PLEDGE OF ALLEGIANCE The Planning Commission oft-he City of Arcadia met in regular session on Tuesday, August 14, 2001 at 7:15 p.rn. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with Chairman Kalemkiarian presiding. ROLL CALL: PRESENT: ABSENT: Commissioners Huang, Murphy, Kalemkiarian Commissioner Olson MOTION It was moved by Commissioner Huang, seconded by Commissioner Murphy to excuse Commissioner Olson from tonight's meeting. The motion passed by voice vote with none dissenting. MOTION It was moved by Commissioner Murphy, seconded by Commissioner Huang to read all resolutiorlS by title only and waive reading the full body of the resolution; The motion passed by vo ice vote, with none dissenting. No one spoke in favor of or in opposition to this item. Chairman Kalemkiarian closed the public hearing. PUBLIC HEARING TPM 01-009 (pM 26447) 903-935 Alta Vista Ave. Bowden Development Consideration of a tentative parcel map to subdivide three lots into four lots frooting on Alta Vista Ave. Arcadia (:ity PlnMing Commission 2 8/1410 I , . . The staff report was presented. Ms. Butler said the setback is the average of the two adjacent lots. Alia Vista has a 40' right"of-way. The applicant's map shows a 10' dedication but the Engineering Div. is only requesting a 5' dedication. The public hearing was opened. Gordon Maddock, 900 S. First Ave., said he was representing the owners and the developer. He submitted several letters in favor of the proposal. This area is in the southeast portion of the City. There are many well maintained older homes some of which are rental homes. The north side of the property is the boundary for' the City of Monrovia which is developed with an older two-story apartment building. To the south of the subject property there is a new two-story home. This property is sandwiched between these two developments; The plan before the Planning Commission is a revision of what was originally submitted to staff. He felt this is a much better proposal. Most of the lots in the area are substandard and are very deep. Each lot would be approximately 13,000 sq. ,ft. This would definitely be compatible with the area. In answer to Chairman Kalemkiarian's question, Mr. Maddock said that they sent letters to everyone within a 300' radius explaining their project. Fred Bowden, Bowden Development, 212 W. Foothill Blvd., Monrovia,anticipated that the homes would be 2-stories and approximately 3,000 sq. ft. He said they had not chosen any particular design but whatever the design, it would be something that would be compatible with the neighborhood. He indicated that they are in agreement with all of the conditions in the staff-report with the exception of Condition 6 by the Engineering Div. Which requires them to install 3 street ,lights for the 250' street frontage. He indicated that he does'not own the property. Ms. Butler said the condition regarding street lights would be something that should be discussed with Engineering,Div. Greg Brake, 924 S. Alta Vista, was in favor of this project. He said that it would improve their neighborhood. No one else spoke'in favor of or in opposition to this item. Chairman Kalemkiarian Closed the public hearing. Commissioner Murphy liked, it and said that it would be consistent with the area. This would be a nice addition. MOTION It was moved by Commissioner Murphy, seconded by Commissioner Huang. to approve TPM 01-009 and adopt the Negative Declaration subject to the conditions listed in the staff report. Santa Anita Ave. Kwai Wong ConSideration of a conditional use permit"to operate a 1,500 sq. ft educational center in a C-2 zone. RESOLUTION NO. 1648 A resolution of the Planning Commission of the City of Arcadia, granting cuP 01-018 to operate ail educational center at 2617 S. Santa Anita Ave. The staff report was presented. Staff indicated that this location has been an office use. Ms. Butler said the only issue that arises from tutoring center is loading and unloading of children and in her opinion there would not be any problernsat this location due. to its distance from the other uses. The public hearing was opened. No one spoke in favor of or in opposition to this item. Chairman Kalemkiarian closed the public hearing. MS. Butler said the driveway is to the north of the property is where the trash area is located. MOTION It was moved by Commissioner Olson, seconded by Commissioner Murphy to approve cUP 01- 018, adopt the Negative Declaration and adopt Resolution No. 1648 subject to the conditions listed in the staff report. Appeals are to be filed by August.2l st. 5. PUBLIC HEARING CUP 01-019 60 W. Live Oak Ave. TCG, Inc. Arcadia City Plsooing Commission 4 8/14/01 . . Consideration of a conditional use permit to install a wireless communications facility designed as a 55' high monopalm. The staff report was presented and the public hearing was opened. Gil Gonzales, 18500 Von Karman, Irvine, said he is the consultant for the project. The palm tree is a common design and would be appropriate in this area. The palms are made of plastic and are checked every 4-6 weeks and repaired if necessary. No one else spoke in favor of or.in opposition to this item. Chairman Kalemkiarian closed the public hearing. Commissioner Huang liked the idea and waS pleased to see this design. MOTION It was moved by Commissioner Olson, seconded by' Commissioner Huang to approve CUP 01- 019 and adopt the Negative Declaration subject to the conditions listed in the staff report and direct staff to prepare the appropriate resolution for adoption. ROLL CALL: AYES: NOES: Commissioners Huang, Murphy, Olson, Kalemkiarian None Chairman. Kalemkiarian noted that there is a five working day appeal period after the adoption of the resolution. The resolution will be,adopted on August 28th. Appeals are to be filed by September 5th. NON PUBLIC HEARING ITEMS 5. RESOLUTION NO. 1647 A resolution of the Planning Commission of the City of Arcadia, California, granting CUP 01-016 for a juice bar and restaurant at 651 W. Duarte Rd, Ms. Butler read the title of the resolution. MOTION It was moved by Commissioner Murphy, seconded by Commissioner Olson to adopt Resolution No. 1647. 'MATTERS FROM CITY COUNCIL Council Member Marshall said they woUld be having the ground breaking for the new Police Dept. so.on. The Historic Museum is nearing its completion. Staff is working on a new design for street signs. The City now has a new City Seal. In response to an inquiry regarding the bridge at Second and, Huntington Dr., Ms. Butler said that MT A owns the bridge over Huntington Dr. and notthe City. They may need to increase the width of it for the Blue Line, This item has been tabled.
