PLEDGE OF ALLEGIANCE The Planning Commission of the City of Arcadia met in regular session on Tuesday, July 10,2001 at 7:15 p.rn. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with Chairman Murphy presiding. ROLL CALL: PRESENT: ABSENT: Commissioners,Huang, Murphy, Olson, Kalemkiarian None Commissioner Bruckner announced that regretfully, he would have to resign from the Planning Commission. It has been a great pleasure for him to serve with the present Planning Commission and work with staff. PLANNING COMMISSION"REORGANIZA nON MOTION It was moved by Commissioner Murphy, seconded by Commissioner Olson to nominate Commissioner Kalemkiarian as Chairman. ROLL CALL: AYES: NOES: Commissioners Huang, Murphy, Olson, Kalemkiarian None Chairman Kaleinkiarian asked if there were any nominations for Chairman Pro Tern. MOTION It was moved by Commissioner Huang, ~onded by Commissioner Murphy to nominate Commissioner bIson as Chairman Pro Tern. It was moved by Conunissioner Murphy seconded by Conunissioner Huang to read all reso.1utions by title only and waive reading the full body of the resolution. The motion passed by voice vote with none dissenting. MINUTES - continued to July 24th 2. CONTINUED PUBLIC HEARING TM 53562 903-935 A1ta Vista Ave. Bowden Development Consideration oca tentative map to subdivide 3-lots into 5-lots. This application was withdrawn by the applicant. 3. PUBLIC HEARING MP 01-007 & ADR 01-013 420,S. Third Ave. Poly land Const. Consideration of modifications for a single-family dwelling on a R-210t. The staff report was presented. Ms. Butler said there have been a few multiple-family zoned properties that have been developed with single-family homes. The public hearing was opened. Robert Tong, Sanyao In!'l , 141 E. Duarte Rd.. said they are in agreement with all of the conditions in the staff report. Mrs. Martin, 424 S. Third, who resides to the east of the subject property, asked if the existing fence and bushes would be replaced and cleaned up? Would they be constructing a wall? Arcadia City Planning C,?mmission 2 7/10101 . . . Mr. Tong replied that they would be building a new wall arid cleaning up the property. No one else sppke in favor of orin opposition to this item. Chairman Kalemkiarian closed the public hearing. MOTION It was moved by Commissioner Murphy, seconded by Commissioner Olson to approve MP ,01- 007 and ADR 01-013 subject to the conditions listed,in the staff report. ROLL CALL: AYES: NOES: Commissioners Huang, Murphy, Olson, Kalemkiarian None Chairman,Kalemkiarian noted that there is a five working day appeal period. Appeals are to be filed by July 18. 4. PUBLIC HEARING CUP 01-016 651 W. Duarte,Rd., Unit F Heng Zhao Consideration of a conditional use permit to operate a juice bar/restaurant from 11 :00 a.m. to 10:00 p.m., Sunday through Thursday and 11:00 a.m. to 11:00 p.m., Friday and Saturday. The staff report was presented and the public hearing was opened. Celia Starr, 11636 Rio Hondo, EI Monte, asked if this would be similar to the juice bar that was located in S. Arcadia? ' Ms. Butler responded that it would not be. No.one else spoke in favor of or in opposition to.this item. Chairman Kalemkiarian closed the public hearing. Staff said their request is for a juice bar although they would behaving specials on.lunch and dinner. The main use would be the juice bar. Ms. Butler commented that even when the 99tstore was open there was always adequate parking. The parking in the rear is seldom ilsed. In response to a question by Commissioner Huang, Ms. Butler said that there have been a couple of inquiries about the property for potential development and the City has been approached by a couple of developers but nothing has been filed. There have been recent changes in the ownership. ' ROLLCALL: AYES: NOES: Commissioners Huang, Murphy, Olson, Kalemkiarian None Chairman Kalemkiarian noted that there is a five working day appeal period, after the adoption of the resolution. The resolution should be adopted on July 24th. Appeals are to be filed by August 1". NON PUBLIC HEARING ITEMS 5. WAIVER OF TPM 01-006 488 Santa Clara Street and 7-131 North Fifth Avenue 5tb Avenue Group Request tor a waiver of Final Parcel Map tor TPM 01"006 to create three lots from four lots. The staff report was presented. Ms. Butler said this process is permitted by law. They will eventually file a parcel map. This matter has been discussed with the City Attorney. Technically, they do not have to file a final parcel map but as part of the agreement with ARA a final parcel map will be recorded. Thisjs a unique situation where they are consolidating lots and actually creating Jess lots than what was originally there. A parcel map waiver is appropriate in creating and consolidating less lots than what was there. ROLL CALL: AYES: NOES: Commissioners Huang, Murphy, Olson, Kalemkiarian None 9. RESOLUTION NO. 1646 Granting a conditional use permit to operate a compliter arcade and lab at 56,E. Live Oak Ave. Ms. Butleuead the title of the resolution. MOTION It was moved by Commissioner Murphy, seconded by Commissioner Huang.to adopt Resolution No. 1646 and to formally affirm the decision of June 6th. ROLL CALL: AYES: NOES: Commissioners Huang, Murphy, Olson, Kalemkiarian None Chairman Kalemkiariart noted that there is a five working day appeal period after the adoption ofthe resolution. Appeals are to be filed by July 18. MATTERS FROM CITY COUNCIL Council Member Marshall said that the City Council wiUberevieWing the Westfield project at their July 17th'meeting. She said that City Council approved a newreilevelopment area located on Live Oak east to the County line. Ms. Butler said that staffwas still not aware of what types of cars would be sold at Rusnak: Arcadia. MATTERS FROM PLANNING COMMISSION Commissioner Olson said that he would serve as Chairman for the Modification Committee.
