PLEDGE OF Al..LEGIANCE The Planning Commission of the City of Arcadia met i~ regular session on Tuesday, October 12, 1999 at 7:15 p.m. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with Chairman Richard Bruckner presiding. ROLL CALL: PRESENT: Commissioners Huang, Kalemkiarian, Murphy, Sleeter, Bruckner ABSENT: None OTHERS ATTENDING Council Member Gail Marshall Community DevelopmentAdministrator Donna Butler Assistant planner Candyce Burnett SeeretarySilva Vergel SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None TIME RESERVED FOR THOSE IN THE. AUDIENCE WHO WISH TO ADDRESS THE PLANNING COMMISSION ON NON-PUBLIC HE:ARING MATTERS (5 MINUTE LIMIT PER PERSON) Frank Clark, 100 W. Palm, said that he has lived in the City for many years. The neighbors in.his area, are very close to each other. They look out and take care of each other. He explained that he was before the Planning Commission to discuss the home that is being constructed across the street. When this house is completed, he will lose Ills view of the mountains, which he has enjoyed for many years. Palm Dr. jsa tree lined street and the developer tore down a city tree without the proper approvals. He realizes that the codes have been changed but that does not help his situation. Somebody from the City needs to take responsibility. This is a unique property. It is very large and abuts 16 properties and all of them will be affected by this "Lord of the Manor" type home. 1. ~Sof9/14~9 Commissioner Kalemkiarianremarked that the vote on page indicates that he was present and voted but he was absent from the meeting. MOTION . . .r It was moved by Commissioner Sleeter, seconded by Chairman Bruckner to approve the Minutes ofSeptemberi4th as amended. Consideration of a tentative map fur an8-unit residential condominium project. The staff report was presented, Staff said that the project complies with code. The public hearing was opened. Tom Kao, Tritech Assoc., 735 Emerson, Monterey Park, said they are in agreement with all of the conditions in the staff report. No one spoke in favor of or in opposition to this item. MOTION It was moved by Commissioner Kalernkiarian, seconded by Chairman Bruckner to approve TM 53024 subject to the conditions in the staff report. ROLL CALL: AYES: NOES: Commissioner Huang, Kalernkiarian, Murphy, Sleeter, Bruckner None Chairman Bruckner noted that there is a ten-day appeal period. Appeals are to be filed by October 25, 1999. MAllhK:S "RUM C11 Y CUUNCiL . Council Member Marshall asked the Planning Commission to vote on November 2nd, A 2/3 vote or 67% is needed for the Police Bond to pass. She remarked that the.improvements at Santa Anita have been very impressive. The landscaping looks great. She remarked that the mall is looking into expanding. They are contemplating the addition of 600,000 sq. ft. of gross leaseable area. A portion of the expansion includes adding additional square footage to Nordstrom. MATlhRS t ROM .l'LANNlNli CUMMISSON Chairman Bruckner asked ifstaffwas working on changing the code so tentative maps and tentative parcel maps could be processed administratively? Ms. Bu~er remarked that this issue is one of the items staffwill be working, on. There are some matters th!1t they need to look into. Commissioner Murphy responded to comments made earlier by Mr. Clark. He realized that the code changes may not solve his problem but it Will have a definite impact on new homes. He said that he drove by the two new hotels and was very impressed, . especially in the evening when all the lights are on. It is a nice development. The landscaping looks very nice. Commissioner Sleeter agreed with Commissioner Murphy's comments on the hotels. He was very pleased with the ICD HeahhfIex office building. IUooks much better than the renderings. He just hoped that the adjacent weed infested land would now be cleaned up and developed. Ms. Butler responded that staff is working on that and aWaiting the signage of the DDA for that vaCant lot. Chairman Bruckner introduced Sarah Bruckner and Malt Wisnewsk~ his daughter and her friend. She is there for a class'project and he is therefor a Boy Scout project. UPCOMING AGENDA ITEMS Ms. Butler said that the public hearing for the terttative, map and conditionaIuse permit for Anoakia would be held on November9'h. It is possible that additional nights of public hearings might be needed. Staff is very sensitive to the community's needs and does not want to schedule the hearings around'Thanksgiving'because many people are on vacation at that time.
