PLEDGE OF ALLEGIANCE The plaIinlng Commission of the City of Arcadia met in regular session on Tuesday, May 9, 2000 at 7:15 p.rn. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with Chairman Bruckner presiding. PUBLIC HEARING TPM 53181 IS Genoa Nimer Matta Consideration of a tentative parcel map for a3-unit residential condominium project. The staff report was presented and the public hearing was opened. PUBLIC HEARING TM 53141 141-145 California Hank long Consideration ofa tentative map for an 8-unit ,residential condominium project. The staffreport was presented and the public hearing was opened. Scott Chang, 11803 Slauson Ave., Santa Fe Springs, the civil engineer representing the owner said they are in agreement withalJofthe conditions in the staffreport. It was moved by Commissioner Kalemkiarian, seconded by Commissioner Murphy to approve TM 53151 subject to the conditions listed in the staffreport. Appeals are to be filed by May 22, 2000. 5. PUBLIC HEARING MP 00-007 & ADR 00-011 424 Diamond St. H.P. Wu Design & Assoc. Consideration of modifications and ADR fora 2-unit residential condominium project. The staff report was presented and the public hearing was opened. Daniel and Kathy Wu, 424 Diamond, said they are in agreement with all of the. condjtions in the staff report. Commissioner Murphy inquired if they had conSidered any design. aspect that would provide relief for the driveway area.such as.landscaping. Mr. Wu said they could curve the driveway and add landscaping at the front area. Commissioner Murphy felt staff could reView the landscape plan and liked the idea of providing a gentle curve ofthe driveway. COmmissioner Sleeter asked if the block wall at the end of the driveway would be decorative block? Staff Said that it would be a decorative block or stucco to match the building. Commissioner Murphy thought that the block wall should also be landscaped because it can be seen when looking down the diiveway and Commissioner'Sleeter agreed. Chairman Bruckner said that the applicant should work with staff regarding the color of stucco. He asked that vine pockets be provided along the length of the wall so it is not stark against the pavement: No one else spoke,in favor of or.in opposition to this item. Chairman Bruckner closed the public hearing. ArCadia'City Planning Commission 4 519/00 . . Commissioner Murphy said the driveway entrance needs enhancement. He thought the curved look would be nice and liked the vine pockets along the walL "- In response to' a question by the Commission, staff said that they have approved 19' wide garages in the past. Chairman. Bruckner thanked staff and the developer for working together and designing the project so the garage does not face the street. MOTION It was moved by Commissioner Murphy, seconded by Commissioner Sleeter to approve MP OP-007 & .ADR 00"01l subject to the conditions in the Staff report with the additional condition that the driveway entrance be enhanced. Appeals are to be filed by May 16,2000. 6. PUBLIC HEARING GP 00-001 223 N. First S1. The Hale Corp. Consideration ofaproposed general plan limd use designation amendment from IndustriaLto Mixed Use-CommerciaIlIndustrial. The staff report was presented. qommissioner Bruckner wondered' how the sale orthe property would affect the Blue Line if it ever came into the City? Ms. Butler said that the property to the west was known as the "Catellas" property. The City does npt own this property. The City requested a Phase 1 report which indiCated that there might be some contamination.ofthat site. However, the owners did not want to do a Phase II. If the Blue Line ever went in, the station and parking could be located on the south side of the .rail lines. The Hale Corporation elected to purchase, the Caltrans property. Due to organizational, budgetary, legal and political problems the City Council determined that construction of the Blue line in the foreseeable future is doubtful. She felt that the property on the south side of the rail would be appropriate for a station if the Blue Line ever carne into the City. She said the parking requirement for a new office bUilding is 4 spaces peT 1,000 sq. It Chairman Bruckner asked if they could be asked to share their parking if the Blue Line Station went . ? m. The public hearing was opened. Arcadia City PJannin$. Commission 5 519/00 . . Dick Hale, President of the Hale Corp., was present. He hoped that the Blue Line would go there. He has considered the disruption from the Blue Line to the businesses but thought that would be a long time fro.m'now. " No one else spoke in favor of or in opposition to this item. Chairman Bruckner closed the public hearing. Commissioner Kalemkiarian had been wondering when something would happen with this property. He felt comfortable with the proposal and the City Council's decision. In response to a question by Commissioner Murphy, Ms. Butler said that the City Council purchased this pToperty to provide parking for the restaurant that was there. That restaurant closed after an earthquake damaged the building. Chairman. Bruckner was .in favoT of an office for this site. He. asked that the ARA look very carefully at-the design and elevation of the bUilding and if there is an opportunity for shared parking he