The Planning Commission of the City of Arcadia met in regular session on Tuesday, December 12; 2000
at 7:15p.m. in the Council Chambers of the City of Arcadia, at 240 W.HuntingtonDrive with Chairman
Murphy presiding,

MOTION
It was moved by Commissioner Bruckner, seconded by Commissioner Huang to excuse
Commissioner Kalemkiarian from tonight's meeting. The motion passed by voice vote with
none dissenting.

Ms~ Butler said that a letter was received from Carolyn Ziegler-Davenport with regard to item No 8 on
the agenda. She is an elected official of the MonrovialDuarte Town Council. She is urging the approval
ofthis item.
MOTION
It was moved by Commissioner Bruckner, seconded by Coinmissioner Huang to read all
resolutions by title only and waive reading the fully body' of the resolution. The motion passed
by voice vote with none dissenting.

Commissioner Olson corrected the Minutes. He indicated that the Boy Scout mentioned in the Minutes
was not his son. However, his son and a few members of the Boy Scouts are in the audience working
toward earning their badges.

Consideration Matentalive parcel map.for a 3,unit detached condominium project.
The staff report was presented and the public hearing was opened,
Tom Kao, Tritech Assoc., 135N, San Gabriel Blvd., San Gabriel, said they are in agreement with.all of
the conditions in the staff report with the exception of condition 4 by Engineering Div. This condition
was added after a modification was granted for the reduction of the driveway width.
Staff explained' that Mr. Kao is referring to a memo by Engineering recommending that they provide a
20' wide driveway. As a matter of course, the traffic engineer always requests this, The Planning

Commission did approve a modification to this request at a previous meeting.
No one else spoke in favor of or in opposition to this item
Chairman Murphy closed the public hearing.
Staff said that despite the design and the approval by the Planning Commission., the traffic engineer
would prefer to see. a 20' wide driveway even though 12' was approved,

Consideration of a tentative map for a 5-unit detached condominium project.
The staff report was presented and the public hearing was opened,
Scott Cheng, 11823 Sliluson, Santa Fe Springs, said they are.in agreement with all of the conditions in
the staff report.
Eleanor Dones, 444 W. Huntington Dr., said that her units are to the west of the subject property. If the
. PlaniJing Commission allows the development of this property it will greatly hamper the quality of her
life and her neighbors. She will lose the view of the mountains that she presently enjoys from her fIrst
and second. floors. Undoubtedly there will be an increase in noise, In addition, they will lose their
privacy. This will upset the quality of life and have a negative impact on them.
No one else spoke,in fuvor, of or in opposition to this item.
Chairman Murphy closed the public hearing,
Commissioner Bruckner said that the Planning Commission spent a considerable amount of time when
the modification was being requested. Their approval at that time took into consideration the neighbors,
What is before the Planning Commission tonight is only the subdivision issue and notthedesign of the
project. That was already considered ,at a previous meeting. Tonight would not be the appropriate time
to discuss that issue. When they were reviewing the' project; they considered the height of the building
and required that the overhangs be modified,
Commissioner Olson concurred. They did require the developer to make changes to the design in
response to concerns raised by neighbors. He was satisfied with the project now.
Chairman Murphy clarified that on October 24th, the Planning Commission looked at the requested
modifications and the design concept. Tonight they are only considering thesubdivision.issue.

The staff report was presented and the public hearing was opened.
Tom Kao, Tritech Asso.c., 135N. San Gabriel, San Gabriel, said they are in agreement with all of the
conditions listed in the staff report. The back portion of this lot is unused by the current owner but it
would benefit the property on Louise Ave. and increase their rear yard.area.
No one.else spoke in fuvor of or in opposition to this item.

Ms. Butler remarked that code does not require a block wall but more than likely the property owners
will construct one.

