The Planning Commission of the City of Arcadia met in regular session on Tuesday, November 28,
2000 at 7:15 p:m.in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with
Chairman Murphy presiding.

Ms. Butler indicated that a revised page 11 was distributed for the ,Minutes.
MOTION
It was moved by Commissioner Kalemkiarian, seconded by Coll1Il1iSsioner Bruckner to read all
resolutions by title only and waive reading the fully body of the resolution. The motion passed
by voice vote with none dissenting. .

Consideration of modifications for a tentative parcel map for a lot line adjustment.
The staff report was presented and the public hearing was opened,
Hank Jong, 11823 Slauson, Santa Fe Springs, said they are'in agreement with all of the conditions in the
staff report.
No one else spoke in favor of or in opposition to this item.
Chairman Murphy closed the public hearing.
MOTION
It was moved by Commissioner Kalenikiarian, seconded by Commissioner Olson to approve
TPM 00-018 subject to the conditions listed in the staff report

A resolution of the Planning Commission of the City of Arcadia, denying CUP 00"018 for an
internet cafe at 1311 S, Baldwin Ave., #A.

Staff said that this is the only vacant space in this, area The available parking spaces would be near
Naomi Ave. They will ,have to draw from this available parking regardless oi'their location. A CUP
would not be required if this was a retail use,
Ms. Butler remarked that this location was previously a retail use - the Celebration Gift Shop,
Commissioner Bruckner feh that a correction shoUJdbe in Environmental Checklist under air traffic.,
The public hearing was opened.
Paul Hsiao, I Cafe Station. 2822 W, Valley Blvd" Alhambra, displayed photos of the site showing the
parking situation at different'times of the day and the vacancy ratio. Their intent is to sell fast food type
meals and unique beverages. The purpose of their cafe is to have their customers purchase food and rent
their workstations after work and schooL He anticipated that their business would be busiest when the
other retail stores are already closing; i.e,; after 6:00 p,m He hired a parking survey professional.
There seems to be a ,discrepancy with the number of parking spaces. The number of available parking
spaces varies greatly between staff and the landlo,rd. Staff indicates that there are approximately 770
parking spaces and the landlord indicates that there are 1050. Based on the landlord's numbers, there
would not be a parking deficiency. In fact, there would be 96 more parking spaces than code requires,
They will ask their employees to utilize the upstairs parking and request that customers staying longer
than 30 minutes utilize the parking near Burlington Coat Factory. He noted that Mr. Nicholson, the
Planning Services Manger indicated that staff is currently working with the owner to provide more
parking which wouldbecollle available along Baldwin Ave,
In response to a question by the Commission, Mr. Hsiao indicated that they would be serving hot dogs,
sandwiches, fried chicken and similar light and quick meals, They are trying to attract kids to come
there after school. The rate to utilize-the machine would ,be $1.50 perJO minutes.
Staff iildicated that the parking area is under two,separate ownership.
Ms., Butler clarified that the 770 figure is not for the entire site. It is only fora portion and does not
include the area by Von's. She outlined the area that includes the 770 parking spaces. If they combined
the number of parking spaces for both parcels, the number would be close to what the landlord indicated.
George Lok, designer, said the survey was conducted every two hours on Wednesday, October 4th.
Their survey concentrated on the whole area and not just this portion. He cited the vacancy ratio. They
did not conducLa survey on a Saturday.

Ms. Butler explained the parking requirements for retail and restaurant uses. For retail the requirement
is 5/1 000 and for restaurants 10/1000. '
Staff'said that it is difficult to find parking in certain areas of the center. Staff indicated that the tenants
were notified of this request.

Chairman Murphy thought that people do not want to use the parking spaces to the west of the driveway.
Commissioner Kalemkiarian said regardless of what type of a use goes in here parking would be tough.
The use will not make much of a difference on the available parking.
Commissioner Bruckner said he is generally concerned With parking when a use abuts residential use.
But this is'not the case; It is self-contained, It is just a matter of convenience for the customers, People
will just have to walk a little to getto this use;
Commissioner Huang did not object to the use and felt the customers may have to park a little further,

It was moved by Commissioner Kalemkiarian, seconded by Commissioner Bruckner to approve
CUP 00-018 and direct staff to prepare the appropriate Resolution for adoption.

Chairman Murphy noted that there is a five working-day appeal period after the adoption of the
resolution. The resolution will be adopted on,December 12th. Appeals are to be filed by December
20th.

Consideration of modifications and architectural design reVIew for an 8-unit residential
condominium project.
The staff report was presented and the public hearing was opened,
Robert Tong, Sanyao Int'!, 141 E. Duarte Rd., said they are in agreement with al) of the conditions m the
staff report. In response to a question by Chairman Murphy, Mr. Tong said that the Mediterranean style
development seem to sell welL He said that the two large trees in the front would help make the
building look softer.
Commissioner Bruckner said this is a simple design but it'fits in well.
No one spoke in favor of or in opposition to this item.
Chairman Murphy closed the public hearing.
Chairman Murphy complimented the architect on the design of the building, He felt it is refreshing to
see a different design.

condominium project.
The staff report was presented.
Chairman Murphy,asked questions about the landscape pop outs along the driveway.
Staffindicated the garage for unit "A" is facing the street. ,There is a bay window with a seat on the
second floor.
The public hearing was opened,
John Sheng, 5926 Temple City Blvd., Temple City, said they are in agreement with all of the conditions
listed in the staff report. They are providing planting areas along the driveway. The material is shown
on the materials sample board and will be compatible with the. surrounding developments,
Commissioner Kalemkiarian asked what the large concrete ,area would be used for between the units?
Staff indicated that.is the back out space for the rear unit and for the guest parking.
Commissioner Bruckner thought that seemed like a large area for back out.
No one else spoke in favor of or in opposition to this item.
Chairman Murphy closed the public hearing,
Commissioner Olson inquired about the building height of unit "B".
Staff said that the heights were reduced on the first lind second,floors,
Chairman Murphy said,he wanted to see some creativity in design.

Commissioner Bruckner thought that the back out area was quite large. It appeared to be a large
concrete area
Ms. Butler said that staff is working on amending the R-2 and R-3 regulations. They have found that the
City's back out area requirement is greater,than neighboring cities,

A resolution of the Rlanning Commission of the City of Arcadia, granting an appeal and
overruling the Santa Anita Oaks HOA's ARB's denial of a proposed single-story remodel of the
single-family residence at 524 Gloria Rd.
Ms. Butler read the title of the resolution.
Commissioner Olson asked that the vote on page J be amended with the correct names,

Resolution No. 16:f4and formally affirm the decision of October 24th and the vote thereon.

MATTERS FROM PLANNING COMMISSION
Commissioiler, Olson introduced Boy Scout Troop 120 Present in the audience. The'young-gentleman is
working for the Eagles and is here to learn about community activities. He thanked Commissioner
Bruckner and Mr. Harbicht for going over city goveinment isSuei at a recent meeting where the boy
scouts were trying to earn their Eagles badges.
