PLEDGE OF ALLEGIANCE
The Planriing Commission of the City of Arcadia met in regular session on Tuesday, August 22, 2000 at
7:15 p.rn. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with Chairman
Sleeter presiding.

MOTION
It was moved by Commissioner Kalemkiarian, seconded by Commissioner Murphy to excuse
Commissioners Bruckner and Huang from tonight's meeting. The motion passed by voice vote

Chairman Sleeter explained the voting requirements since there were only three members present at
tonight's meeting.
2. CONTINUED PUBLIC HEARING CUP 00-006 (Revised)
255 E. Santa Clara St. - NE comer of Santa Clara St. and Second Ave.
Gary Morris, LLC
Consideration of-a conditional use'permit to allow 25% of a three-story building to be available
for multiple- family residential use.
The staff report was presented and the public hearing was opened.
Gary Morris, general partner, 55 E. Huntington Dr. gave the background of their project. It is their intent
to occupy 4,500 sq. ft. of the building. They felt this is a great location for their building. After talking
with the City, they submitted plans and concept plans which were all approved. They took a close look
at the fmancials and felt that it would be better to have each occupant submit plans to the City for the
space that they are leasing.
He went on to say that there are a couple of problems with the lots; it is close to the City water tanks
which is undesirable, it is not on Huntington Dr. and is located on a long and narrow property which
limits the development of the building. As a result of the narrow lot, they are forced to construct a semi-
subterranean parking area which is very costly. They do not want a concrete tilt up type building. By
the time they are done with construction, they would have put more money into the building than it
would be appraised. As a developer they would not want to construct such a building. They want to
have a positive cash flow. He anticipated that they would lease. the office for $2 a sq. ft. regardless of
the type of tenant. Their original request was for only one residential unit. What he has requested
complies with the General Plan requirements, although, the City has not yet developed standards for this
type of a development. The City is applying the R-3 zoning regulations. This is a new concept where a
residential use and commercial use are occupied in the same building. As the property owner and
developer, it is his responsibility to bring in quality tenants. Commercial projects are tenant driven. It is
very likely that one tenant may occupy the whole building. He felt that each tenant should design their
own floor plan. Tenants would have an option to have storage space.

In response to a,question by Commissioner Murphy, Mr. Morris, said that it would be very difficult
financially to develop each office space and then wait for a tenant.

In response to a question by Commissioner Kalernkiarian, staff said that there is an area set aside iil the
subterranean parking ,for the residents. Possibly this area would be separated by a roll up door or a gate.
The City does not have a code. for lofts.
Ms. Butler explained the reason for the ,denial recommendation. This wlis never, the intent of the General
Plan when mixed-use was created. What has been proposed was never intended. They were looking at
loft type condominium units m conjunction with retail use and not mto renting each space and then
having it developed individually. The concept of the proposal does not meet 'any of the intent General
Plan; The building should be developed at one time arid not each unit developed separately. Staff
would apply the R-3 regulations to this type of a project.
Commissioner Kalernkiarian said that to him this best resembles an artist's loft. Different cities have
different ways of dealing with them. It is logical as a developer to have each tenant do their own tenant
improvements. But walls, p,lumbingand electrical need to be done. Unless they construct as what was
originally drawn, he agreed with staff's:recommendation.
Commissioner Murphy did not have any objections to theconyept but he agreed with the staff report.
The concept of mixed use is a good one if it were pursued in a different way

00-006 based on .findmgs not conSistent with the Generai Plan Land Use Designation and the
City's Multiple-Family development standards.

Nazarene said they are in agreement with all of the conditions in the staff report. .

Joe Ramos, 2075N. First Ave., Upland, the architect representing the property owner said they are in
agreement with all of the conditions m the staff report.
No one else spoke, in favor of or in opposition to this item. .

Consideration ofa tentative parcel map to create three single-family lots from two existing lots.
The staff report was presented
Staff said that the tree preservation must include all mature trees., If any trees are'to be removed, the
City will seek equitable replacements.
The public hearing was opened.
Scott Chen, EGL Assoc., U823 Slauson, Santa Fe Springs, said they are in agreement with all of the

conditions in the staff report.
John Lang, U05 S. Mayflower, asked that the developer be a good neighbor during construction by
controlling dust, noise and traffic.
Mr. Chen could ,not comment on that issue but was certain that the developer 'would comply with City
requirements.
No one else spoke in favor of or in opposition to this item
Chairman Sleeter closed the public hearing.
Based on his own experience, Commissioner Kalemkiarian ,commented that the City has very strict rules
on building codes and is very concerned for the neighbors. The neighbors do have a lot of influence on
the project.

