/work sessions as they feel necessary to review the project, ask questions and discuss issues. It is requested, though, that these meetingS be held in a condensed time frame. Meetings do not have to be held on regular Planning Commission meeting dates and can even be held on Saturdays. Once they are comfortable with the project, then public hearings can be scheduled, Mr"Miller noted that at the study session a time slot should be aIlottedfor audience comments and testimony would need to be taken. from anyone wishing to speak. Commissioner Sleeter asked about the overall time frame of the EIR? He asked that there be enough time between-the public meetings and the public hearings so they can have time to review the EIR and documents, He did not want the public hearings scheduled,immediately after the work sessions. He commented that usually the,same people attend the meetings, whether it is 2 or 4 meetings and reiterate the same issues, . Chairman Pro Tem Bruckner hoped that the applicant would be able to discuss their marketing strategies when they present the project as well as design aspects, He said the Planning Commission is willing to spend as much time as necessary to review the project. This is the largest parcel in the City and it is important that they have the best development Mr. Penman thought that they were running a couple of weeks behind their original set dates, He assured the Planning Commission that there would be at least a couple of weeks between the public meetings and the actual public hearings, ArcodUo City PbmDDIg Commission ~ 8/11/98 . . Commissioner Murphy did not mind having meetings on consecutive nights to review the project Several dates were discussed for the joint meeting with the City Council and the Planning Commission suggested the following dates: August 31st, September 14th, 16th or 17th, Mr. Penman would report these dates to the City Council at their next meeting. Ms. Butler said have already done the screen check on the EIR and are in the process of incorporating adllitional information that was requested into the Draft EIR. She stated . that based on their hearings held for the General Plan, the public does not differentiate between the EIR and the actual project. Thus, it is best to hold the public hearings atthe same time. The Planriing Commission's WiUmake recOmmendations to the City Council who has the final action and certifies the EIR. Just like the General Plan meetings, they wouId.hold the meetings at the Community Center because it can accommodate aIot more people. Mr. Austin discussed the retirement of Mr. Gosseman and assured the Planning Commission that - . . they have no plans of disbanding racing. They are.hereto stay. 2. CITY COUNCIL ACTIONS 3.
