The Planning Conunission of the City of Arcadia met in regular session on Tuesday, June 23, 1998
at 7:15 p.m. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with
Chairman John Murphy presiding.

Dan Grohs, Mur-Sol Construction, 132 La Porte, said they were in agreement with all of the
conditions in the staff report. He said they would. attempt to save as many trees as possible and

5. PUBLIC HEARING Z 98-001
55 W. Huntington Dr. (former Foulger Ford)
Consideration of a zone change to add an "H8" (high rise) overlay allowing a maximum of
eight stories to the existing C-2 zone.
The staff report was presented and the public. hearing was opened.
No one spoke in favor of or in opposition to this item.
MOTION
It was moved by Commissioner Bel~ seconded by Commissioner Sleeter to close the public
hearing. The motion passed by voice vote with none dissenting.
Commissioner Murphy" expressed concern with adding the "H8" overlay. He struggled with this
application and could not envision an 8-story building at this site. This property is the entrance to
the doWntown area, especially with the location of the monument sign in front of this property on
Huntington Dr. Although this property is not zoned CBD, people see it as such because of its
location. He thought a.Jow key retail building, would be much more..5uitable for this site than a
skinny, unattractive 8-story building.
Ms. Butler explained that at one time the entire downtown area had an "H8" overly but that was
removed completely from certain properties and reduced to "H4" on others. For example the
ArCadia Lumber site was reduced to "H4". ARA Resolution 172 encourages increasing the density
at this site. She indicated that the Town Center building at 150 N. Santa Anita is an 8-story building
at almost 85' high. The building at 612 W..Duarte is also 8-stories.The medical building on
Huntington Dr. has 6-stories. The buildings at Santa Anita Race Track are being proposed to be 50'
high.
She remarked that. this property has been a challenging site for both developers and staff. She said
that this zone change does not indicate that a developer would build an 8-story building at this site, it

just paves the way and makes it easier and more flexible fora developer to come in and develop the
property. This flexibility "sweetens" the deal and hopefully would encourage development
She explained the setback requirements and said that a typical C-2 zone can be a maximum of 3-
stories/40' high. There is a required 25' front yard setback at this location off of Huntington Dr.
The side setbacks would be 20' for the first two floors and an additional 2' per story for everything
in excess of 2-stories. She said this action is similar to one that the City took with the north'Yest
comer of Huntington Dr. and Second Ave. They added the "H8"overlay but the proposed buiJdin~
are only 4-stories high. The properties on the other side of Santa Clara are heavily surrounded by
landscaping and foliage and she thought that would be a plus for those property owners. If the
project complies with code staff would review the ADR andbeeause it is in the downtown area, the
Agency would also review it However, if the project requires modification then public hearings
would be necessary. She explained the reasons for this zone change and said that this process only
expedites and provides flexibility to the developer. If a developer came in and wanted to increase
the heighrrequirement it would take approximately 6-months and the City is trying to be proactive
and reduce the processing time.
Commissioner Kalemkiarian thought this would be acceptable and remarked that medical offices
would be a suitable use considering its proximity to the hospital. He thought that it would be
difficult to develop the. property with an 8-story building.
Commissioner Bell remarked that this is a hard corner to ,sell and was in favor of the zone change.
Commissioner Huang was surprised that none of the residents were present to express, any concerns
that they might have. He suggested including the whole block in the zone change instead of only
this particular site. He explained that the subject property is an odd ,shaped lot and it may not be
economically feasible to construct a 6-8 story building but possibly if the lots are consolidated the
incentive would be there for a developer to construct a high rise.
Chairman Murphy said Commissioner Huang's suggestion would magnify his concern. In fact, he
would prefer that the Bekins building be demolished. He wanted a retail type of use at this site
which would be much more compatible.
Commissioner Sleeter was not opposed to the zone change. He hoped that the building would be
simillll'to the State Fund building which isjiJst to the west of the site. This building is very pleasing
and if he was one of the neighbors backing up to that .property he would prefer to have that building
there instead of the Westerner. He hoped that the' developer would not construct a 4-story building
and utilize.tberest of the height requirement for any towers. This property has been an eye sore for
a long time and he looks forward to it being developed.
In reply to a question by Commissioner Huang, Mr. Miller stated that the only way that the ADR
could be conducted by Planning Commission would be if the code is amended.
MOTION
It was moved by Commissioner Kalemkiarian, seconded by Commissioner Bell to
recommend approval ofZ-98-001 to the City Council.

The consensus of the Planning Commission was favorable.

7. RESOLUTION NO. 1571
A resolution of the Planning Commission of the City of Arcadia, California, granting CUP
98-012, allowing automotive repair businesses in any and all of the structures at 401 N. First
Ms. Butleiread the titles of the resolution.
MOTION
It was moved by Commissioner Sleeter, seconded by Commissioner Kalemkiarian to adopt
Resolution No. 1571 and formallyaffinn the decision of June 9th and the vote thereon.

MATTERS FROM PLANNING COMMISSON
Commissioners acknowledged Commissioner Bell for her tenure on the Planning Commission. She
thanked the Planning Comniission and said she would miss the Tuesday night meetings.
Commissioner Sleeter indicated that he would be absent from the July 14th meeting.
Commissioner Huang read an article that was published in the latest issue of the Dispatch
Newsletter, APA Los Angeles.Chapter, regarding Mayor Gary Kovacic:
"AP A member, Gary Kovacic, was elected to a four year term on the Arcadia City
Council as Mayor in 1998-99. He previously served two terms on the Arcadia
Planning Commission and 8 years as Chairman as the Santa Anita Village ARB."

at 270 Orange Grove and explained the ramifications of the court's action.
