The Planning Commission of the City of Arcadia met in regulat session on Tuesday, July 28, 1998 at
7:15 p.m. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with
Chairman Paul Kalemkiarian presiding,

MOTION
It was moved by Commissioner Sleeter, seconded by Commissioner Bruckner to read the
resolutions by title only and waive reading the full body of the resolutions. The motion
passed by voice vote with none dissenting.

2. PUBLIC HEARING CUP 98-016

Harold and Maria Potter
Consideration of a conditional use permit to operate a childcare center open between the
hours of7:00 a.m, to 6:00 p.m., Monday through Friday,
The sfuffreport was presented.
Staff indicated that they would have to comply with all building and handicap accessibility codes,
Day cares are required to obtain a license from' the State.as well as the City~s Business License.
The public hearing was opened,
Harold & Maria Potter, 2612 S. Baldwin Ave" were in agreement with all of the conditions in the
staff report. It was noted that Mrs. Potter would be running the. day care,
Rudy Serar, the architect, felt there would be enough space for the stacking of cars without
interfering with traffic. The children wouldbe dropped off and picked up at different hours of the
day, thus there would not be a lot of traffic at anyone time.
No one else spoke in favor of this item.
Chairman Kalemkiarian declared ,the public hearing closed.
Commissioner Murphy thought this was a well-designed project and very functional,
Commissioner Bruckner said this would be a welcome use and is designed well.

3, PUBLIC HEARING TPM.98-016 (PM 25220)

Consideration of a tentative parcel map to subdivide one lot into two new lots. Each lot will
be 75'x215.5' (total area of 16,162.5 sq, ft. each).
The staff report was presented.
Ms, Butler responded to questions by saying thatat the end ofEl Capitan Street there is a 2' wide
trust lot, which prohibits access from the property at 64 E. Longden to EI Capitan because they
cannot gain access over that trust lot. At one.time it was hoped that El Capitan would extend over to
Longden but that never happened,
The public hearing was opened.
Tom Coo, Tritech.Assoc., 735 W, Emerson, Monterey Park, said they were,in agreeinentwith ail of
the conditions in the staffi'eport. The property has 150' of frontage and it is one of the few lots in
the area that can be subdivided. They would change the setback to please the neighbors. He
indicated the neighbor to the east requested that they not destroy the wood fence because it is new,
and they agree to that,

Chairman Kalemkiarian declared the public hearing closed,
Ms,Butlersaid that.they are not required to provide a property line wall and did not object to saving
the fence. She indicated that the property oWner had also called her and asked that .the fence remain.
The house was built in 1938.
Commissioner Bruckner thought that it was a shame that this beautiful old house would be
demolished, It fits so nicely on the lot. He asked if this coulilbe considered as a landmark and if it
would have historical value?
Ms. Butler replied that the property owner would have to want to participate and instigate the
historical process.
Commissioner Murphy also hated to see the house torn down but the lot splitcomplies-with cOde.

4, PUBLIC HEARING MP 98'-007 &ADR 98-020

Consideration of modifications for a proposed 8-unit residential condominium project.
The stafrreport was presented.
Staff stated thattypica1ly with an on grade development, ,25-35% of the total lot area is landscaped.
The irrigation and landscape plans will be submitted during the plan check-process which will call
out the types of trees, plants and ground cover that will be utilized. Three of the units will face and
have garages on Golden West Ave: The curvilinear driveway entrance is enhanced by stamped
concrete; and there are landscape'planters along portions of the driveway. There is a total of 4 guest
parking spaces, 2 grouped on the north and 2 on the south side, It is required that signs be posted
identifying the guest parking spaces. The CC&Rs would address the guest parking usage. Staffhas
not encountered any problems with the use of guest parking spaces with other developments in the
City. Two of these spaces are in front of the trash enclosure and utility area. There is only one trash
area forthe complex, Staff did not thihk that the planter areas should be,reduced in size because the
Fire Department did not object to the 2' planters.
The public hearing was opened.
Robert Tong, Sanyao International, 141 E. Duarte Rd., said they were in agreement with all of the
conditions in the staff report.
No one else spoke in favor of this item,
Chainnan Kalemkiarian declared the public hearing closed.
Commissioner Bruckner was concerned with the street elevation, site layout and circulation: He
thought the entry was unceremonious for the units facing the street and disliked having the garages
facing the street, In his opinion, it was an 'awkward set up. He thought the project should be
redesigned and they should have an opportunity to review it. He was not concerned as much with
the internal circulation and felt the site plan should be improved,
Commissioner Murphy remarked that a good portion of the front yard is concrete and felt the project
could be better designed, There is no creativity in design and materials that are being proposed.
Possibly a variety of materials should be used, He also thought that they should redesign and
improve the project. He did not like the garages fronting the street.

