PLEDGE OF ALLEGIANCE

The Planning Commission of the City of Arcadia met in regular session on Tuesday, January 23.2001 at
7:15 p.m. in the Council Chambers of the City of Arcadia, at 240 W. Huntington Drive with Chairman
Murphy presiding.
ROLL CALL:
PRESENT: Commissioners Kalemkiarian, Olson, Murphy
ABSENT: Commissioner Rmckner, Huang
MOTION
It was moved by Commissioner Kalemkiarian, seconded by Commissioner Olson to excuse
Commissioners Bruckner and Huang from toriight's meeting. The motion passed by voice vote
with none dissenting.

MOTION
It was moved by Commissioner Kalemkiarian, seconded by Commissioner Huang to read all
resolutions by title only and waive reading the fully body of the resolution. The motion passed
by voice vote with none dissenting.

- Peter,Ulrich, 447 Huntington Dr. #2, commended Commissioner Bruckner for his participation atthe

Town 'forum. He was concerned with the code requiring only a 10' side yard setback on new R-3
developments. Ahhough, Mi. Ulfich was concerned with the project at 453 Fairview, he was more
concerned that the entrances to the garage are on the side of the building. In this type of a design, the
setbacks should be greater. He urged the Planning Commission to increase the setback requirement in
these types of designs.
Ms. Butler said that staff is in the process of revising the multiple-family regulations. Public hearings
will be held before both the Planning Commission and City'Council to consider any amendments to the
code.

Consideration ofa lot line adjustment, Waiver of Parcel Map and a Certificate of Compliance to
consolidate 16 lots, a vacated alley, and certain right-of-way adjustments into 2 parcels.
The staff report was presented and the public hearing was opened.
Rick Morsch, 2235 N. Lake Ave., Altadena, representing REI, said they are in agreement with all of the
conditions listed in the staffreport.

5. PUBLIC HEARING CUP 01-002
338 E. Huntington Dr.
8MI Arcadia, LLC
Consideration of a conditional use permit to operate a 2,970 sq. ft. bakery and eating
establishment with seating for up to 62 people.
The staff report was presented.
Staff said that Coldwell Banker (CB) occupied the subject space but the bakery will only be leasing a
portion of that space. There have been inquiries by a beauty salon to lease the remainder space in the
center,
Commissioner Kalemkiarian could not imagine that the bakery would need and utilize as much.parking
as CB. He said there were agents there that stayed all day and occupied 10- I 5 parking spaces.
Staff said that the applicant's parking survey included the parking to the east but staffs survey was for
the 107 parking spaces. The survey was done right after the holidays so the numbers'are not typical of
the normal usage. Even if the seating were reduced, that woi1ld not affect the number of required
parking spaces because parking is based upon square.footage and,not number of seats.
The public hearing was opened.
No one spoke in favor of orin opposition to this item
Chairman Murphy closed the public hearing.
In reSponse to questions by Commissioner Olson, Staff said that the applicant's contractor had
mentioned that they may reduce the seats to 40, but there was no direct response from the applicant.

Ms. Butler said that in talking with Mr. Grosso, who represents the landlord, they have discussed
reducing the seating to 40. There has been a great turnover of business at this center due to the nature of
the businesses. Sqe has witnessed that at lunch time there might be only 6 available parking spaces but
an hour iaterthere inight be 15.
Commissioner KaleIDkiarian said that with CB there was no turnover in the parking. He thought that 40
seats were reasonable.
In response to concerns expressed by the Planning Commission with regard to ,reducing the seating, Ms.
Butler said they could postpone the adoption of the resolution to allow staff time to contact the applicant
with regard to the reduction of seats. She indicated that CB had occupied 2 units.
Chairman Murphy wondered if the applicant would want to reduce the square footage if the number of
seats were reduced?
Commissioner Olson was apprehensive with going forward with regard to reducing the number of seats
without having the applicant present. He wondered if they would still be interested if the seats were
reduced? .He did not think that would make good economical sense. He felt he did not have adequate
information to make a decision.
Chairman Murphy was concerned that the overflow parking would spill over to the AAA area, which is
already crowded.
Commissioner Kalemkiarian said this is a dense area Seating for 62 seems excessive, yet 30 is too
little. He felt they should proceed with 40 seats.
Commissioner Huang said the parking concern is a valid one. On the other hand the ,difference between
30 seats and 40 is nominal. It would be hard to monitor the number of seats. He agreed with
Commissioner Kalemkiarian.
Commissioner Olson felt 40 would be acceptable but 30 would be too drastic of a reduction.
Chairman Murphy disagreed. He felt they are going over the line with this. There is a lack of par king.
Although, he thought this is a good use he was concerned with the parking.
Commissioner Kalemkiarian said that CB took 10- J'5permanent spaces but tliis u~se Will be different.
Economics and the market place will determine the number of spaces.
Commissioner Huang said they should go with the 40 and if there is a problem revisit the issue.
MOTION
It was moved by Commissioner Kalemkiarian, seconded by Commissioner Olson to approve
CUP 01-002 and adopt Resolution No. 1630 subject to the conditions in the staff report with the
amendment that the seats be reduced to 40.