TPM 00-016 subject to the conditions listed in the staff report.

The staff report was presented and the public hearing was opened.
Deborah Ouyang, said they are.in agreement with all of the conditions in the staff report.
Barb Proffett, II Altura,was elated that the windows on her side would be moved. She felt a lot of
thought was given to this plan. It is refreshing to see a one-story construction. She remarked and named
several of her neighbors who were unable to attend tonight's meeting but are in favor of the project.
No one else spoke in favor,of or in opposition to this item.

013 for a restaurant at 101 W. Huntington Dr.
The staff report was presented.

Ms. Butler said that the CUP is required because the previous CUP has already expired. This zone
allows restaurants but only with an approved CUP. They will be required to sUbmit a landscape plan.
The existing roof is baked eliamel and can be painted With special paints.
Staffwas not aware of any changes to the fa~ade.
The public hearing'was opened.
Gary Wang, 573 Monterey Pines Rd., #C, Monterey Park, said they have reviewed the conditions in the
staff report; and disagreed with item no. 3 with regard to the monument sign. He asked that the existing
sign remain, since it has been there for 25 years; It would be a shame to remove it. They will comply
with staff's recommendation with regard to the roof. They will not be changing the building and will
only repaintthe building including the roof with earthtones.
Ms. Butler named all the different restaurants that have occ)lpied this space.
eharles Franason, 13830 ChanOler Ave., Sherman Oaks, the owner of the property asked that the
Planning Gommission approve their request. He was confident that they would have an inviting
atmosphere at their restaurant.

Commissioner Kalemkiarian said that even though a monument signrnight look nicer, the existing pole

sign.has been' there for a long,time and he could not see any compelling reason to take it out.
Commissioner Murphy disagreed. Now is the time to take care of unattractive signs. A pole sign is
more visible but a monument sign is more pleasing and compatible with what the City is trying to
achieve in this area
Chairman Sleeter wondered if there would be problems with visibility given that this is a comer
location?
Ms. Butler responded that the sign could be pushed back.
Chairman Sleeter was concerned with the traffic off of Santa Clara due to shrubbery, especially, when
the racetrack traffic is backing up, he Jeared that visibility would ,be a problem.
Ms. Butler said that this sign is consistent with what has already been approved at Jack in ,the Box on
Live Oak which is 6'-6" at the peak measured from the top ofknlill. There is a 2' drop.
Commissioner Murphy said this is a key comer that has been an eye sore for a very long time. He
wanted to make a point that thing are done correctly.

The staff report was presented.
Ms. Butler explained the definition- of "grand fathered". She explained that major alteration would
entail changing of walls, addIDg square footage. Adding a closet, upgrading the fuyade or replacIDg
windows would not be major alterations.
The public hearing was opened.
Jeffrey Lee, 2600 Third, said he is the property owner and developer oftliis site. He has rediscovered
the beauty of this building and has reconsidered his position on developing this property with new units.
He urged the Planning Commission to approve this, since he knew for a: fact that at least three of the
City Council members were in fuvor of this zone change.
iaines Carpenter, 2311 Lee, was in favor- of this zone change. He did not want to. see this neighborhood
tom up.

Eve Carpenter, 2311 Lee, said this is a "family" street where children ride their bikes. She did not want
to increase the density.
Pat Ames, 2222 Second, supported the R-1 zone.
Sara DeAnglis, 2401 Lee, thanked Mr. Lee for his reconsideration on developing his lot. Many of the
neighbors are applauding his change of heart. It is the one way to keep Arcadia beautiful.
Scott Forden, 2419 Greenfield, supported this zone change. It will maintain the integrity of the
neighborhood.
Jason La~ 2525 Greenfield, was in support of this change. Many people turn on their street, only fmd
that it is a dead end, make a U-turn and speed down the street back to Live Oak. The additional units
would place more of a burden on the existing congested school system.
Ron Miclich, 2321 S. Fourth Ave., traffic is bad in this area. He did not want additional housing there.
Zia,2520 S. Third, said many people in the area are in favor of the zone change. Even the property
owners who originally requested units are in favor of the zone change. He cited several addresses in the
area that are also inJavor of the change..
Jolly Wu, 2400 Lee, said that it took them a long time to find,a,house. This is a nice street. A multiple-
family building would attract a lot of traffic. There are no sidewalks. Can the sewers handle a muliiple-
family type development?
Fiddel Franckink, 2500 Fourth, was in favor of the zone, change with the hope that exist homes stay and
are not turned to mansions.
No one else spoke'in favor of or in opposition to this item.
Chairman Sleeter closed the public hearing and congratulated Mr. Lee onbeing a good citizen.
