The Planning Commission of the City of Arcadia met in regular session on Tuesday, June 9, 1998 at
7:15 p,m, in the COilncil Chambers of the City of Arcadia, at 240 W, Huntington Drive with
Chairman John Murphy presiding,

the conditions in'the staff report,

public hearing, The motion passed by voice vote with none dissenting.

any of the' work outside, If staff sees it or a complaint is received, a letter is sent to the
owner/applicant informing them of the violation.
Commissioner Bruckner felt that working outside of the building and similar types of actions would
deteriorate the neighborhood and the applicant should take that seriously,
Staff explained the parking requirements in the industrial zone, Most customers would drop off
their cars in,the morning and pick them up later in the afternoon, ideally, there is additional parking
for cars that have already been worked on and are ready to be picked up, so no visitor parking space
would be taken,
Commissioner Huang wondered if additional landscaping should be required to screen the cars?
Staff replied that could cause security problems when the business is closed. The business would
then be subject to vandalism without-it being visible;
Commissioner Bell remarked that she liked the wrought iron fencing with brick pilaSters.
Commissioner Huang said in light of what staff stated, possibly additional landscaping could be
considered and planted to intensify but not to completely block the view.
In response to questions Ms. Butler said, that when there is a significant internal remodel, the
developer is required to bring the building up to Code. Because this is not the case here, they are not
being ,required to do that because no,interior alterations have been propOsed, With regard to working
on cars outside the building, she said that it is difficult to monitor but as complaints are received or
violations 'are seen.bystaff, leftersare sent requesting compliance, An auto detailing business does
not require a special permit.
Staff said that the code prohibits the outside storage of materials and/or equipment, therefore, there
is no need to put this as a condition of approval,
The public hearing was opened,
Ben Joseph, 1038 Oakdale, Ln" Arcadia, said he was in agreement with all of the conditions in the
staffreport. He is the property owner and he would not want his buildingto look bad or be in non-
compliance, All the businesses in his building conduct "light" work" He would not want any
business that would overhaul engines. One of the businesses at this location is a smog checking
business and due to the location of the machine, inspections are done inside the building, .
Chairman Murphy thought that this looks like a nice project,

In reply'to comments made lmmissioner Kalemkiarian, Commi'er Bruckner explained that
sometimes the Building Code and the Zoning Code are different and do not have the same
requirement.
Commissioner Kalemkiarian said that he has taken his automobiles there before and the site has
always been clean and he has never seen any heavy work done there, He did not think that cars
should be washed there, To address Commissioner Huang's concern, he suggested.planting creeping
vines on the wrought iron,
ChainnanMurphy did not think that any landscaping conditions should be imposed,

CUP 98-012 subject to the conditions in the staff report.

Chainnan Murphy noted that there is a five working day appeal period after adoption of the
resolution, The resolution will be adopted on June 23rd. Appeals are to be filed by Tuesday,

Staff indicated that the project complies with Code,
The public hearing was opened.

agreement with.all of the conditions in the staff report;

7. PLANNING COMMISSION DETERMINATION
Detennination that the proposed Capital Improvement Program for 1998-99 is in
confonnance with the City's General Plan.
The staff report was presented.
Chainnan Murphy felt uncomfortable with making detenninations on issues that he did not have
much infonnation on,

It was moved by Commissioner Bruckner, seconded by Commissioner Sleeter detennining
that the proposed C.I,P, projects are in conformance with the GeneralPlan,

8. RESOLUTION NO. 1570
A resolution of the Planning Commission of the City of Arcadia, California, granting CUP
98-011, for a 24~hour, self-serve gas station with a 2,000 sq, ft, convenience mart' with beer
aild wine sales for off-site consumption at 11 E, Live Oak Ave.
Ms, Butler read the titles of the resolution,

Resolution No. 1570 and fonnally affinn the decision of May 261h and.the.vote thereon.

Ms, Butler,recapped the actions taken by the Modification Committee,

2. UPCOMING AGENDA ITEMS
Ms, Butler recapped the upcoming projects before the Planning Commission.
She stated that the.scoping meeting for the Santa Anita project is scheduled for June 101h. and invited the
Planning Commission to attend. She explained the purpose of the scoping meeting and how the meeting
would be presented.
She noted that Santa Anita will be submitting plans for plan check with the understanding that their
proposed design has not yet been approved, They are willing to take a chance and will make amendments
if necessary. It is anticipated that the DEIR will be before the Planning Commission in
OctoberlNovember and before the City Council in NovemberlDecember. They want to begin construction
as soon as possible, The proposed theater wants to be open by Christmas 1999,
Commissioner Sleeter was concerned with. the proper noticing of upcoming zone change for the former
FoulgerFord site, He asked what the radius was? If it was the standard 300',then not all of the property
owners who would potentially be affected get noticed, especialJy, considering that the radius would
include Santa Clara which is a wide street. Hefelt.that the radius'should be increased to include more of
the propertyowoerstO the west of the subject site,
In response to concerns raised by Commissioner .Sleeter, Ms, Butler stated that the requirements for
noticing for a zone change.is 300', If the City Council directs,staff, then the radius could be increased but
they have.not done so,
