The Planning Commission of the City of Arcadia met in regular session on Tuesday, August 28, 2001 at
7: 15 p,m. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive'with Chairman
Kalemkiarianpresiding.

A resolution was presented to Mr, Bruckner for serving. on the Planning Commission,
MOTION
It was moved by Commissioner Murphy, seconded by Commissioner Olson to read all
resolutions by title only and waive reading the full body of the resolution. The motion passed by

Consideration of a tentative parcel map for a 2-urrit condominium project.
The staff report was presented and the public hearing was opened.
Scott Cheng, 11823 Slauson, Santa Fe Springs, said they are in agreement with all of the conditions
listed in the staff report.
No one else spoke in favor of or in opposition to this item.

Consideration of a conditional use permit to expand an existing tutorial center.
RESOLUTION NO. 1650
A resolution of the Planning Commission of the City of Arcadia, granting CUP 01-020 to
expand the existing tutorial school at 54-58 W, Las Tunas Dr.
The staff report was presented and the public hearing was opened.
Grace Tan, 54-8 Las Tunas Dr" said they are in agreement with all of the conditionS listed in the staff
report.
No one else spoke in favor of or in opposition to this item,

MOTION

01-020, subject to the conditions listed in the staff report, adopt the Negative Declaration and

5. PUBLIC HEARING MP 01-008 & ADR 01~022

Daphne Fan for Vi-Ju Chen
Consideration of a modification 'for the deletion of the required 5' wide landscaped area along
the westerly property line for the open guest parking space and driveway for a proposed.2-unit
residential condominium project.
The. staff report was presented and the public hearing was opened.
Daphne Fan, 13501 Tracey St"Baldwin Park, said they are proposing to install grass block for the guest
parking area This is designed as part of the landscaping. This is a well designed project and will
improve the quality of the existing neighborhood, They are in agreement with all of the conditions listed
in the staff report.
Joanna Greenwell, 26 Alta, thought that the setback requirement should not be approved. She did not
want increased noise from this project, She thought they should utilize the street for guest parking,
Ms, Butler said that there would be landscaping on the east side ofthe property, adjacent to where Ms,
Greenwell lives.
Ms. Greenwell said that the landscaping did not matter. The units that were just constructed across the
street do not have guest parking.
Commissioner Murphy remarked that guest parking is a requirement for condomIniums,
Ms. Butler explained the guest parking requirements.and said the guest parking spaces are probably to
the rear of the building that Ms, Greenwell is referring to,
,Ms, Greenwell felt the guest parking would create a disturbance.
In rebuttal, Ms~ Fan stated that the guest parking is located in the back and she did not think that it
would create any problems for the neighbors.
No one else spoke in favor of orin opposition to this item.
Chairman Kalemkiarian closed the public hearing,
Ms. Butler said the guest parking i~ located between the 3-car garage and on the westerly side. The site
adjacent to 26 Alta does have landscaping to buffer the property. That is the open space area, it is
common to have the guest parking by the alley, Similar size properties are often developed with 3-units.
Technically, this lot could be developed with a 4-unit project, Parking is normally off the alley with
access to the garages from the back. In this particular case, the garage as well as the guest parking space
are closer to the westerly pr()perty line. This is a typical design for a 2"unit condominium. They
comply with all code requirements except the.5' landscape buffer between the open parking area and the
property line, but they are proposing grass crete so that it will look and have the texture of grass along
the westerly property line,

Commissioner Olson said. that he has seen the grass blockand,he thought that it looked nice. It is a great
idea and solution to this problem,
Commissioner Murphy said this is a. narrow lot. He thought the architect has done a good job for
compensating. for the narrowness ofthe lot. He did not think the parking would create a problem.

6. PUBLIC HEARING MP 01-010
303 E. Laurel Ave.

Consideration .of a modification for a 10' street side yard setback along Northview Ave. in
lieu of the required IS' for both the .lst and 2nd floors ora proposed newhouse,
The staff report was presented and the public hearing was opened.
Hsien Lin, 303 Laurel Ave" the owner of the property, did not want to remove the trees along
Northview Ave, because it shades thepropeny. They purchased this home recently and it was a rental
which is in a deteriorated state, They would like to build a nice home that will fit in the area,
Christopher Lob, the architect, said he discussed. the setbacks with a Planner several months ago and
they are requesting a 10' setback for the second floor. The lot is narrow and very restrictive, They will
provide a 25' front and a 35'. rear yard setbacks. This reduces the building envelope and the living area,
Ms. Butler said code requirement for the second floor is 15',
Commissioner Murphy asked if they would agree to the 15' setback for the second floor as
recommended by staff?
Mr, Loh said they would have to redesign.
Mr. Liao said providing the IS' setback for the second floor would substantially reduce the living space
area and the design choices.
Ms, Butler said that there is an open area, loft and the stair way toward the front so if they redesigned
they would not be losing much living space. One of staffs concerns is the street view of the homes.

One option may be to pull the stairway back. Staff felt that the design creates a flat fa~adeand would be
very massive. There is no articulation on that elevation,
Chairman Kalemkiaiian liked the Northview and Laurel elevations, If they move it in 5', it would
disrupt the Laurel elevation. However, the 25' front yard setback poses a height concern, It would not
be symmetrical if they required a IS' setback along Northview,
Mr. Loh said they could provide stucco trim between the first and second floors along the Northview
elevation to provide articulation. .

Chairman Kalemkiarian closed the public hearing.
Staff said that they could have a 5' offset without losing much where the loft is located, Pushing the
stair way might affect both first and the second floors, It would be possible to have the stairway remain
at 10' which would then provide a vertical break in the elevation, They have provided a siZeable
backyard but because this is a comer lot they have sacrificed some buildable space, Where the master
bedroom is could be extended further to the north and overhang part of the driveway if they needed to
make for lost floot area They could cantilever over the. driveway but that might not be an architectural
preference,
Commissioner Murphy agreed with Chairman Kalernkiarian that if they push the second floor back 5',
from the front view of the house will look odd.
Staff said that if this were an interior lot, the requirement would be,to have as' for the first floot and 10'
for the second floor.
Commissioner Murphy shared staffs concern regarding no articulation on the elevation.
Commissioner Huang said that if they ask for 5' additional setback along the second floor to be applied
to tbe open space then from the interior view the living room will look awkward, If tbey consider
extending the 5' setback on the second floor, he recommended tbat it only be applied to the loft and
stairway poitions,
Chairman Kalemkiarian preferred'to seemJlture trees planted in the front yard area
Commissioner Olson said this is a tough lot to develop. If it were any oftlJe other lots on this street,
they would not be here today because they comply with the setback requirements, He thought trying to
constrict the second floor would look funny. It is a nice design. He also thought that mature
landscaping should be required and to try and control il'with landscaping.
MOTION
It was moved by Commissioner Olson, seconded by Commissioner Baderian to approve MP 01-
010 as submitted with aU other recommendations by staff with the additional provision that a
landscaping plan be submitted to Planning for their approval for landscaping in the front and the
side yard streets.
