PLEDGE OF ALLEGIANCE The Planning Commission of the City of Arcadia met in regular session on Tuesday, October 10,2000 at 7:15 p.m. in the Council Chambers of the City of Arca4ia, at 240 W. Huntington Drive with Chairman Murphy presiding. ROLL CALL: PRESENT: Commissioners Bruckner" Huang, Olson, Murphy ABSENT: Commissioner Kalemkiarian MOTION I It was moved by Commissioner Bruckner, seconded by Commissioner Olson to excuse Commissioner Kalemkiarian from tonight's meeting. The motion passed by voice vote with none dissenting. MOTION It was moved by Commissioner Bruckner, seconded by Commissioner Huang to read all resolutions by title only and waive reading the fully body 'of the resolution. PUBLIC HEARING CUP 00-016 Aniundeveloped lot north of 11745 & 11765 Clark St. Ram Kumar, Kumar Consulting Services Consideration of II conditional use permit to operate a bus maintenance and administration facility-for Foothill Transit on properties located within both the Cities of Arcadia and Irwindale. RESOLUTION NO. 1622 A resolution of the Planning Commission of the City of Arcadia, California, granting CUP 00- 016 for outdoor bus storage on a vacantJot north of 11745, and 11765 Clark St. The staff report was presented. Commissioner Bruckner asked how close is this to the nearest residential property. Ms. ButIersaid the nearest residential property is approximately 2,500 ft away. The public hearing was opened. Ram Klimar, Kumar Consultants, Project Manger was present and introdl,lced the architect and a' representative from Foothill Transit He had concerns with the condition dealing with providing a decorative block wall around the perimeter of the property. He explained that the City of Irwihdale is only requiring them to put a chain link fence. It would look odd to have both a block wall and a chain link fence. The Arcadia portion sits back from the street so it would not be visible. He thought that a wall ,might pose security problems by reducing visibility. Ms. Butler stated that a b10cli: wall is a requirement for all developments'in this zone for a vehicle storage facility. This is not something that staff is requiring over and beyond code. Mr. Kumar responded that this is more than storage. The buses will be parking there. The property will be nicely landscaped and maintained. This property is in the middle of an industrial area. They are asking that this decision not be made tonight and be postponed tea later time when they have designed the'building. Arcadia City PlannmgComrnission 2 10110100 .' . . Ms, Butler replied that it is not customary to negotiate conditions after the cuP has been approved. A block wall is a mandatory requirement in all industrial projects, although the Planning Commission could wave this requirement. Staff feels this is important and does not think ,that it should be waived. Mr. Kumar explained why he felt a wall should not be required. This would be a 300' long wall along Kardashian on three sides of the property. It will have the enclosed appearance and he did not thihl<-that would be conducive. The City of lrwinda1e is not requiring a block wall only a chain link or similar fence. There would not be any barb or razor wire on top of the chain link fence. The site would be equipped with closed circuit TV. Pat McCelvin, the architect, explained what is currently on the site. He explained the site plan and illustrated where the Operations and Administration buildings would be on the site which would be screened from both the buses and the street. The City'ofIrwindale has required chainJink or wrought iron fencing. They feel that this type of a fencing would be preferable over a block wall.and provide better security. He assured the Planning Commission thatth~y would landscape it appropriately. They are asking for the waiver of the block wall requirement so there would be consistency. It does not make sense to have two different types of fencing on one property. He explained what types of uses are abutting this property. The employee parking will be. screened and they will be using wrought iron fencing, along Peck Rd. Mr. Kumar said that portions ofthestreeno the east are in the City ofIrwindale,and have already been vacated. They are working with the Hanson Group and Engineering to have the other portion of the street vacated so there would be direct access to Clark and Kardashian. Discussion ensued regarding the development to the west of this 'site. CoImnissioner Huang asked if they would be pla.nting trees along two sides of the property in Arcadia. Commissioner Huang was reluctant in waiving the block wall requirement. He thought it would set a precedent and,other developments would request the same. Ms. Butler said the block wall is required in conjunction with outdoor storage, although, most industrial developments secure their property with block walls or wrought iron fencing. Chain link fencing is prohibited. Staff said that the adjacent property has block wall. Commissioner Bruckner did not think that chain link fence would be appropriate. He thought staff should have the flexibility to approve the wall and the landscaping if the property becomes available. , Ms. But!er agreed. Arcadia City Pltmnmg CommiSsion 3 10/10100 .' . . Chairman Murphy felt it is important to maintain continuity and not to set a precedent. He said that a wall provides more security. Commissioner Olson did not think that a 6' high wall would provide adequate security. Ms. Butler said that 6' is the minimum. Chain link is not an option and staff is not recormi1ending it. Wrought iron would be acceptable if they provide intensive landscaping as shown on the rendering. It could be highenhan 6'. Generally, the landscaping is in the interior of the propertY. Staff would want to see it heavily landscaped if they use wrought iron fencing, especially at the western boundary. They would be required to submit a landscape plan. Chairman Murphy remarked that wrought iron fencing would require maintenance and more intense landscaping. He agreed with staff's recommendation lind .thought they should require a wall. Commissioner Olson agreed. He thought that a decorative block wall would be more appropriate. He was in favor 'Of allowing the flexibility to staff if the neighboring propertY is acquired. MOTION It was moved by Commissioner Bruckn~, seconded by Commissioner Olson to approve CUP 00"016 and adopt Resolution No. 1622 subject to the conditions listed in the staff report. With the additional condition that staff have the flexibility to adjust the location of the wall if acquisition is done prior to construction and that landscaping plan be submitted which includes on ivy or similar type vine on the exterior wall. The landscaping is subject to staff's satisfaction. With,regard to a comment by Commissioner Huang, Ms. Butler said that they could,be required to post bonds to assure that all work is completed. Appeals are to be filed by October 17, 2000. MATTERS FROM CITY COUNCIL None MATTERS FROM PLANNING COMMISSION Commissioner Bruckner said that he would like to see anything that is submitted by the race track. Ms. Butler responded that the City has not accepted the application that was flled by the race traCk because it is incomplete. Staffisrequesting that more inforrDation be provided.
