ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, OCTOBER 5, 2021
CALL TO ORDER – Mayor Tay called the Closed Session to order at 6:00 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Chandler, Verlato, Cheng, and Tay
ABSENT: Beck
It was the consensus of the City Council that Council Member Beck be excused from this meeting.
PUBLIC COMMENTS – No one appeared.
CLOSED SESSION
a. Pursuant to Government Code Section 54957.6 to confer with labor negotiators.
City Negotiators: City Manager Dominic Lazzaretto, Assistant City
Manager/Development Services Director Jason Kruckeberg, and Administrative
Services Director Hue Quach.
Employee Organizations: Arcadia Firefighters’ Association, and unrepresented
employees: Department Heads, Division Managers, Supervisors, and part-time
employees.
No reportable action was taken on the Closed Session Items.
The Closed Session ended at 6:56 p.m.
Regular Meeting
City Council Chamber, 7:00 p.m.
1. CALL TO ORDER – Mayor Tay called the Regular Meeting to order at 7:00 p.m.

A motion was made by Council Member Verlato and seconded by Mayor Pro Tem Cheng to
excuse Council Member Beck from this meeting.

5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Deitsch announced that prior to the Regular Meeting the City Council met in a
Closed Session to consider the one item listed on the posted agenda and stated that no reportable
action was taken.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto announced that as of October 7th, local restaurants will be following the
dine-in restaurant mandate order issued by the County Health Department; and for clarification
he noted the five-point homelessness plan unanimously approved by the City Council at the
September 21, City Council Meeting.
7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Verlato and seconded by Mayor Pro Tem Cheng to read
all ordinances and resolutions by title only and waive the reading in full.
8. PRESENTATIONS
a. Presentation of Fire Prevention Week Proclamation.
b. Swearing in of Members appointed to the Charter Review Committee.
9. PUBLIC COMMENTS
Grace Lee, an Arcadia resident, appeared and stated that she does not agree with the vaccine
mandate; she commented on a social media post made by Council Member Verlato and thanked
the City Council for moving forward with the five point plan to address homelessness.
Lucy Jong, an Arcadia resident, appeared and commented on a social media post made by
Council Member Verlato and thanked City Council Members for their efforts in moving forward
with the five point plan.
Dean Radle, an Arcadia resident, appeared and commented on his concerns with road
maintenance issues in the City and stated that he provided Public Works, Code Enforcement, and
the City Manager with a list of recommended repairs; and expressed his reasons why he is
opposed to the Tiny Homes Project

10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense [AB 1234]).
Council Member Verlato commended the Arcadia Chamber of Commerce for launching the Shop
and Dine Arcadia; she attended the Foothill Unity Center Golden Plate Awards that serves the
San Gabriel Valley area and congratulated Mickey and Lee Segal who were awarded for their
generous donations; she further congratulated Andre and Ashley Yeung for receiving the Youth
Award for founding Fruit for Homeless and their donations to Foothill Unity Center; she recognized
Arcadia residents, Gary Kovacic, Greg Vanni, Kay Kinsler and Alice Wang who serve on the board
for Foothill Unity Center, as well as Margaux Gibson who is not a resident, but has roots in
Arcadia; she announced that she attended the San Gabriel Valley Council of Government
executive committee meeting to discuss SB 9 and stated that blocks or streets with historical
preservation are exempt from SB 9; she attended the San Gabriel Valley Council of Government
homeless meeting last week; she participated in the unveiling of the art installation mural on the
side of the Arcadia Association of Realtors; and further announced that this weekend will be the
Methodist Hospital Crystal Ball fundraiser event.
Council Member Chandler commented on the issues being caused by the general topic of
housing; he indicated that we need to focus on the bigger picture; and congratulated Tom Tait for
his retirement and thanked him for doing such a great job.
Mayor Pro Tem Cheng, shared a discussion he had with a mentor prior to becoming a Council
Member; he thanked City Council for unifying and seeking to do better for the City and agreeing
with the 5 point plan to address the issues of homelessness so that they may come up with better
data; he addressed issues with social media and stated that it makes money by creating conflict;
and he announced that on November 6, there will be a Community Clean-up Day event in Arcadia,
and encouraged all those in support and against tiny homes to come together and unite as one.
City Clerk Gene Glasco had no comments.
Mayor Tay announced that all residents have one goal, helping people; he commended Ashley
and Andrew Yeung for picking fruit to help the homeless; he attended the League of California
City’s conference in Sacramento along with Mayor Pro Tem Cheng two weeks ago; he
encouraged residents to log on to communitiesforchoice.org that was formed by a group of cities
in opposition of SB 9 and SB 10 whose initiative is to keep zoning control at the local level; he
further announced that the elected officials at the conference were very upset by the vaccine
mandate, as people should have a choice, not something that should be mandated by the
government.
City Manager Lazzaretto thanked Police Chief Nakamura over the weekend with a call for service
with a mental health crisis moment. The incident was resolved with no use of excessive force.
The SWAT Team was able to get the person to surrender and get him into a health center.
11. CONSENT CALENDAR
a. Special Meeting Minutes of September 17, 2021, and Special and Regular Meeting
Minutes of September 21, 2021.