Consideration ofa conditional use perniit to construct a 6,042 sq. ft. church and Sunday school.
The staff report was presented.
In respoIise to Commissioner Olson's question, staff said the application indicated that they would not
I?e holding any weddings, funerals or banquets.
Ms. Butler remarked that although they comply with the parking requirement, if there were to be large
gatherings, the demand for parking would increase significantly. This condition was included because
the applicant stated that there would be no weddings or funerals. The seating is fixed so it would be
difficult to, hold banquets. '
The public hearing was opened.
HillaryBamer, 2014 S. Seventh PI., Christ SCience Church, said they have been in the City since 1915
and have occupied several different locations within the City. They are currently meeting in a temporary
location in San Gabriel and are looking forward to when their new church will be completed so they can
move back to Arcadia. They hold 2 Sunday services and one on Wednesdays. There are no special
events. They also have 4 membership meetings throughout the year.
Rudy Serar, 314 N. First Ave., architect, said they constructed a model for review. They angled the
building, whi~h increased and created additional landscape areas. The color and materials of the
building will be compatible and will blend in with the area. The provided parking exceeds code
requirement.
Chairman Murphy liked the design and the elevation.
In response to a question by Commissioner Kalernkiarian, Mr. Serar said thaHhey would not be holding
any weddings, funerals or banquets. They would not be leasing o,ut their Jacility for any social functions.
No one elsespoke,in Javor or in opposition to this item.
MOTION
It was moved by Commissioner Kalemkiarian, seconded by Commissioner Olson to approve
CUP 01-003 subjectto the conditions listed in the staff report and adopt Resolution No. 1631.

7. RESOLUTION NO. 1625
A resolution of the Planning Commission of the City of Arcadia, granting CUP 00-018 for an
internet cafe at 1311 S. Baldwin Ave.
RESOLUTION NO. 1628
A resolution of the Planning Commission of the City of Arcadia, denying CUP 00-017 to
construct and operate a crematory at the existing mortuary at 500 S. First Ave.
RESOLUTION NO., 1629
A resolution of the Planning Commission of the City of Arcadia, granting CUP 01-001 to
operate a computer consulting business with ,computer video games at 1023' S. Baldwin Ave.
Ms. Butler read the titles of the resolutions.
Commissioner Olson made corrections to Resolution No. 1628.

ResolutionNos. 1625, 1628 and 1629 and to formally affirm the decisions of December 121b and
January 9th and the votes thereon.

MATTERS FROM PLANNING COMMISSION
Chairman Murphy inquired aiiqut ihe public hearing on the Housing Element and Ms. Butler responded
by saying that the Planning Commission is to review all the programs that have been included in the
HousingEtement. If the PlannIng Commission feels that other programs should be included then they
can make that recommendation. The Planning Commission is to determine if the proposed Housing
Element is adequate. They are to review policies that have been set fortb or determine if additional
emphasis should be placed on already existing policies or new policies should be added. The required
low-income housing numbers has been set by SCAG,and cannot be changed.
Based upon corru;nents received at the Planning Commission meeting, the Draft Housing Element may
be revised to reflect the comments and discussion at the meeting. The Draft Housing Element will then
be forwarded to State Housing and Community Development (HCD) for its review and comment. The
HCD review period is 60 days. Once comments are received from HCD, the Draft will be revised and,
if necessary, revisions to the Draft Housing Element will be completed. After the revisions have been
made, public hearings on the revised Housing Element will be scheduled before both the Planning
CotnnlisSion and the City Council.
