The Planning Commission of the City of Arcadia met in regular session on Tuesday, August 10,
1999 at 7:15 p,m, in the Council Chambers of the City of Arcadia, at 240 W,.Huntington Drive With '

MOTION
It was moved by Commissioner Sleeter, seconded by Co~ssioner Huang to excuse

The staff report was presented arid the public hearing was opened.
Hank Jong, 881 Monte Verde, was in agreement with all of the conditions in the staff report,
No one spoke in favor of or in opposition to this item.

RESOLUTION NO, ]595
A resolution of the Planning Commission of the City of Arcadia, California, granting CUP
99-013 for a small eating establIshment with tables and chairs for a maximum of] 5 people at
]60 E, Duarte Rd" #A. '
The staff report was presented,
In response to a question by Commissioner Sleeter, ,staff said that as 'Iong as it remains as a limited
eating establishment, it would not be restricted to a bakery and could be any type of an eating
establishment.
The public hearing was opened,
Charlene Liu, 160 E. Duarte Rd" said she was in agreement with alLofthe conditions in the staff
report,
No one else spoke in favor of or in opposition to this item.
Chairman Bruckner closed the public hearing 'and noted that he lives nearby and has neverobsetved
a parking problem,
MOTION
It was moved by Commissioner Kalemkiarian, seconded by Commissioner Sleeter to approve
CUP 99-013 and adopt Resolution 1595 subject to the conditions in the.staff report,

Consideration of a zone change from R-1 (Single-Family Residential/O-6 dulac) to R"3
(Multip1e:-Family/24 dulac maximum).
The staff report was presented,
Staff remarked that this property is the only R,1 zoned property in the area. A modification was
granted for this property for an 8-unit project As it exists, the zoning of the property is inconsistent
with the General Plan designation but the zone change would bringit into compliance.
The public hearing was opened.
Robert Tong, 141 E, Duarte Rd" was present to answer any questions,
Mary Trumble, 585 W. Huntington Dr., said that she had heard that they were going to revise their
plans and instead of constructing an 8"unit project, they were going to develop the property with 24-
units, Isthattrue?
Ms, Butler explained that the R-3 zoning allows a maximum density of24 units'per acre, This site is
smaller than an acre" They would be unable to build 24-uniis, An 8-unit two-story residential
projectwas approved for the subject site,
No one else spoke in favor of or in opposition to this item,
Chairman Bruckner closed the public hearing.
Commissioner Sleeter remarked that the zone change is appropriate because it would bring the
property in conforinance with its General Plan designation,

It was moved by Commissioner Sleeter; seconded by Commissioner Huang to rec<iinmend
approval ofZ-99-004to the City Council.

Commissioner Huang announced that he would be able to chair the Modification Committee
meeting because his hours at work have changed,

Chairman Bruckner recapped the actions taken by the Modification Committee,

Ms. Butler summarized what would be coming before the Planning Commission at theiJ' upcoming
meetings.
Ms, Butler said the l1ublic hearing for the Anoakia DEIR has been scheduled for the Planning
Commission's August 24th meeting, She suggested that the Planning Commission tour the site prior
to the next meeting and that tonight's meeting should adjourn to the time and date thatthey'will be
visiting the site,
After some discussion, the Planning Commission decided that they would meet at 6:00p,m, on
August 24th at to tour the Anoakia site,
Iii. response to a question, Ms, Butler stated that when a project is constructed without permits, the
fees are doubled,