8~ RESOLUTION NO. 1626
A resolution of the Planning Commission of the City of Arcadia, receiving and adopting the
Prellininary Plan for the proposed South Arcadia ~roject Area and adC!pting Amendment No.5 to
the Redevelopment Plan for the Central RedevelopmentProject.
Ms; Butler introduced Mr. l(innRhRn,the Economic Development Administrator.
Mr. Kinnahan introduced his staff, Brian Saeki, RedevelopmentProject Analyst and Denise Bickerstaff
from Keyser Marston Associates, the consultant.
In response to a question by Commissioner Bruckner, Ms. Butler saId that currently there are no plans
for the vacant site in the subject area Meeker Development owns the property.
Commissioner Bruckner as.ked what would happen to the residential uses in the area?
Mr. Kinhahanreplied that there are only two dwellings in this area but those have been excluded from
the project area and would be exempt. '
Commissioner Bruckner asked if there were any plans to include residential USes in this area?
Mr~ Kinnahanreplied that there was not.
Commissioner Bruckner felt that currently there are several residential uses in the subject area facing
Live Oak. He suggested considering mixing commercial and residentiill uses. It appeared to him that
there are many small commercial centers along Live Oak and there may not be the market there for that
type of a use. Residential use would be a good alternative.
Commissioner Huang felt that was a good point. He asked why the Live Oak area is being incorporated
in the Central Redevelopment Project Area instead of a separate project area?

Mr, Kinnahan explained that it is both staff's and consultant's feeling that creating a separate project
area would not be of sufficient size to help pay for itself,
MOTION
It was moved by Commissioner Bruckner, seconded by Commissioner Olson to adopt Resolution
No. 1626, approving the Preliminary Plan for Amendment No.5 to the Central Redevelopment
Project and direct the'submittal of the Preliminary Plan to the Arcadia Redevelopment Agency.

9. RESOLUTION NO. 1625
A resolution of the Planning Commission of the City of ArCadia, granting c::;UP 00-018 for an

RESOLUTION NO. 1627
A resolution of the Planning Commission of the City of Arcadia, amending conditions of
approval for Resolution No. 1622 (CUP 00-016) for Foothill Transit located at an undeveloped
lot north of 11745-1l765 Clai-kSt.
Ms. Butler read the titles of the resolutions,

Resolution Nos. 1625 and 1627 and to formally affirm the decisions of November 28th and the
votes thereon.

Commissioner Bruckner said there is a significant amount of strip development along Live Oak and Las
Tunas and he could foresee that in time the quality of the centers might diminish. He felt that it is
important to tllke that into consideration. The introduction of residential uses along this corridor will
make sense. He felt that flexibility should be built. into the project area now. At a later date, it would
require a substantial amount of paperwork the change the plan, when they could build that flexibility
into the plan now.
With regard to the Housing Element, he. hoped that it would be brought to the Planning Commission as
soon as possible, so they can review' it. He hoped that programs would be included for affordable
housing. Housing in Arcadia"is difficult to afford by sons and daughters of existing homeowners.
Ms, Butler remarked that she felt Mr. Kinnahan did get the message from the Planning Commission with
regard to residential uses. She said that staff is currently reviewing the draft Housing Element. It is
anticipated that itwill be brought to the Planning Commission in February
Chairman Mw:phy commended the Boy Scouts and their leaders for attending the meeting and
familiarizing themselves with City government.
MODIFICATION COMMITTEE MEETING ACTIONS
Ms. Butler recapped the actions taken by the Modification Committee.

3. Discussion regarding the Modification Committee Meetings
Ms, Butler said that concerns have been expressed with the potential for inconsistent actions by the
Modification Committee due to the rotation ofthe Chairperson. Code indicates that the Chairman of the
Planning Commission or his,appointee serve one year on the Modification Committee. In,the past, one
Planning Commissioner served a one~year term on the Modification Committee but althe request of the
Planning Commission the rotation schedule was modified. Also, if an action of the Modification
Committee is appealed to the Planning Commission; that commissioner must abstain from the appeal
process,
Commissioner Olson volunteered serving on the. Modification Committee for 2001.