b. Ordinance No. 2381 amending Section 7915 of Chapter 9 of Article VII of the Arcadia
Municipal Code relating to camping and storage of personal property on public
property and determining the ordinance is categorically exempt under the California
Environmental Quality Act (“CEQA”).
Recommended Action: Adopt
c. Ordinance No. 2382 adding Section 2842.9 to Division 2 of Part 4 of Charter 8 of Article
II of the Arcadia Municipal Code relating to Public Works Project contract procedures.
Recommended Action: Introduce
d. Resolution No. 7383 establishing compensation and related benefits for City Council,
Executive Management, Management, and Unrepresented Confidential Employees
and Resolution No. 7391 amending the Fiscal Year 2021-22 General Fund Operating
Budget authorizing a budget appropriation for costs associated with the adoption of
Resolution No. 7383.
Resolution No. 7383 establishing compensation and related benefits for City Council,
Executive Management, Management, and Unrepresented Confidential Employees
for July 1, 2021, through June 30, 2024.
Recommended Action: Adopt
Resolution No. 7391 amending the Fiscal Year 2021-22 General Fund Operating
Budget authorizing a budget appropriation in the amount of $600,541 for costs
associated with the adoption of Resolution No. 7383.
Recommended Action: Adopt
e. Resolution No. 7392 rescinding and replacing Resolution No. 7356 for the
establishment of a Charter Review Committee.
Recommended Action: Adopt
f. Professional Services Agreement with Licher Printing & Mailing for Recreation
Brochure Services in an amount not to exceed $150,000.
Recommended Action: Approve
g. Amendment to the Professional Services Agreement with Best Best & Krieger, LLP for
Professional Lobbying and Consulting Services to secure grant funding for water and
stormwater related projects in the amount of $25,323.08.
Recommended Action: Approve
h. Purchase of Sentinel-One and Ironscales Security Programs from Scientia Consulting
Group in the amount of $36,000.
Recommended Action: Approve
i. Purchase 5,400 acre-feet of imported Cyclic Storage Water from the Main San Gabriel
Basin Watermaster in the amount of $4,752,000.
Recommended Action: Approve
j. Accept all work performed by Premier Pipe, Inc. for the Fiscal Year 2020-21 Annual
Sewer CCTV Inspections as complete.
Recommended Action: Approve

k. Accept all work performed by Mission Paving and Sealing, Inc. for the Fiscal Year
2020-21 Annual Slurry Seal Project as complete.
Recommended Action: Approve
It was moved by Mayor Pro Tem Cheng seconded by Council Member Verlato, and carried on a
roll call vote to approve Consent Calendar Items 11.a. through 11.k.
