PLEDGE OF ALLEGIANCE
The Planning Commission of the City of Arcadia met in regular session on Tuesday, September 12,
2000 at 7:15 p.m in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with
Chairman Pro Tem Murphy presiding.

MOTION
It was moved by' Commissioner Bruckner, seconded by Commissioner Kalemkiarian to excuse
Commissioner Huang from tonight's meeting. The motion passed by voice vote with none
dissenting.

MOTION
It was moved by Commissioner Kalemkiarian, seconded by Commissioner Bruckner to applove
the Minutes of August 2200 as published. 1be motion passed by voice vote with none dissenting.
Commissioner Bruckner indicated that he was absent from that meeting but was informed by staff that
three votes would be necessary to approve the Minutes and Resolution No. 1609. Both he and
Commissioner Huang were absent from that meeting and Commissioner Sleeter is no longer on the
Commission, thus, his vote would be necessary to approve these items.

2. PUBLIC HEARING CUP 00-012

Joe and Eva Cammorata
Consideration of a conditional use permit and related parking modification to operate a 980 sq,
ft. donut shop with seating for 10 in a corner retail. center.
RESOLUTION NO. 1619
A resolution of the Planning Commission of the City of Arcadia, California, granting CUP OOc
012 for a donut shop at 529 E. Live Oak Ave.
The staff report was presented
In response to a question by Commissioner Bruckner, staff said that part of the condition of approval is
that the site be cleaned up and maintained. Staff explained the number ofavailable parking ,spaces and
said that the site plan shows 31 space!, but four of the ,spaces do not comply with code due to inadequate
back out space.

The applicant was present ~ the audience and ,indicated his approval of the conditions.
No one spoke in favor of or in opposition to thiS item.
Chairman Murphy closed the public hearing.
Commissioner Brucknerwanted to make sure the property is maintained.

Consiqeration of a teritative map Jor a 6~unit residential condominium project.
The stil.ff report was presented and the public hearing was opened.
Tom Kao, Tritech Assoc., 135 N. San Gabriel Blvd., San Gabriel, said they are in agreement with all of
the conditions in the staff report. Staff has already approved the architectural design review for this
project and they have, already applied for building perinits.
No one else spoke in favor of orin opposition to this item
Chairman Pi-o Tem Murphy closed the public hearing.
Commissioner Bruckner noted that it complies with,aIl code requirements.

RESOLUTION NO. 1620
A resolution of the Planning Commission of the City of Arcadia, California, granting CUP 00-
014,for a coffeehouse at 29 E. Huntington Dr.
The staff report was presented.
Staff indicated that this request is similar to the CUP that was ,approved a few years ago. In this case,
the dental office is slightly smaller and the coffeehouse a little larger. They have not submitted a
specific floor plan for the coffeehouse. The CUP is,neededfor the coffeehouse.
The public hearing was opened.

The parking is now limited to two hours but they do not intend to have their employees park there.

Commissioner Bruckner remarked that this is the exact type of a use that they were trying to encourage
along Huntington Dr. He thought that they should go out of their way to encourage this type of a use.

5. PUBLIC HEARING TM 53257
45-53 Colorado Blvd.

Consideration ofa tentative lIlap for a 6-unitresidential condominium project.
The staff report was presented and the public hearing was opened.
Scott Chang, 11823 Slauson, Santa Fe Springs, said they are in agreement with all of the conditions in
the staff report.
Carol Ellsworth, 46 E. Newman, said that her back yard abuts one of the subject properties. The
property is a fire hazard. There are rodents,and animals on the' property. She was concerned for the well
being of her fumily and her neighbors. She thought that six units were too much for this property and
did not think the children that would eventually live there would have enough room to play. Colorado
Blvd. is a very busy street. It does not appear that there is much room left for shrubbery or greenery.
She asked if there was a plan that she could review?
Staff showed her the plans.
Mr. Nich()lson explained the zoning and .the density requirements. Under the current zoning they can
build up to 8~units but'theyare only proposing 6-units. In his opinion, tl]is would not be a dense project.
TIlls isa well-designed project. They coniply with the landscaping requirements. Staff feels this is, a
good project.
Ms. Ellsworth asked that they clean up the site prior to demolition. She did not want to have all the
rodents come over to her property.
Mr. Nicholson said that Building Dept. would make certain that they follow lill,regillations and would
inform them of their concerns prior to demolition.
In rebuttal, Mr. Chang assured the neighbors that all clean up and demolition would comply with all
City requirements.

Mr. Nicholson advised heI that this item would be continued to the Planning Commission's September
26th meeting. He assured her that he would have Ms, Burnett call her to answer any questions that she
might have regarding this ploject.
7. PUBLIC HEARING MPOO-021 & ADR 00-031

Consideration of modifications for an 8-unit residential cOIldominium project
The staffrepart wils presented and the public hearing was opened.
Daphne Fan, 13501 Tracy 8t, #B, Baldwin Park, the designer of the project was representing the
property owner.
No one else spoke in favor of or in opposition to this item
Chairman Pro Tem Murphy closed the public hearing.
Mr., Nicholson explained the back out requirements and felt that the proposed back out space would be
adequate. Code requires 25' baCk out area for a 50' wide lot. In this type of development, with
subterranean parking, staff feels that a 5' buffer for landscaping works well. In the 1980s and early
1990s staff allOwed excavation up to the properly line but due to some problems that is no longer
permitted. A subterranean parking structure must maintain a 5' -0" from property line.
Commissioner Bruckner said that the landscape plan at best is difficult to read. This IS a relatively dense
project with small street frontage. He asked that particularly in front of unit 1, it be well landscaped
with relatively mature plants so that it is not all concrete and garage on the street frontage.
Mr. Nicholson said the point is well taken. The 20' wide driveway is curvilinear and staffwill see that it
is adequately landscaped on both sides. A landscape and irrigation pian is submitted concUrrent with
the structural drawings for staff's review and approval.

A resolutiOn of the PI arming Commission of the City of Arcadia, California, denying CUP 00-
006 as revised ,to allow up to 25% of a proposed 20,772 sq. ft., 3-story office building to, be
available for multiple~famiIy residential use at 255 E. Santa Clara.
Mr. Nicholson read the title of the resolution.
Commissioner Bruckner reiterated 'his comments from the beginning of the meeting. He stated that he
has 'lead the Minutes from the August 22nd meeting.
