The Planning Commission of the City of Arcadia met in regular session on Tuesday, June 26, 2001 at
7:15 p.rn. in. the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with Chairman

and wine license.
RESOLBTIONNO. 1643
A resolution of the Planning Commission of the City of Arcadia, granting CUP 01-013
expanding the existing athletic club at 56 E. Duarte Rd.
The staff report was presented.
Staff indicated that the parking is underutilized. Several site inspections were conducted which
indicated. that at least 50% oftheparking is available. The addition of the staircase tower would not be
an actual increase in the usable floor space. It would be a functional staircase. There would not be any
cooking facilities. Only sandwiches or similar items would be served,
The public hearing was opened.
LarryLachner, 56 E. Duarte Rd., owner of the club, said that.staff's suggestions and assistance was very
beneficial to them. It helped to design a better project. They took over the club nine months ago. . At
that time the membership was approximately 950 and now.they have over 1,500 members. This has
been accomplished by improving things and adding machines.
They took. a poll of their members and their members indicated that they wanted a swimming poo~
serving of beer and wine and a first floor entrance. The addition of the swimming pool and a redesign of
the parking lot increased their parking spaces by 11. This wilJ help serve the additional customers that.

have signed up. They have had requests for a handicap entrance to the first floor. The existing two-
story entry is really dangerous. They feel it is a severe liability.
They have discussed the angled windows and the entry and have changed a good portion of them to
rectanguJarwindows based upon recommendation by staff. They have compromised substantially on
their plans. They would like their building to look a little different from what is in the area, ,yet it should
blend it and be harmonious. They want their building to be noticed. They believe that the tower and the
angle on the tower and the angled entry do create something that would be noticed. It- is a little
contemporary but still fits in. It adds a little flare to the building that they believe people Will take a
second look and might even drop in to see what is there.
In the cafe they serve breakfast and there is a hOtplate but no hood. They have sandwiches and serve
soup and salad. In the evenings, they offer pastas and salads. Their restaurant has been very successful.
They did have a beer and wine license for most of the history of the facility but the previous owner let
the license lapse.
No one else spoke in favor of or opposition to this item.
Chairman Pro TemKalemkiarian closed the public hearing.
Commissioner Huang said the applicant shows enthusiasm to improve the site.
Chairman,Pro Tem Kalemkiarian liked the angled windows and entry. He said it has the feel of a
building that would be occupied by an architectural firm.
Ms. Butler said that staff has been working with the applicant. The applicant was advised of expressing
.his concerns to the 'Planning Commission since they are conducting the design review:
Neither Commissioners Huang or Olson were opposed to the design as proposed by the applicant.
MOTION
It was moved by Commissioner Huang, seconded by Commissioner Olson to approve CUP 01-
013 and ADR 01-016 and adopt Resolution No. 1643 subject to the conditions listed in the staff
report with the amendment that the design as submitted by the applicant is approved.

Consideration ofa.5-year extension for a conditional use permit to allow the continued use of
two temporary/portable modular classroom buildings.
RESOLUTION 1645
A resolution of the Planning Commission ofthe City of Arcadia, granting CUP 96-003 a.5-
year time. extension for temporary/portable classrooms at 1900 S. Santa Anita Ave.
The staffreport was presented.
It was indicated that if the Planning Commission were to deny this extension the school would need to
have an appropriate time to allow them to submit plans for a permanent building. Staff did not speak
with the person who submitted the petition in opposition to the extension. It was mailed \0 the City.
Commissioner Huang felt the request from the person in opposition was not specific.
The public hearing was opened.
Steve Langship, Principal of the Arcadia Christian School explained that they are leasing this property
from the ArcadiaUnified School District (AUSD). It woUld be awkward. and impractical to construct.a
building on land owned by AUSD. Part of their lease agreement is that at any point and based upon
primarily elementary school growth, the AUSD can give them ISO days to leave the campus. Building a
permanent structure would oilly enhance AUSD taking over a "structUre that they "construct. As long as
they are on this campus'with this type of a lease agreement, they need to be able to maintain a minimal
amount of modular buildings. They have constructed a separate junior high area on the.northern part of
the campus and landsc~ed the area. This area is bordered by the church's parking lot. Their school is
from preschool to theS grade. They have approximately 500 students.

Commissioner Olson felt the buildings are tucked so far in the property that they would not be impacting
any of the neighbors. He agreed that the petition was not specific as to what their concerns were. He
thought that a permanent building would be.more disruptive.

