PLEDGE OF ALLEGIANCE The Planning Commission of the City of Arcadia met in regular session on Tuesday, September 14, 1999 at 7:15 p,m, in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with Chairman Richard Bruckner presiding. ROLL CALL: PRESENT: Commissioners Huang, Murphy, Sleeter, Bruckner ABSENT: Commissioner Kalemkiarian MOTION It was moved by Commissioner Sleeter, seconded by Commissioner Huang to excuse Commissioner Kalemkiarian from tonight's meeting, The motion passed by voice vote with none dissenting. PUBLIC HEARING CUP 99-015 848 W. Duarte Rd, Rachel Lieu Consideration of a conditional use permit to operate a 752 sq. ft. coffee barwith seating.for 22 patrons from 7:00am.'to 12:00 a.m" seven (7) days a week. RESOLUTION NO. 1597 A resolution of the Planning Commission of the City of Arcadia, California, granting CUP 99-015'for -an eating establishment with seating for 22 people at 848 W.Duarte Rd. The staff report was presented. Mr. Nicholson responded to a question by Commissioner Sleeter, by saying that there is another restaurant in the food court that is open until midnight. Staff said that,he spoke with the applicant and they were going to be present at tonight's meeting. They did ,not object to any of the conditions that were listed, The public hearing was opened. No one spoke in'favor of or in opposition to this item. Chairman Bruckner closed the public hearing, Commissioner Sleeter, remarked' that this is a small parking deviation, Mr, Nicholson remarked that the parking in front of the market is utilized but this area of the center is not utilized as much. MOTION It was moved by Commissioner Sleeter, seconded by Commissioner Huang to approve CUP 99-015 and adopt Reso"No. 1597 subject to the conditions in the staff report. Appeals are to be ftled'by September21". MATTERS FROM CITY COUNCil. Council Member Marshall indicated that the City Council is moving ahead with the POlice Bond, She remarked that Santa Anita is working toward improving their property. They are redoing the parking area andinstalling landscaping. Commissioner Sleeter remarked that there is a lot of dust kicked up as a result of the redoing the parking and the construction on Colorado PI. Mr. Nicholson responded that he would contact the inspector and request that the dirt is watered down to reduce dust. Council Member Marshall said that the trees along Longden Ave, are being replaced, This was a joint venture with the S. Calif. Edison Co, Mr. Nicholson explained that staff met with the Public Works Services Dept. and discussed the City~s Tree Master Plan. The intent is to have the residents chose from several trees that will be planted in their block. Council Member Marshall informed the Planning Commission that Steve Dietch has been obtained to represent the City as counsel on a 6-month trial period. He will not be an "in-house" attorney and will be contacted on' an as needed basis, The City has 'worked with :him for several years and has been'very pleased with his performance, After the 6-month trial basis, they will then decide whether to hire a full-time City Attomey or to continue with a contract-type situation, Mr. Nicholson added that'it has been very nice having an in-house attorney, Mr. Miller is always available for staff which has been very helpful. m MATTERS FROM PLANNING COMMISSON In response to a question by Commissioner Murphy, Council Member Marshall said, they had a difficult time getting commitment from businesses in the area for the co-op sign, It is hoped that once both the new hotels are constructed they will want to join the effort and a sign could then be erected. She preferred that the sign be near the Santa,Anita exit, so when people see the sign, they Arcadia City Planning Commission 3 9/14199 / . . will exit into Arcadia, whereas, if the sign would be posted by Huntington Dr., cars would go into Monrovia first before getting into Arcadia. MODIFICATION COMMITTEE MEETING ACTIONS Chairman Bruckner recapped the actions takenby the Modification Committee. MATIERS FROM STAFF 1. CITY COUNCIL ACTIONS 2.
