PLEDGE OF ALLEGIANCE The Planning Commission of the City of Arcadia met in regular session on Tuesday, March 14, 2000 at 7:15 p.rn. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with Chairman Richard Bruckner presiding. The motion passed by voice vote with none dissenting. Sheng Yang Consideration ofa tentative map for a 4-unit condominium project. The staffreport was presented and the public hearing was opened. Tom Hank Kao, Tritech Assoc" 135 N. San Gabriel Blvd., San Gabriel, representing Sheng Yang, said they are in agreement with all of the conditions with the staffreport. ' No one else spoke in favor of orin opposition to this item. Chairman Bruckner closed the public hearing. MOTION It was moved by Commissioner Kalemkiarian, seconded by Commissioner Huang to approve TPM 00-003 subject to the conditions listed in the staff report. PUBLIC HEARING MP 00-003 & ADR 00-001 830 Golden West Ave. Daplme Fan Consideration ofa modification for a 2-unit residential condominium project. The staff report was presented and the public hearing was opened. Daphne Fan, 13501 Tracy St., #8, Baldwin Park, representing the property owner,Sliid they are in agreement with all of the conditions in the staff report. No one else spoke in mvor of or in opposition to this item. Chairman Bruckner closed the public hearing. PUBLIC HEARING MP 00-004 & ADR 00-007 835-839 Golden West Ave. Sanyao Int'l Consideration of modifications for the distance between buildings of 10'-0" in lieu of20' -0" for a 5-unit residential condominium project. The, staff report was presented and the public hearing was opened. Robert Tong, Sanyao Int'~ 141 E. Duarte Rd., said they are in agreement with all of the conditions in the staff report and indicated that he is representing the developer of the project. Commissioner Sleeter appreciated the design of the project. He felt the architect has taken the Planning Commission's previous suggestions. He congratulated him. He felt that it was nice to see 5 different plot plans and different street elevations. Commissioner Murphy agreed. PUBLIC HEARING MP 00-006 & ADR 00-014 801 W. Huntington Dr. Dr. FranCis Yu Consideration of modifications for signs on a new office building. The staff report was presented. Staff silid the applicant has received a copy of the staff report. He thought the reason for this application was because they wished,to have more signage. Commissioner Sleeter was confused with what W!l5 permitted. He asked what were they approved for aIidhow in excess of their approval are they requesting? In response, staff replied that the proposed cumulative total of] 67 sq. ft. of wall sign area exceeds the maximum 39 sq. ft. allowed by the CoO zone by ]28 sq. ft., and exceeds the 78 sq. ft. permitted by MP 97-005 by 89 sq. ft. The public. hearing was opened. The applicant was not present. No one spoke in favor of or in opposition to this item. Chairman Bruckner closed the public hearing. Ms. Butler said that if the Planning Commission decides to approve the request, appropriate findings must be made (listed in the staff report). Staff is recommending that this request be denied but that the applicant be allowed to revise the proposal under SADR 00-14 to be consistent with the approvals granted by MP 97-005 and ADR 97- 021. Any other signs would be subject to a separate ADR Ms. Butler said that the proposed signs are inconsistent with the ADR criteria, specifically item "C", listed In staff report. MOTION It w~ moVed by Commissioner Kalemkiarian, seconded by Commissioner Sleeter to deny MP 00-006 & SADR 00-014 based on findings that it does not promote uniformity of development, is inconsistent with zoning requirements and the previously approved modification. - ROLL CALL: AYES: NOES: Commissioner Huang, Kalemkiarian, Murphy, Sleeter, Bruckner None Chairman Bruckner noted that there isa five working day appeal period. Appeals are to be filed by March 21st. NON-PUBLIC BEARING ITEMS 6. PLANNING COMMISSION DETERMINATION Consideration of proposed street.names for TM 52745 for the 31-lot Anoakia subdivision. The staffreportwas presented. Council member Mllrsballliked the names. MOTION It was moved by Commissioner Murphy, seconded by Commissioner Huang to approve the names as proposed. RESOLUTION NO 1603 A resolution of the Planning Commission of the City of Arcadia, California, reVlsmg Resolution No. 1578 to revise CUP 98-018 for a theological seminary at 141 E. Duarte Rd. Ms. Butler read the title of the resolution. MOTION It was moved by Commissioner Murphy, seconded by Coinmissionet Bruckner to adopt Resolution No. 1603 and to formally affirm the decision of February 22nd and the votes thereon. Appeals are to be filed by March 21st, MA TIERS FROM CITY COUNCIL Council Member Marshall reported the recent actions taken by the City Council. She explained the various approvals on the text amendment for Santa Anita. She felt that the surrounding residents were satisfied with City Council's action. The restaurant can remain open until 1:30 a.m. .All amplification must be inside. There is not to be any amplification outside. The screen may be utilized. The north parking lot was closed off. Patrons can utilize the Holly entrance. Ms. Butler said the City Council set performance standards that will be included in the code. !fthey comply with these standards, then the Development Services Director may grant national and international events. All activity must be within the epclosed area. There shall be no outside activity. Gate 5 may be utilized, Gate 6 must remain closed. Two separate resolutions have been prepared by staff; one will be reviewed by City Council at their 3/21 meeting and the one listing the performance standards will be'preserited at their 4/4 meeting. The hourswilrbe included as part of the ,resolution. The residents felt their concerns were addressed by the placement of the performance standards. CouncirMember Marshall discussed briefly"the RFP for the Foulger Ford site and said the study on Live Oak is coming to a close. She remarked that the Council's reorganization has been postponed until the first meeting inMay, since Easter is in late April. The Mayor's Prayer Breakfast is always held on Good Friday, which is the Friday before Easter. This would be Mayor Chandler's event. If they were to reorganize prior to that then Mr. Chandler would not betheMayor. MATTERS FROM PLANNING COMMISSON None Arcadia City Pianning Commission 6 3114100 . .