asked that issue be explored. - Commissioner Sleeter wondered if they could send this type of a recommendation to the City Council? Ms. Butler said their comments wouldbefoTWarded to the City Council. Naomi Ave., #L Robert Fyles Consideration of a ~nditional use permit for a supplementary education learning center that provides programs .for academic progress for children ages 5-15. RESOLUTION NO. 1606 A resolution of the Planning Commission of the City of Arcadia, Callf'omia, granting CUP 00-003 for a supplementary education learning center at 815 W. Naomi Ave., #1. The staff report was presented. Arcadia City Planning Commission 6 5/9/00 . . Staff indicated that the parking is shared by all uses. The floor plan shows that there would be 20 stations and the parking deficiency has been based upon that figure. '" The public hearing was opened. Robert Fyle~, 414 Princeton St., San FTancisco, said they are in agreement with all of the conditions ,in the staff report. At peak hours they expect to have 20.students. He did not think there would be a parking problem and indicated that-additional parking is available in the back. No one else spoke in favor of or in opposition to this item. MOTION It was moved'by Commissioner Kalemkiarian, seconded by Commissioner Sleeter to approve CUP 00-003 and adopt Resolution No. 1606 subject to the conditions in the staff report. Appeals are to be filed by May 16, 2000. 8. PUBLIC HEARING CUP 00-005 225E. Santa, Clara St. - NE corner of Santa Clara St. and Second Ave. Point Lorna Nazarene University Consideration of a conditional use permit and parking modification to allow a. graduate school, to occupy the first and second floors of a proposed 3-story office building. the classes will be .from 4:30 p.m. to 10:00 p.m., on weekdays, and 8:00 am. to 5:30p.m. on Saturdays. RESOLUTION NO. 1608 Aresolution of the Planning Commission of the City of Arcadia, California, granting CUP 00-005 for a graduate school at 225 E. Santa Clara. Staff said that originally he utilized the enrollment vs. actual student attendance. Enrollment would definitely exceed student attendance. The primary tenant would be the applicant and he was confident that they would ensure that there were no problems associated with their use. Ms. Butler said the ARA approved the use one year ago. The project did not require ADR by the Planning Commission. Arcadia City Planning Commission 7 519/00 . . Commissioner Sleeter asked about the parking and whether it would be subterranean or semi subterranean. He,was concerned about the appearance of the, number of floors if it had subterranean parking, St~ explained it was semi-subterranean. . . Commissioner Murphy inquired about signs? Staff did. not know ofwbat type of signs the applicant intended to put up. The public hearing was opened. Ron Basante, 635 Allen, San Dimas, the architect representing the owner and,the school was present. He thought that this is a great opportunity to bring this graduate school to the city. They are in compliance with all code requirements except parking and are in agreement with all. of the conditions in the staff report. He indicated thanheir students would be adults retlll1llng back to school He did not object to staff's recommendati<)ll of limiting the students to 100 between 4:00-6:00 p.m. BilLFox, representing the school; said their signs would be on the.building. Commissioner Murphy thought this is aterrific project. He asked aboutthe time line. Mr, Fox replied that they would like to proceed with the project as sOon as possible. The plans are already going through plan check. No one else spoke in favotof or in opposition.tothis item. Chairman Bruckner closed the public hearing Cotrtrnissioner Murphy thought this is a great project Commissioner Sleeter was pleased that the property is going to be developed. It is a beautiful project and will fit in nicely. Santa Clara St. - NE comer ofSanta Clara St, and Second Ave. Gary Morris, LLC Consideration of a conditional use permit to allowI,343-sq. ft. of the third floor of a 3-story office building to be used as the building owner's private residence. RESOLUTION NO. 1609 A resolu~ion of the Planning Commission of the City of Arcadia, California, granting CUP 00-006 as residence at 25 5 E. Santa Clara. . The applicant requested that this item be continued to the Planning Commission's July 11th Chairman Bruckner opened the public hearing. It was the consensus of the Planning Commission to continue the public hearing for this item to the Planning Commission's July Ulb meeting. . MATTERS FROM CITY COl}NCIL Ms~ Butler indicated that Council Member Chang apologized that he could not be at tonight's meeting due to a previous engagement. MATTERS FROM PLANNING COMMISSON Chairman Bruckner indicated that he would not be atthe Planning Commission's May 23'd meeting. MODIDCATION COMMITTEE MEETING ACTIONS Commissioner Murphy recapped the actions taken by the Modification Committee. 'MATTERS FROM STAFF 1. CITY COUNCIL ACTIONS 2. UPCOMING.AGENDA ITEMS Ms. Butler. informed the Planning Commission of upcoming agenda items. She said that the City has hired a consulting firm to assist staff with architectural design review and is in th~ process of interviewing and obtaining a landscape consultant.
