The Planriing Commission of the City of Arcadia met in regular session. on Tuesday, March 24, 1998 at
7:15 p,m. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with Chairman
John Murphy presidIng.

MOTION
It was moved by Commissioner Sleeter, seconded by Commissioner Huang to read the
resolutions by title only and waive reading' the full body of the resolution. The motion passed by
voice vote with none dissenting.
1. MINUTES of3/10/98
Commissioner Bruckner remarked that on page 9 ofthe Minutes, under the motion regarding the text
amendment, item #2, the word "wall" should be changed to "window signs". He thought that he might
have actually' said "wall" but he really meant "window signs".

2. PUBLIC HEARING MP98-002 & ADR 98-003

Consideration of modifications for a 22-unit residential condominium project,
The staffr~port was presented.
Staff remarked that there ,are older uriits on the stteefthat are setback closer but most are setback at the
required setback of 30'. Only the front entries otthe proposed project - the covered porch over the
entry - will encroach into the 30'. The bulk of the building complies with the setback requirement. At
the hack of the property there is an access Toad for those complexes on Southview Rd. and for some -of
the units on Fairview Ave, The portion of the alley by the restaurant was the right-of-way for the
railroad and has been vacated and the restaul1lIlfs parking,nowoccupies a portion of that area,
He explained that when the units are connected they do,notrequire the 20' separation. At this stage, all
that is required of the applicantis to submit a conceptual landscape plan and ata later date they will be
required to submit a more detailed plan from a landscape architect which win identify the exact type and
size of plants. There will be stamped concrete that will break up the visual affect if the driveway. On
these types of units, generally security gates are provided and each unit would have access through the
phone to screen their visitors priorto opening the gate. There are 12 guest parking spaces ,but only 11
are required,
The'publichearing was opened.
Robert Tong, Sanyao Int'l, 141 E: Duarte,Rd., stated they arein agreement with all of the conditions in
the staff report. He noted that the units would be 2,000 sq. ft. excluding the garages.
Commissioner Huang was c{)ncerned about what would be planted in the 5' area between the buildings
because the area is narrow and there are trees in the front of each alley.
Alexander Catania, 2100 Orangewood, Orange noted that the landscape architect will design some type
of a screening'ih the 5' separation between some of the buildings. He thought that it would be some
type ora fern or ground cover, He thought Commissioner Huang's concerns could be addressed by the
landscape architect and felt he wouid be able to find a solution. One of their concerns is that the plants

would be maintained properly, They have constructed a couple of projects in the city, one of which is
across the street constructed in the mid 80s, These units are still welI maintained.
Siegfried Demky, 731 Fairview, said his view out of his home would be this complex. He
recommended that this project be approved because he has reviewed the plans and rendering and
thought it is an attractive building. There was another building planned for this site several years ago
but it was never constructed. He did not like the previous design and even though this would reduce his
view, it is the property owners right to develop his property. Fortunately, this wiIl be a condominium
which means individual ownership and probably occupied by the owners.

It waS moved by Commissioner Huang, seconded by Commissioner Sleeter to close the public
hearing. The vote passed by voice vote with none dissenting.
Commissioner Kalemkiariansaid the project looks very nice and Commissioner Sleeter agreed.
Commissioner BelI commented that the two-toned garage doors ta!<e away from the. project. The
stonework is beautiful. She requested. that the colors be softened a little bit.
Mter reviewing the plans, Commissioner Sleeter agreed.
The applicant did not object to changing the color and adhering to Commissioner BelI's request.
MOTION
It was moved by Commissioner Bell, seconded by Commissioner Sleeter to approve MP 98-002
& ADR 98-003 subject to the comlitions in the staff report with the additional condition to
improve the colors of the garage doors.

Consideration of a conditional use permit to expand the operating hours for the existing Vons
Pavilion 'to 24 hours a day,

In response to a question by Commissioner Sleeter, Ms. Butler stated that deliveries are prohibited after
10:00 p.m, by AMC, Trasbpick-upis notregulated,byCode.
Commissioner Bruckner asked if limitations could also be placed on the trash pick-up? He thoughtdt
would be a good idea to limit them also,
Ms. Butler stated that trash pick-up is not regulated by Code, The City has control over trash pick"up in
residential streets but none in commercial area, however, they could include this as a condition.
Commissioner Kalemkiarian said the(e would be no reason to change the trash pick-up hoUrs just
because the hours of the market change.
Commissioner Huang agreed with the suggestion only if there are any complaints regarding trash pick-
up, otherwise, they should not change it.
Ms, Butler responded that staff has had good experiences with the markets in the City whenever there
has been a problem, They usually monitor themselves because generally they are affecting the people
that are shopping in the store.
Commissioner Kalemkiarian was concerned with the large trailers driving in the City during traffic
hours.
The public hearing was opened.
Nancy Patterson, Urban Solutions; 1049 Camino del Mar, #11, Del Mar, was representing the Vons
Companies. Vons is' interested in having 50 of their stores open,24 hours. They are in, agreement with
all of the conditions in the staff report including the restrictions on the delivery hours. She did not know
the existing delivery hours but knew that the existing hours would not change,
No one else spoke in favor of or in opposition to this item.

It was moved by Commissioner Sleeter, seconded by Commissioner Bell to close the public
hearing. The motion passed by voice vote with none dissenting.

pick-up remain at its current schedule,

The staff report was presented.
Staff remarked that there were no inquiries received by any of the neighbors.
The public hearing was opened.
Nancy Patterson, Uroan Solutions, 1049 Camino del Mar, #11, Del Mar, was representing the Vons
Companies. She remarked. that Vons is in agreemeilhvith all of the conditions in the staff report. She
noted that this store is much smaller than the previous store iil discussion, thus the store sales are much
lower. .
No one else spoke in favor of or in opposition to this item.

RESOLUTION NO, 1564
A resolution of the Planning Commission of the City of Arcadia, California, granting CUP 98-
005 to expand the operating hours of an existing Vons at 133 E. Foothill Blvd.
\'VIs, Butler read the titles of the resolutions and amended both to include a condition that the trash pick-
up hours remain at their current schedules.
MOTION
It was moved by Commissioner Sleeter, seconded by Commissioner Bell to adopt Resolutions
No. 1563 and 1564 and formally affirm the. decisions of March 24th and the votes thereon.
