PLEDGE OF ALLEGIANCE The Planning Commission of the City of Arcadia met in regular session on Tuesday, January 27, 1998 at 7:15 p,m, in the Council Chambers of the City of Arcadia, at 240 W, Huntington Drive with Chairman John Murphy presiding, ROLL CALL: PRESENT: ABSENT: Commissioners Bell, Bruckner; Huang, Murphy Commissioners Kalemkiarian, Sleeter Motion It was moved by Commissioner Huang, seconded by Commissioner Bruckner to excuse Commissioners Kalemkiarian and Sleeter from tonight's meeting, The motion passed by voice vote with none dissenting. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None MOTION It was moved by Commissioner Bruckner, seconded by Commissioner Bell to read all resolutions by title only and waive reading in full, The motion passed by voice vote with none dissenting. The motion passed by voice vote with none dissenting. 1. MINUTES of 1/13/98 MOTION It was moved by Commissioner Bruckner, seconded by Commissioner Bell to approve the Minutes of January 13th. ROLL CALL: AYES: NOES: ABSENT: Commissioners Bell, Bruckner, Huang, Murphy None CommissionerKalemkiarian,and Sleeter 2. PUBLIC HEARING TPM 98-003 Lots 21 and 22 ofTM 42936 and Lots 9 and 22 ofTM36895 (comer of Whispering Pines Summit and Whispering Pines Dr,) Charles Bluth Consideration of a proposed re-alignment of lot lines of four (4) residential parcels. The staff report was presented and the public hearing was opened, Bart Stryker, 505 N. Tustin, # 170, Santa ADa, said he was the civil engineer for the project. No one else spoke in favor of or in opposition to this item. MOTION It was moved by CommissionerBruckner, seconded by Commissioner Huang to close the public hearing, The vote passed by voice vote with none dissenting, Commissioner Bruckner was in favor of the req\-lest but thought that the process should be streamlined so that this type of a request can be handled administratively, thus saving the applicant time and money, Ms. Butler responded that the city is in the process of reviewing the subdivision regulations. February 61h. 3. PUBLIC HEARING MP 98-001 & ADR 97-031 631 Fairview Ave. JWDA.Architects Consideration of modifications for a 12-unit condominium project, The staff report was presented. In response to questions by the Commission, staff said that the 6 guest parking spaces are in the gated subterranean garage, There is a microphone system where the'guests would dialup the homeowner and they would open up the gate for the guests to enter the garage area, In addition to the subterranean garage, each unit has its own private garage, This is a typical design and there have been no complaints received by staff. On trash days, the gate will remliin open so a flat bed truck could go into the garage area and pull the trash containers to the street for the trash truck. The 6' high fence constitutes the private open area, He distributed a color sample and materials board, The public hearing was opened. No one else spoke in favor of orin opposition to this item. MOTION It was moved by Commissioner Huang, seconded by Commissioner Bruckner to close the public hearing, The motion passed by voice vote With none dissenting, Commissioner Bruckner stated that the modifications seem minor, Chairman Murphy agreed and remarked that he liked the color scheme, MOTION It was moved by Commissioner Bell, seconded by Commissioner Bruckner to approve MP 98- 001 subject to the conditions in the staffreport, Arcadill City Plannmg Commission 3 1127.'98 . . RESOLUTlON,NO. 1560 A resolution of the Planning Commission of the City of Arcadia, California, granting CUP 98- 001 to operate an eating establishment with seating for 15 patrons at 1 W.Duarte Rd" #H. Ms, Butler read the title of the resolution, MOTION It was moved by Commissioner Bruckner, seconded by Commissioner Huang to adopt Resolution No, 1560 and formally affirm the decision of January 13th and the votes thereon. ROLL CALL: AYES: NOES: ABSENT: Commissioners Bell, Bruckner, Huang, Murphy None Commissioner Kalemkiarian and Sleeter Chairman Murphy noted that there is a five working day appeal period, Appeals are to be filed by Wednesday, February 4th. MATTERS FROM CI1Y COUNCIL Mayor Harbicht mentioned that there have been several inquiries about having a self-storage facility south of the 210 FWY on Second Ave, The Planning Commission wondered if that would be a compatible use with what is currently there, especially if new hotels come into this area, Mayor Harbicht reminded the Planning Commission about the "State of the City Address" and hoped that all the Planning .Commissioners and their spouses could attend. Mayor Harbicht gave a brief explanation of why four of the Fire Dept, employees are being laid off, He discussed FireDept overtime and the negotiation that took place with the their union, He also discussed the City's Class One fire rating. He noted that the reduction in the number of employees will not result in the response time of the Fire Dept to emergencies and the City has a mutual aid program with the surrounding cities and jf,there are large fires assistance is provided by the neighboring cities.
