The Planning Commission of the City of Arcadia met in regular session on Tuesday, February 23,
1999 at 7:15p;m. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with
Chairman Paul Kalem19arian presiding. .

It was moved by Commissioner Bruckner, seconded by Commissioner Sleeter to read all
resolutions by title only and waive reading the full body of the resolution.
2. CONTINUED PUBLIC HEARING MP 99-002 & ADR.98-047

Consideration of modifications for a proposed 16-unit residential condominium project.
The staff report was presented.
Staff said that item 3 on the recommendations is for both the interior and perimeter walls. This item
was continued from the previous meeting due to an incomplete mailing list.
The public hearing was opened.
Robert Tong, Sanyao 101'1,141 E. Duarte Rd., was representing the owner in escrow and said they
were in agreement with all of the conditions in the staff report. He indicated that they did not object
to the requirements for an additiomil tree. This is their first proposal on the subject property.
No one else spoke in favor of or in opposition to this item.
Chairman Kalemkiarian closed the public hearing. He asked about the grade from the curb.
Staff responded that the natural slope in the City is north-west to south,east. The subject property is
on.the north side of the street. He thought the change in grade from the rear of the site to the curb is
about 3'-4'. Staff encourages on-grade developments in the City where there is no depressed
driveway area and there would be no need for sump.'pumps.

It was moved'by Commissioner Murphy, seconded By Commissioner Huang to approve.MP
99-002 & ADR 98-047 subject to the conditions in the staff report.

Consideration of conditional use permit to expand the existing tutorial center permitted by CUP 97-
009 (which allows an enrollment of SO students) to allow 30 additional students.
RESOLUTION NO. 1587, granting CUP 99-003 to expand the existing tutorial center at 70 W.
Las Tunas Dr.
The staff.report was presented.
Ms. Butler said the doors atthe'two new classrooms are accessible to the exterior. Based upon the
requirements for schools, they would need 22 more parking spaces for the expansion of the
classrooms but there is already a parking deficiency.
The public hearing was opened.
Grace Tan, 60 W. Las Tunas Dr., representing Little Harvard Academy, said they are in agreement
with all of the conditions in the staff report. The two new doors would be emergency exits located in
the front and the back of the, building and would notbe open for public access. Currently there are 3
emergencyexitdoors. This expansion will provide them with 2 more classrooms.
staff said that is a requirement of the Building Code based on the occupancy of the building with
this type of use they are required to provide secondary exiting.
Roger Angluar. 34 W. Las Tunas, said he is the owner of the donut shop at the east end of the
.complex and he did not feel there is any parki1lgproblems. He thought the expansion would benefit
other businesses in the center.
David Mederas, 50 W. Las Tunas,.said he is the owner of Fantastic Sam's Hair Salon. He also did
not feel there is a parking problem and indicated thatthis would bring in more ,people to the center.
Rezvan Sanai, 30 W. Las TUnas, the owner of the florist shop was happy to see the expansion.
There is no parking problem. He thought they should support Ms. Tan.
Jimmy Trieu, 50 W. Las Tunas, said'he is the store manager for the computer store, which is located
next to the subject establishment. He was in support of the expansion.
No one else spoke in favor of or in opposition to this item.
Chainnan Kalemkiarian closed the public hearing.
Commissioner Murphy suggested that the two door in the new classrooms be designated as
emergency exits and not be utilized for both ingress/egress.

99-003 subject to the conditions in the staff report with the additional amendment and adopt
Reso. 1587.

Commissioner Bruckner said that the rear portion of his property adjacent to the wash belongs to the
person on the other side of the wash. He wanted to make sure that this type of a.situation would.not
happen.
Ms. Butler thought that could have happened before the wash was put. in. Staff ensures that the
property is adjacentto.the one fronting the street.
MOTION
It was moved by Commissioner Bruckner, seconded by Commissioner Sleeter that the sale of
the Flood Control Properties adjacent to the above addresses is consistent with the General
Plan.

Ms. Butler recapped the upcoming projects before the Planning Commission and recent actions taken by
the City Council.
Ms. Butler said that the Cjty Attorney, distributed the back up material for the adult entertainment
ordinance which will be coming before thePlaIiningCommission on March 23M. ' .
With regard to Anoakia,Ms. Butler said that staff has contacted consultants to prepare an RFP for a
focused EIR focusing on the cultural and historical aspects of the property as well as environmental and
the tree preservation issues.