Commissioner Sleeter agreed and thought the elevations need to be improved lUId said Findings D4
and 5 would apply if they decide to deny the project,
Chairman Kalemkiarian was not opposed to the garages facing the street but agreed that the
materials should be improved,
Commissioner Huang did not want to deny .the project. He explained that if they deny it, the
applicant can appeal to the City Council and they can approve the design as proposed. But, if they
coritinue .the hearing and ask them to redesign they could hopefully end up with a better project,
Mr. Miller reminded the Planning Commission that they need to re-open the public hearing ,if they
decide to continue to allow the applicant to redesign the project to address the issues that were
raised. It is the applicant's prerogative because they would have the option to appeal this body's
action if they do not want to redesign,
Ms. Butler was concerned with having them redesign because they could eliminate some of the
current requested modifications but possibly require others as a result of the redesign. This would
necessitate another mailing of public hearingcnotice.
Chairman KalemIOarian re.,opened the public hearing.
Mr, Tong explained the site layout and said that this was a difficult site because it is not a square lot
It would be difficult to have the garages facing the interior because of the back out requirements.
The design of the driveway is a direct result .of the shape of the lot He reminded the Planning
Commission that this is a R,3 lot. T echnica1ly, they could go with totally subterranean parking and
have' 12-units and still comply with Code, But, they opted to go with this design because they felt it
was a better project. It would be impossible to have the garages face the interior and still have. an
on-grade project. The materials proposed would be similar .to ones that they have already used on
other projects iil the City. He asked for an opportunity to discuss this with the owner.
Jeffrey Lee, 934 Fallen Leaf; said they had originally proposed a 12-unit, subterranean project but
they did not like the appearance. To be able to address all of the Planning Commission's concerns,
they would have to reduce the number of units to 6 - 50"/0 of what code permits - and that would not
beeconomica1ly feasible. Therefore, he asked that they deny the project;
Chairman Kalemkiarian closed the public hearing,
Discussion ensued about the project, Commissioner Huang suggested adding landscaping to
mitigate Commissioner Bruckner's concerns and to look at alternatives to improve the project.
Mr. Miller remarked that the applicant would like to have the opportunity to appeal the decision.
Chairman Kalemkiarian said that although he would like to see this resolved at the Planning
Commission level, the applicant has.made it clear that he would like them to deny the project, giving
them:the option of appealing to the City Council.

5. PUBLIC HEARING MP 98-008 & ADR 98-016
1122 Arcadia Ave.
Mardian & Assoc, for Dan Taylor
Consideration of modifications for a proposed 9-unit residential condominium project.
Thestaffreportwas presented and the public hearing was opened.
Vic Mardian, 416 N. Glendale Ave:, Glendale, was in agreement with all of the conditions in the
staffreport. He stated that similar modifications have been granted for other projects in the area.
Although it is a long building, it is aesthetically appealing because the different rooflines and the
other architectural features break it up, They could eliminate Request "B" by building two buildings
but that would really not serve any purpose, especially since the building is not visible.from the
street and noted that the building slopes back.
Mary Gerde, 1130 Arcadia Ave., was concerned with the large elm tree and feared that it would be
removed, She asked if guest parking is a new requirement? She asked if this would 'be a 3-story
project because of the subterranean parking? How would the site be maintained and what type of a
security would they provide during construction?
Ms, Butler said that in 1980, the Code was amended and explained the guest parking requirements,
They are,not required to provide security during construction, although most developers provide a
perimeter fence,
Staff explained that the project could only be 2-stories and that is measured from curb .level. The
garages would be completely underground,
Mr, Mardian explained that the height would not exceed 2_stories over the subterranean parking,
They would Jence.the project while under construction, The guest parking is located in the garage.
There is a remote control gate and guests would use the intercom system to gain access to the guest
parking, The second story balconies are accessible.

Commissioner Sleeter said that this is an attractive project. He could not see any reason why they
should split the building. The project. is surrounded by other condominiums and this project would
blend in nicely,
Commissioner Murphy agreed and felt the modifications were. minor. It is a well-dcSigned project
that fits in well.
Commissioner Huang also thought that it is a good project and although it is a long building the
different architectural features break up the length making it.more aesthetically pleasing,

Ms. Butler indicated the review process for the Housing Element and the different agencies that get
involved.

Commissioner Bruckner remarked that staff did a nice job of responding to the cOncerns and
questions raised by the State, especially with regard to developments on the hillside.

approval of GP 98-001 to the City Council.

Ms, Butler recapped the upcoming projects before the Planning Commission and recent actions taken by
the City Council.
The Planning Commission requested that prior to meeting with the City Council,that the Santa Anita
Entertainment project be placed on the Planning Commission agenda for discussion.
Commissioner Bruckner suggested an informal presentation, information sharing session prior to the joint
session meeting with the City Council. He wanted to get a better understanding of the project prior to
their'meeting. He inquired about their marketing strategy. He asked that this item be placed on the
agenda to discuss the process.
Commissioner Huang thought that would bea good idea, He requested inviting not only the applicant but
possib Iy their architect,
Ms. Butler indicated that staff is unaware of their marketing strategy and was only presented the fiscal
study by the consultant, She$aid that she would discuss,Commissioner Bruckner's suggestion with Mr,
Penman, the Development Services Director.
Mr, Miller remarked that once they begin reviewing the project, iftheyfeel that one meeting does not give
them iunple time to review the project, they can always continue the meetings until they are 'satisfied with
what is being presented.
