HomeMy WebLinkAboutItem 11a - Special and Regular Meeting Minutes of October 19, 2021 ARCADIA CITY COUNCIL SPECIAL MEETING MINUTES TUESDAY, OCTOBER 19, 2021 CALL TO ORDER – Mayor Tay called the Closed Session to order at 5:02 p.m. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Chandler, Verlato, Cheng, and Tay ABSENT: None PUBLIC COMMENTS – No one appeared. CLOSED SESSION a. Pursuant to Government Code Section 54957.6 to confer with labor negotiators. City Negotiators: City Manager Dominic Lazzaretto, Assistant City Manager/Development Services Director Jason Kruckeberg, and Administrative Services Director Hue Quach. Employee Organizations: Arcadia Firefighters’ Association. b. Conference with Real Property Negotiators (Government Code section 54956.8) Property: 620 East Live Oak Avenue (APN: 8571-011-904, 8571-012-907, 8571- 012-908) Agency negotiators: Dominic Lazzaretto, City Manager; Jason Kruckeberg, Assistant City Manager/Development Services Director; Stephen Deitsch, City Attorney Negotiating parties: The Olson Company, The New Home Company, and Linc Housing. City Ventures Holdings, LLC and Anton DevCo Inc. Under negotiation: Price and Terms No reportable action was taken on the Closed Session Items. STUDY SESSION a. Formation of an Ad-Hoc Committee to discuss the Par-3 Golf course development and/or disposition and selection of two Council Members to serve on the committee. Recommended Action: Establish Committee and make appointments Assistant City Manager/Development Services Director Kruckeberg presented the PowerPoint. After City Council discussion, a motion was made by Council Member Beck, and seconded by Council Member Chandler, to establish an Ad-Hoc Committee to discuss the Par-3 Golf course development and/or disposition, and appointing Council Member Verlato and Mayor Pro Tem Cheng as the two committee members. AYES: Beck, Chandler, Verlato, Cheng, and Tay NOES: None ABSENT: None b. Report, discussion, and direction regarding possible uses for the City’s allocation of American Rescue Plan Act (“ARPA”) Funds. City Manager Lazzaretto presented the PowerPoint presentation for possible uses for the City’s allocation of American Rescue Plan Act funds. Discussion ensued and staff responded to various questions, comments, and suggestions on the potential use of such funds. Ian Carter, Westfield Santa Anita General Manger, and Karen Mac Nair, a representative of the Arcadia Chamber of Commerce, appeared and expressed their ideas and suggestions for the use of the American Rescue Plan Act funds. After discussion, the City Council directed staff to bring this item back at the November 2, 2021, City Council meeting in order to further discuss the use of ARPA funds. The Special Meeting ended at 6:56 p.m. Linda Rodriguez Assistant City Clerk 1 10-19-2021 ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, OCTOBER 19, 2021 1. CALL TO ORDER – Mayor Tay called the Regular Meeting to order at 7:02 p.m. 2. INVOCATION – Religious Director Riaz Khan, Mosque of San Gabriel 3. PLEDGE OF ALLEGIANCE – City Clerk Glasco 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Beck, Chandler, Verlato, Cheng and Tay ABSENT: None 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS City Attorney Deitsch announced that prior to the Regular Meeting, the City Council met in a Special Meeting to conduct a Closed Session to consider the two items listed on the posted agenda; and stated that no reportable action was taken. City Attorney Deitsch further announced that the City Council met in a Study Session to establish an Ad-Hoc Committee to discuss the Par-3 Golf course development and/or disposition and reported that on a motion by Council Member Beck, and seconded by Council Member Chandler, the City Council established an Ad-Hoc Committee appointing Council Member Verlato and Mayor Pro Tem Cheng as the two committee members; he also reported that the City Council received a report regarding possible uses for the City’s allocation of American Rescue Plan Act funds; he indicated that the City Council expressed comments regarding the potential use of such funds for different types of projects and purposes; and directed staff to bring back at a future City Council meeting in order to further discuss the use of such funds. 6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto had no supplemental information. 7. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Beck and seconded by Council Member Verlato to read all ordinances and resolutions by title only and waive the reading in full. 8. PRESENTATIONS a. Presentation of Mayor’s Certificate of Commendation to Yuan and Joanna Liang for their donation in the amount of $25,000 for the purchase of a K-9 dog for the Arcadia Police Department. 2 10-19-2021 9. FINANCIAL MATTERS a. Resolution No. 7393 providing for the issuance of General Obligation Refunding Bonds, Election of 2006 (Bond Measure A), Series 2021 in the principal amount not to exceed $4,985,000 and General Obligation Refunding Bonds, Series 2021 (Police Station Project) in the principal amount not to exceed $3,867,000. Recommended Action: Adopt Administrative Services Director Quach presented the Staff Report. A motion was made by Council Member Verlato, seconded by Council Member Beck, and carried on a roll call vote to adopt Resolution No. 7393 providing for the issuance of General Obligation Refunding Bonds, Election of 2006 (Bond Measure A), Series 2021 in the principal amount not to exceed $4,985,000, and General Obligation Refunding Bonds, Series 2021 (Police Station Project) in the principal amount not to exceed $3,867,000. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Beck wished City Manager Lazzaretto a Happy Birthday; he congratulated Public Works Services Director Cranmer on his promotion; he thanked Yuan and Joanna Liang for their donation to the Arcadia Police Department; he also thanked the Teng family for their donation for the memorial bench at the Library; he announced that October 25 is the Anita Baldwin Statue Unveiling and the Grand Opening of the Le Meridien Hotel. Council Member Verlato thanked Yuan and Joanna Liang for their generous donation for the purchase of a K-9 dog; she announced that on October 9, she attended the Methodist Hospital Foundation’s 32nd Annual Crystal Ball Fundraiser with Mayor Pro Tem Cheng and City Manager Lazzaretto; that on October 16 she attended the Neighborhood Legal Services Fundraiser; and that last week she attended the Downtown Arcadia Improvement Association Board meeting; she further announced that October 29 is the Halloween Haunt Event and encouraged everyone to attend; she noted the planning of the Holiday Market; that on October 21 she will be attending the San Gabriel Valley Council of Governments Board meeting and PTA meeting; she also announced that on November 3 City Clerk Glasco will be presenting at the Arcadia Women’s Club; and expressed her condolences for the passing of Jack McEwan. Council Member Chandler shared his story about the 1999 election that led to the bond issuance for a new Arcadia Police Station; he indicated that the Police Station continues to be one of the top state-of-the-art stations; and stated that this was one of his proudest accomplishments throughout his many years on the City Council. Mayor Pro Tem Cheng thanked Council Member Chandler for sharing his story; he spoke about the passing of Jack McEwan; he expressed his respect for the Mormon community and Brother Larry Steimlie; he announce that November 6 is Community Clean-Up Day honoring Former City Clerk Jim Barrows; that November 11 is Veteran’s Day; he thanked Michael Cao for linking the City with Operation Gratitude; he thanked City Clerk Glasco for all he does for our veterans; and 3 10-19-2021 stated that the City and Operation Gratitude are providing gift baskets to our veterans to thank them for their service. City Clerk Glasco announced that October 18 was the soft opening of Rod’s Grill; he thanked Mayor Pro Tem Cheng for his kind comments; he noted that the Arcadia Vietnam Memorial website is being updated; he announced that he will be the guest speaker at the November 3 Arcadia Women’s Club meeting; and encouraged everyone to attend. Mayor Tay noted that Monday was City Manager Lazzaretto’s birthday; he commented on Mayor Pro Tem Cheng’s comments supporting Mormon community; he encouraged everyone to attend the Halloween Haunt event; he announced that he attended the Gilb Museum of Arcadia Heritage 20th Anniversary Celebration; and encouraged everyone to visit the museum. 12. CONSENT CALENDAR a. Regular Meeting Minutes of October 5, 2021. Recommended Action: Approve b. Donation in the amount of $2,000 for a memorial bench at the Arcadia Public Library in memory of Kuo Chuan Teng. Recommended Action: Accept c. Ordinance No. 2382 adding Section 2842.9 to Division 2 of Part 4 of Chapter 8 of Article II of the Arcadia Municipal Code relating to Public Works Project contract procedures. Recommended Action: Adopt d. Proposition 68 Subrecipient Grant Agreement between San Gabriel Basin Water Quality Authority and the City of Arcadia in the amount of $2,318,000. Recommended Action: Approve e. Relieve low bidder of Bid due to its clerical error and approve Contract with second low bidder Ramona, Inc. for the Sewer Main Replacement Program in the amount of $958,400. Recommended Action: Approve It was moved by Council Member Beck, seconded by Council Member Verlato, and carried on a roll call vote to approve Consent Calendar Items 12.a. through 12.e. Ordinance No. 2379 amending the Arcadia Municipal Code by adding Part 5 to Article V, Chapter 1 relating to a prohibition on the distribution or sale of prepared food or beverages in any polystyrene container and establishing an opt-in requirement for disposable food service ware items for food providers and third-party app-based delivery platforms. Recommended Action: Introduce 4 10-19-2021 Assistant City Manager/Development Services Department Director Kruckeberg presented the Staff Report. A motion was made by Council Member Beck, seconded by Council Member Verlato, and carried on a roll call vote to introduce Ordinance No. 2379 amending the Arcadia Municipal Code by adding Part 5 to Article V, Chapter 1 relating to a prohibition on the distribution or sale of prepared food or beverages in any polystyrene container, and establishing an opt-in requirement for disposable food service ware items for food providers and third-party app-based delivery platforms. The motion specifically included chaptering the Ordinance under Part 5 to Article V of Chapter 1, instead of Part 4, as noted by Assistant City Manager/Development Services Director Kruckeberg. AYES: Beck, Verlato, Chandler, Cheng, and Tay NOES: None ABSENT: None b. Ordinance No. 2383 adding Part 4 to Chapter 1 of Article V of the Arcadia Municipal Code relating to Organic Waste Disposal Reduction. Recommended Action: Introduce Environmental Services Officer Hevener presented the Staff Report. A motion was made by Council Member Verlato, seconded by Council Member Beck, and carried on a roll call vote to introduce Ordinance No. 2383 adding Part 4 to Chapter 1 of Article V of the Arcadia Municipal Code relating to Organic Waste Disposal Reduction. AYES: Verlato, Beck, Chandler, Cheng, and Tay NOES: None ABSENT: None c. Report, discussion, and direction regarding modifying the City Council Meeting Schedule during summer months. Recommended Action: Provide Direction Council Member Beck presented his views on why the City should consider scheduling certain summer meetings for cancellation. After discussion, a motion was made by Council Member Beck, seconded by Council Member Verlato, and carried on a roll call vote that the City Council Meeting Schedule be modified canceling the first meeting in the months of July, August, and January. ADJOURNMENT Council Member Beck provided former Planning Commissioner and long-time Arcadia resident John Fee’s eulogy. 5 10-19-2021 The City Council meeting adjourned in memory of former Planning Commissioner and long-time Arcadia resident John Fee at 8:49 p.m. to Tuesday, November 2, 2021, at 6:00 p.m. in the City Council Conference Room.
