PLEDGE OF ALLEGIANCE
The Planning Commission of the City of Arcadia met in regular session on Tuesday, July 11, 2000 at
7:15 p.rn. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with
Chairman Bruckner presiding.
ROLLCALL:
PRESENT: Commissioners Huang, Murphy, Sleeter, Bruckner
ABSENT: Commissioner Kaleinkiarian
MOTION
It was moved by Commissioner Sleeter, seconded by Commissioner Murphy to excuse
Commissioners Bruckner and Kalenikiarian from tonight's meeting. The motion passed by
voice vote with none dissenting.

PLANNING COMMISSION REORGANIZATION
Commissioner HUang remarked that he did not want to accept the' position of Chairman because he
is very busy with the construction of his new home.
the Planning Commission decided to continue this item until July 25th because there were two
Commissioners absent;
MOTION
It was moved by Commissioner Sleeter, seconded by Commissioner Murphy to read all
resOlutions by title only and waive reading the full body of the resolution. The motion passed
by voice vote with none dissenting.

Ms. Butler said that staff distributed a revised agenda and supplemental information from the
applicant on CUP 00-006. She indicated that the applicant has revised their request and a new public
hearing must be mailed out indicating the request. They should ask the applicant if he'd be. in
agreement with continuing the hearing or they may act upon.theapplication before them.

Gary Morris, the applicant, asked that the public hearing for this item be continued.
Ms. Butler said that a new public hearing would need to be mailed out requesting that 25% of the
project be available fur multiple-family use. This item will be continued to the Planning
Commission's August 22m! meeting.
At the request of the applicant, this item was continued to the August 22m! meeting.
3. PUBLIC HEARING CUP 00-010
400 S. Baldwin Ave.
Terry Walton, GeneralManager for Westfield Shopping Center
Consideration of a conditional use permit to provide outdoor dining areas for the patrons of
the mall's Food Court and Kelly's Coffee and Fudge Factory (a new tenant). Concurrent
with the consideration of the requested CUP, the applicant is alSo requesting approval of the
proposed design concept plans.
The staff report was presented.
In response to a question by Commissioner Murphy, staff said that there would be no conflict with
this request with what is. being proposed for the mall and the issues that are addressed in the DEIR.
The public hearing was opened.
Terry Walton, General Manager Westfield Shoppmgtown, 400 S. Baldwin Ave., said they are in
agreement with all of the conditions in .the staff report. This will help enhance the experience that
their patrons will have. He introduced the owner of Kelly's Coffee, KeithTai.
Chairman Bruckner closed the public hearing. .
Commissioner Sleeter said this would be a nice addition to the mall as long as it complies with all
the regulations, including sign regulations. It would be an appropriate improvement to the mall and
Commissioner Murphy agreed. '
MOTION
It was moved by Commissioner Murphy, seconded by Commissioner Huang to approve CUP
00-010 Subject to the conditions listed in the staffreport. '

Chairman Bruckner noted that there is a five working-day appeai period after the adoption of the
resolution. The resolution will be adopted on July 25th. Appeals are to be filed by August 2, 2000.

Consideration of a tentative parcel map for a 2-unitresidential condominium project.
The staff report was presented aild the public hearing was opened.
Scott Chang, 11823 Slauson, Santa Fe Springs, said they are in agreement with all of the conditions
in the staff report.
Chairman Bruckner Said the Planning Commission reviewed the design of this project in May:

5. PUBLIC HEARING TA 00-002
Consideration of a text amendment to amend Section 927,5.1.51 of the AMC to allow
crematories in C:,O or any less restriCtive commercia] or industrial zone with an approved
CUP,
The staff report was presented.
Staff explained this text amendment and the Planning Commission's recommendation would be
forwarded to the City Council who would make the final decision. After the ordinance is adopted,
the applicant can file for a CUP.
The public hearing was,opened.
Terry Harmon, owner of Chapel of Remembrance, was present.
Ken Robinson, Orlando Florida, representing the company that manufactures the equipment was
present. They have a branch, which is approximately 40 miles from. Arcadia. His company is the
largest company that manufactures cremation equipment. Various,local, State and federal agencies
inspect every installation. Their equipment is safe to operate. and does riot emit pollutants and would
not be a noise nuisance. Most crematories are located in residential areas and,serve that community.
They provide extensive traiJ;llng for the technicians who would operate the equipment.
He went on to say that he was confident.that the applicants would do a nice job oftyingJhis in to the
rest of their facility. All of their plans would be submitted to the city for approval. The equipment
has numerous fail safe features. He explained how the writ would be placed and how'it operates.
No one else spoke in favor of or'in opposition to this item.
Chainrnin Bruckner closed the public hearing.
Commissioner Sleeter thought,that this would be good for the community. He felt they should send
a strong message to City Council to approve this request .

7. RESOLUTION NO. 1607
A resolution of the Planning Commission, of the City of Arcadia, granting CUP 00-009 for
an eating establishment at 63~ W. Duarte Rd.
Ms. Butler read the title ofthe resolution.
MOTION
It was moved by Commissioner Murphy, seconded by Commissioner Sleeter to adopt
Resolution No. 1607 and to formally affirm the decision of June 27th and the vote thereon.

MATTERS FROM CITY COUNCIL
CouilcilMember Chang stated that there was no City Council meeting on July 4th. He summarized
the recent actions taken by City Council.
PLANNING COMMISSION REORGANIZATION
Chairman Bruckner indicated that because there were 4 members present, they would call for the
reorganization
Commissioner Huang thanked the Planning Commission. for wanting to nominate him as Chairman
but he declined due to his busy schedule.
Chairman Bruckner asked if there were any nominations for Chairman?

Ms. Butler informed the Planning Commission of upcoming agenda items. She said that the public

adequate time to review it.