Consideration of a conditional use permit to operate a computer arcade and lab from 10:00
a.rn. to Jl :30 p.rn., Sunday through Thursday, and 10:00 a.m. to 2:00 a.rn., Friday and
Saturday;
The staff report was.presented.
Commissioner Huang asked if there has been any reports of problems or issues from any of the recent
approved. similar type uses?
Ms. Butler said that the location on Baldwin had'some problems with their operation but they have since
improved. The Police Dept. conducts inspections. In this particular case, because the parking faces
directly onto residential properties, staff has recommended the limited hours. The facility on Baldwin
Ave. has the residential properties immediately behind the location but the parking forthe facility is in
the front. Staff feels that with the parking area in the. back, there is limited buffer to those neighbors.
The public hearing was opened.
Max Yang, 40 E. Live Oak, said that he resides across the street from the site. For the past six years he
has had a business that provides internet service and web design. He would like to have this place be
different than the other two that are already existing in the City. The existing locations are similar to an
arcade. In their business plan they have indicated that they will control internet access and types of
gaming which would be available for leasing. They do not want to have an establishment which would
becon;te a hang out for kids. For that reason, they want to open a place that would be a little bigger and
limit kids from "hanging out". They would be providing security guards both in the front and the rear.
They will also provide rubber coating on the waJIs to decrease the noise level. Ear phones would also be
available. Internet access and types of access such as adult contents would be controlled.

With regard to the gaming aspect,. they do not feel this location would be an arcade. Rather, it would be
computer gaming which allows interaction with other users. He. felt this would be more of a learning
experience. In this area, businesses have been leaving. As a resident, he hoped that this area would
become livelier and bring more traffic to the area. He did notthink that 30 stations would be enough. It
would not be financial1y feasible. They would be offering training courses during the day.
In response to a question by the Planning Commission, Mr. Yang said that he would agree to provide
security guards. The central server would control the site usage of the computers. The hours of
operation was acceptable to him but not too late so they would not be causing any problems. If they
closed earlier, kids would go to the other two establishments currently in the City. He wanted their
establishment to be an alternative place for kids to go to that they would be safe and someone would
actually monitor their activities unlike the other two locations. The facility is over 4,000 sq. ft.
Johnny Wang, Professor teaching iil a local school. His school's website was developed by Mr. Yang.
He did a terrific job. It increased the institute's business. He is a potential investor'in this endeavor.. He
thought that it.is very important to monitor internet activity because it would control potential problems.
Joe Bruno, 11103 Lynrose, next to the Ralph's market. Ralph's has a curfew'for its deliveries. No
deliveries after 10:00 p.m If this is approved, he feared that it would open the door for possible
problems. To stay opeD until 2:00 am is excessive. He did not agree with that hour. He thought the
kids would hang around the alley and behind the store at night and make noise. They already have
enough noise in that area He highly opposed this request.
In rebuttal, Mr. Yang replied this area is very dark in the evenings. The police are constantly driving by
and monitoring the area His office is very near and he knows what the situation is there at nights. It is
his desire to upgrade the area, provide lights and security cameras for his customers' safety. They
would like to have,sO stations. Their area is too large and it would be wasted space if they did not have
enough'stations.

Ms. Butler thought that Ralph's is open 24 hours.
Staff indicated that there are limits imposed on the deliveries and other maintenance activities but the
store is open 24 hours.
Chairman Pro Tern Kalemkiarian felt that the guards should be part of the conditions of approval. It was
obvious to him that there would be arcade type gaming and it'is difficult to restrict that. He thought that
they should be able to return in 6-rnonths based upon the history of the parking and the use and let them
apply for more stations.
Commissioner Olson said the location on Baldwiil has 2,300 sq. ft. and has 20 stations, the one on
Duarte Rd. has 30 stations. For the size of space that they have 30 is too limited. He was not sure that
he'd want to go up to 50. He thought 40 would be more appropriate. After they monitor the use, they
can come back and apply for more in the future if there. are no problems. He was concerned about the
hours of operation and this location's proximity to the residential properties. He thought younger kids
would use this establishment and because of that he wanted them to close by 11 :30 p.m He thought that

would solve the concerns by some of their neighbors who abut the alley. If there are no problems he
would be agreeable to revisit this issue in six months in tenDS of increasing the stations.
Commissioner Huang liked Commissioner Olson's suggestions.
Ms. Butler recommended that if they want to increase the number of stat ions at a later date, that it would
be a modification to the existing CUP. The location on Baldwin paid the CUP fee for coming back to
the P1anning Commission with a request to modify their conditions. It is important to note that the game
machine regUlations restrict persons under 18 from being there after 10:00 p.m unless they are
accompanied by a parent or a guardian. The proposed limitation on the hours is good. Kids should not
be at any ofthe facilities after 10:00 p.m.
Commissioner Olson said. that hours of operation impacts the neighborhood and not the number of
stations.
MOTION
It was moved by Commissioner Olson, seconded by Commissioner Huang to approve CUP 01-
015 subject to the conditions listed in the staff report with the amendment on the condition that
they be limited to 40 stations and the hours of operation shal1 be no later that LJ :30 p.rn., 7 -days
a week, and that 2 security guards are to be provided.

Consideration of modifications. and architectural design review for a 2-unit comiominium project.
The staff report was presented and the public hearing was opened.
Daphne Fan, 13501 Tracey St., Baldwin Park, representing the property owner. The garage for the front
unit would be 20'x20', only the second unit would have a smaller garage because they do not want the
unit to encroach into the required setback. She thought this is a well designed project and asked for
approval.
